ILER PLANNING FIRM QUALIFICATIONS
Henry B. Iter, AICD
President, Principal -in -Charge
Iler is a nationally -recognized expert planner with over 30 years of regional
and community planning experience. Following 14 years of public sector
planning experience, he entered private consulting in 1993 as Planning Ser-
vices Director with Duncan Associates (DA). After completing a number of
comprehensive planning and zoning projects in Florida for DA, he formed
Iler Planning Group (Iler Planning) in 1996. Iler Planning has grown to be
Florida's most notable sole planning firm. His vision was to create a firm
focused on innovation and implementation, specializing in all elements of
urban and community planning, primarily for cities and counties. Iler Plan-
ning has achieved that vision and continues to strive to improve and excel.
Under his leadership, the company has completed a large number of suc-
cessful community plans and projects, including:
■ Doral "Green" Master Plan
■ North Bay Village Urban Form Study
■ Palm Beach County Economic Development Policy Plan
■ Deerfield Beach CRA Master Plan
■ Lake Worth Strategic Master Plan
■ Boynton Beach 20/20 Downtown Master Plan
■ Oakland Park Neighborhood Plan
■ Doral Land Development Code
■ Miami Lakes Comprehensive Plan
■ Naples Downtown CRA Plan Update
■ Sebastian EAR -based Comprehensive Plan Amendments
■ Florida City Development Review Process / Annexations
Recently, he has developed a unique, comprehensive planning approach for
communities who want to "go green." Too many local green initiatives are
incremental and disjointed, and address only small impacts on a communi-
ty's total carbon footprint. In 2007, Iler developed the "Green Master Plan"
concept to address all greenhouse gas and heat generators within a com-
munity. It starts with reducing vehicle miles of travel (top carbon generator)
and develops detailed implementation strategies for 10 guiding principles of
carbon/heat reduction and resource conservation. Iler Planning is currently
preparing a Green Master Plan for the new City of Doral, located immedi-
ately west of Miami. His innovative GMP approach was recently showcased
at the FAPA Conference in Miami; the slide show Iler presented is found on
our website [www.ipgplan.com].
Iler is also a legally -recognized expert in comprehensive planning, land use
compatibility, community redevelopment and land development codes. He
has qualified as a "planning expert" in a number of public hearings, admin -

istrative hearings and legal cases. His most notable case occurred in Martin
County where he represented the Pinecrest Lakes Homeowners Association
versus Martin County and a local developer. The judge, based on Iler's testi-
mony, found that the developer's apartment development was incompatible
with the County's Comprehensive Plan and the established large lot neigh-
borhood adjacent, and ordered the project halted and modified in mid -
construction. The verdict was upheld at the 4th DCA and Florida Supreme
Court. Other clients who have retained his expert services include:
■ United Nursery
■ Home Depot
■ Sierra Club
■ Hammock Reserve HOA
■ Service Employees International Union
■ Continental Park HOA
Most recently, Iler assisted the Viscaya Museum, Grove Isle and adjacent ho-
meowners in north Coconut Grove (Miami) win recent DOAH and judicial
hearing victories to reverse a City Commission land use amendment approval
for a 25 -story condo project next door. As a planning expert, Iler seeks to rep-
resent citizens, cities and counties who are looking to ensure planned devel-
opment projects are consistent with local comprehensive plans and codes. He
accepts private sector expert work as well when the project is clearly consis-
tent with a community's vision.
Iler has published planning articles and gives frequent workshops on comprehen-
sive and neighborhood planning, downtown redevelopment and "green" master
planning. He recently presented a workshop at the Florida Planning Association
Conference in Miami on Green Master Planning. He co-authored an article in the
national Planning Magazine entitled "Saving the East Everglades," which present-
ed a blueprint for changing land uses and land conservation practices to prevent
destruction of the Everglades resource and was eventually implemented by Miami -
Dade County. He continues to give numerous presentations on Comprehensive
Planning, Community Redevelopment and Neighborhood Planning.
Prior to 1989, his public sector career spanned 14 years. He spent 2 years as a Re-
gional Planner with the Southwest Florida Regional Planning Council, then accept-
ed a Senior Planner position with Miami -Dade County (MDC) where he worked on
the East Everglades Resources Planning Project. In 1983, he was promoted to Princi-
pal Planner with the Miami -Dade Transportation Administration, as Metro -Rail was
being completed and he helped finish a number of rail station area development
plans. In 1985, he became Assistant Large -Scale Development Impact Coordinator
with MDC, where among many large projects, he directed the County's review of
the Dolphin Qoe Robbie) Stadium Development of Regional Impact Project.
In 1989, Her was selected as Martin County Growth Management Director, where
he oversaw the completion of the County's awarding -winning Growth Manage-
ment Plan. While at Martin County, he directed 25 employees and managed the
long-range planning, zoning, development review, environmental regulation and
code enforcement sections of the GM Department.
He is currently working to refine his "green" master planning concepts to focus
strongly on the considerable short and long-term budget savings to local govem-
ments as various green strategies are implemented.

