Iter, AICD President, Principal -in -Charge Iler is a nationally -recognized expert planner with over 30 years of regional and community planning experience. Following 14 years of public sector planning experience, he entered private consulting in 1993 as Planning Ser- vices Director with Duncan Associates (DA). After completing a number of comprehensive planning and zoning projects in Florida for DA, he formed Iler Planning Group (Iler Planning) in 1996. Too many local green initiatives are incremental and disjointed, and address only small impacts on a communi- ty's total carbon footprint. In 2007, Iler developed the "Green Master Plan" concept to address all greenhouse gas and heat generators within a com- munity. It starts with reducing vehicle miles of travel (top carbon generator) and develops detailed implementation strategies for 10 guiding principles of carbon/heat reduction and resource conservation. Iler Planning is currently preparing a Green Master Plan for the new City of Doral, located immedi- ately west of Miami. His most notable case occurred in Martin County where he represented the Pinecrest Lakes Homeowners Association versus Martin County and a local developer. The judge, based on Iler's testi- mony, found that the developer's apartment development was incompatible with the County's Comprehensive Plan and the established large lot neigh- borhood adjacent, and ordered the project halted and modified in mid - construction. The verdict was upheld at the 4th DCA and Florida Supreme Court. As a planning expert, Iler seeks to rep- resent citizens, cities and counties who are looking to ensure planned devel- opment projects are consistent with local comprehensive plans and codes. He accepts private sector expert work as well when the project is clearly consis- tent with a community's vision. Iler has published planning articles and gives frequent workshops on comprehen- sive and neighborhood planning, downtown redevelopment and "green" master planning. He recently presented a workshop at the Florida Planning Association Conference in Miami on Green Master Planning. He co-authored an article in the national Planning Magazine entitled "Saving the East Everglades," which present- ed a blueprint for changing land uses and land conservation practices to prevent destruction of the Everglades resource and was eventually implemented by Miami - Dade County. He continues to give numerous presentations on Comprehensive Planning, Community Redevelopment and Neighborhood Planning. Prior to 1989, his public sector career spanned 14 years. He spent 2 years as a Re- gional Planner with the Southwest Florida Regional Planning Council, then accept- ed a Senior Planner position with Miami -Dade County (MDC) where he worked on the East Everglades Resources Planning Project. In 1983, he was promoted to Princi- pal Planner with the Miami -Dade Transportation Administration, as Metro -Rail was being completed and he helped finish a number of rail station area development plans. In 1985, he became Assistant Large -Scale Development Impact Coordinator with MDC, where among many large projects, he directed the County's review of the Dolphin Qoe Robbie) Stadium Development of Regional Impact Project. In 1989, Her was selected as Martin County Growth Management Director, where he oversaw the completion of the County's awarding -winning Growth Manage- ment Plan. While at Martin County, he directed 25 employees and managed the long-range planning, zoning, development review, environmental regulation and code enforcement sections of the GM Department. He is currently working to refine his "green" master planning concepts to focus strongly on the considerable short and long-term budget savings to local govem- ments as various green strategies are implemented. The first projects completed by the firm involved a number of local comprehensive plans for South Florida communities that were doing the initial re- visions to the very first comprehensive plan they had ever prepared as a requirement of the 1985 State Comprehensive Planning law. The firm had a chance to evaluate how these communities had fared in implementing the goals, objectives and policies of those early plans, and make "course ctions" in the plan updates that re- fted the changing nature of those rap- ily-growing South Florida cities in the 1990s. The firm also prepared and/ or revised a number of Land Devel- opment Codes during this period to implement the comprehensive plans it was updating. Our workshops use the latest in planning, audio-visu- al technology and interactive techniques to get people to our workshops and, make sure they feel comfortable and informed enough to freely con- tribute their ideas. Consistent with its reputation for innovative plan- ning, Her Planning, in 2006, developed the Green Master Planning (GMP) concept in response to the growing trend of communities at that time