Community Planning
Preparing a Comprehensive, Strategic, or Master
Plan for any community requires a talented team
with multi -disciplinary expertise and experience
in land use planning, urban design, transporta-
tion, economics and demographics, land use regu-
lations and implementation strategies, and public
involvement techniques. Iler Planning has exten-
sive experience assisting a diverse range of com-
All communities are different; as such, not all plans
are the same. Iler Planning's planning strategies
vary as widely as the types of communities and the
issues that they face. Iler Planning's vast knowledge
of all facets of land -use planning provides clients
with the most experienced professionals available
for developing these important plans.
Iler Planning's approach to planning and urban de-
sign is simple. Iler Planning works corroboratively
with its clients and the community to integrate the
principles of sound planning, creative design, and
public involvement in its plans. Combined with
years of experience and unique expertise, this ap-
proach enables Iter Planning to achieve feasible so-
lutions and effective planning.
Green Planning

strategies and "green" plans for many communities
and municipalities throughout Florida.
Growth Management
Leaders of progressive communities understand
that growth carries great opportunities and grave
risks. Growth can bring a city more revenue, added
job opportunities, and a diversity of residents. How-
ever, if growth is not managed thoughtfully, incred-
ible financial burdens on a city's budget may occur.
Iler Planning has worked with numerous commu-
nities to identify the effects of growth and to write
plans and regulations to minimize negative impacts
and proactively prepare for the future.
Urban Design
Her PIanning's creative design process has resulted
in the development of innovative urban and popu-
lated spaces, providing each area with impressive
and functional design elements. Iler Planning's ap-
proach to urban design focuses on providing walk-
able, pedestrian -oriented environments that make
the best use of space. Iler Planning is involved in
all scales of projects, including architectural design
guidelines, facade improvement programs, as well
as downtown and main street improvement proj-
ects.
Zoning and Land Development
Regulations
To revise existing regulations or to develop new
ones, a community must draw on the experience of
a firm that can assemble information into a creative
and sound legal document. Iler Planning provides
the full range of expertise needed to build effective
and feasible regulations. Since the firm was founded
in 1995, Iler Planning has written plans and drafted
ordinances and regulations for dozens of communi-
ties throughout Florida.
Charrettes and Community Visioning
The Her Planning charrette process combines cre-
ative, intense work sessions with public workshops
and design studio open houses. The charrette itself,
usually lasting four to seven days, is a series of meet-
ings and design sessions that would normally take
weeks or months to complete. The rapid pace en-
courages participants to abandon usual working pat-
terns and think outside the box. Based upon public
visioning during a charrette, Iler Planning reviews,
critiques, and refines design ideas and then presents
them to the community. The open review process
quickly builds trust in the community and fosters
a real understanding of the unique situations faced.
Her Planning's focus on feasibility brings a level of
seriousness and rigor to the process for all partici-
pants.
Branding and Marketing Services
Her Planning offers complete branding and market-
ing services for planning events, charrettes, work-
shops, and municipal projects; with services ranging
from logo and website design to slogan develop-
ment and event branding. Iler Planning's interactive
websites serve to promote events as well as facilitate
the exchange of ideas within a community. Forums
and chat rooms are excellent ways to keep residents
involved in a project and encourage them to con-
tribute in a valuable, productive way.

ILERPLANNING
Headquartered in Jupiter, Florida, Iler
Planning is a nationally -recognized firm
providing innovative comprehensive
planning, community participation and rede-
velopment services throughout Florida. The
founder, Henry Iler, AICP, has over 30 years of
planning experience in South Florida. Born in
Tupelo, Mississippi, and raised in Greensboro,
North Carolina, he came to Florida in 1969 as
a freshman at the University of Florida and be-
came a permanent resident after graduating in
Business and Accounting. Soon after he received
his Masters Degree in Urban and Environmental
Planning from FSU. Following 12 x.a,rc
of public sector planning experier
in Miami -Dade County and a
Growth Management Director of
Martin County, Mr. Iler estab-
lished the firm in 1994. Since
then, Iler Planning has grown
to become one of the largest
sole planning firms in Florida.
From the start, our mission has re-
flected its founder's earliest vision fc
his planning work: to use creative
sound urban planning expertise to help
improve communities and the lives of their resi-
dents. Consistent with this mission, the firm has
always taken the side of supporting local commu-
nity planning, many times in opposition to devel-
opment interests. Our historical client mix is 90%
public sector and 10% private sector. Mr. Iler is of-
ten called upon as an expert witness in land use
cases, and in all except a few, has been retained
either by local governments or homeowner groups
fighting a development project inconsistent with
the community's comprehensive plan. Last year,
he helped the Viscaya Museum and adjacent sin-
gle-family neighborhoods in Miami defeat a high-
rise condo development which was contrary to the
Miami Comprehensive Plan.

a second class role. IP puts sound comprehensive
planning at the forefront of community improve-
ment and assigns other technical specialists to
perform their work at the appropriate point in the
planning process. This concept has worked time
and time again for our clients.
The first projects completed by the firm involved
a number of local comprehensive plans for South
Florida communities that were doing the initial re-
visions to the very first comprehensive plan they
had ever prepared as a requirement of the 1985
State Comprehensive Planning law. The firm had
a chance to evaluate how these communities had
fared in implementing the goals, objectives and
policies of those early plans, and make "course
ctions" in the plan updates that re-
fted the changing nature of those rap-
ily-growing South Florida cities in the
1990s. The firm also prepared and/
or revised a number of Land Devel-
opment Codes during this period to
implement the comprehensive plans
it was updating.
The firm is organized around the core concept of
retaining the best urban planning talent available
in house, while building an extensive network of
highly -capable subcontractors in fields like urban
design, landscape architecture and engineering.
Many firms in the planning field are engineer-
ing real estate or design companies that also have
some urban planners, relegating their planners to
kt the turn of the century, the firm won
number of projects involving commu-
redevelopment. Working closely with,
dau iii some cases assisting in establishing,
Community Redevelopment Agencies (CRAB), the
firm made a name for itself by helping a number of
CRAs, including Deerfield Beach and Florida City.
These cities have become 2 of the most successful
CRAB in Florida based on tax base growth.
Since 2002, IP has returned to its core focus of
comprehensive planning, completing a number
of Evaluation and Appraisal Reports (EARS) and
EAR -based Amendments for south Florida cities, as
well as, comprehensive plans for several new cities.
These clients include Titusville, Cape Coral, Miami
Lakes, Doral and Homestead. During this time, we
also honed our public involvement skills, develop-
ing and executing an extensive, year long commu-
nity participation program that served as the basis
for development of the Lake Worth Strategic Mas-
ter Plan. Another exciting project was the City of
North Bay Village Charrette Master Plan, where our
planning and design professionals used 3-D model-
ing, real time design, and good -old -fashion listen-
ing, to help 50-70 residents over 3 -days develop a
completely new vision for their waterside city; they
have been aggressively implementing it ever since

With its comprehensive planning experience, Her
Planning has developed a number of innovative
ways to present comprehensive plans and amend-
ments to residents that makes the sometimes
mind -numbing planning process and its jargon,
actually interesting and easy -to -understand. Our
workshops use the latest in planning, audio-visu-
al technology and interactive techniques to get
people to our workshops and, make sure they feel
comfortable and informed enough to freely con-
tribute their ideas. We make sure they know we
will use their ideas and appreciate the time they
have given.
Consistent with its reputation for innovative plan-
ning, Her Planning, in 2006, developed the Green
Master Planning (GMP) concept in response to the
growing trend of communities at that time and to-
day to "go green" in reducing their carbon foot-
print and becoming more sustainable. IP recog-
nized that these efforts were mostly piecemeal and
did little to actually increase community sustain-
ability. GMP takes a comprehensive approach in
identifying all of the ways a community can reduce
carbon emissions, conserve resources and become
truly sustainable. Then a strategic implementation
program is developed to put "real green" into prac-
tice throughout the community starting with the
local government itself. The Doral Green Master
Plan was one of our first and the City is now well
into implementation with IP assistance, which in-
volves, among many other actions, tracking car-
bon reductions and the substantial cost savings
to the City budget. In keeping with its commit-
ment to sustainability, IP became a carbon -neutral
4
company in 2007, completely offsetting its carbon
emissions in partnership with the CarbonFund.
Her Planning continues to innovate and improve
the variety of services available to clients. It has
not waivered from its initial mission to improve
communities. We firmly believe that a comprehen-
sive approach to enhancement of our cities and
counties is the most rational and cost-effective ap-
proach, and the one that provides the best oppor-
tunity to attain a community's vision.

CRA Plan Update, City of
Naples Community
Redevelopment Agency (CRA)
Iler Planning is currently completing
the 2008 Update of the City of Naples
CRA Master Plans. The plan identifies
relevant projects and programs from
past redevelopment efforts that have
not been realized because of the regu-
latory barriers and missed opportuni-
ties. The plan refines those projects
and programs into a feasible master vi-
sioning document with an implemen-
tation program of high value, high le-
verage projects to guide redevelopment
throughout the next 10 years.

ILER PLANNING PROJECTS
Northern Sweetwater Master Plan — 2012/2013
This 750 -acre area north of Dolphin Expressway (SR 836) was annexed into the
city of Sweetwater in 2011. The City engaged Her Planning to prepare a Master
Plan for upgrading area roads, infrastructure and aesthetics in Northern
Sweetwater, as well as a new Future Land Use Map (FLUM) and Zoning Map.
The consultant initiated a community involvement program to ascertain area
issues and problems. The Master Plan was developed with staff to address the
specific issues raised in the public program and contained a specific 5 -year
capital improvement program with financing options. The FLUM and Zoning Map
were prepared consistent with the County CDMP and Zoning Code. The Master
Plan, FLUM and Zoning Map were approved by the City Commission and Florida
Department of Economic Opportunity (FDEO), as applicable.
Florida City CRA Plan Update — 2016 /2017
The Florida City Community Redevelopment Agency (CRA) was established in
1995 covering 490 acres with technical support from Her Planning. In 2009, the
CRA was expanded to 810 acres which is the current size and Her Planning
prepared the CRA Plan amendment for the Agency. In late 2016 the Agency
retained Her Planning to expand the existing boundaries again to respond to
current conditions and future development goals. The overall plan is to add a
new central CRA area located to the south between Arthur Vining Davis Parkway
(SW 336th Street) and NW 2nd Street, extending west from the Miami -Dade
County Busway line to Redland Road (SW 187Th Avenue). The Agency would
also like to establish a second CRA area encompassing the Centro Campesino
neighborhood on the southwest Florida City border and expected to be annexed
soon. Finally, the Agency is planning to request a 30 -year extension of the CRA's
life beyond the current 2025 termination date. The scope of work is intended to
assist the CRA in revising and updating the current 2009 Redevelopment Pian to
reflect current conditions and incorporate the most community -effective
strategies to move forward with needed community improvements and programs
and compatible private and non-profit development. The Plan will be revised in
accordance with Chapter 163, Part III of the Florida Statutes which governs
CRAs in Florida.

Cutler Bay Green Master Plan — 2017
Iler Planning has been recently selected by the Town of Cutler Bay to prepare a
Green Master Plan for the community. In 2009, the Town achieved `Silver"
certification from the FGBC for implementing over 40 green practices designed to
reduce energy consumption and conserve local natural resources. Cutler Bay
was recertified this year by the FGBC and maintained its `Silver' certification with
100 of a possible 296 green points achieved (33.4%). The Town would like to
move to the next higher FBBC recertification level (Gold) in the future. To do
this, the consultant is helping the town bring all current green practices together,
along with a number of new ones, into a comprehensive green implementation
program. The Green Master Plan (GMP) process uses a strategic planning
model designed to inventory the green needs and resources available, solicit a
wide -range of community input and lay out an action plan to maintain and expand
the town's green initiatives consistent with the community vision. The primary
goal of the project is to lay groundwork for the town to achieve the FCBG "Gold"
level certification at the next 5 -year recertification cycle in 2021. The project is
due for completion in 6 months.
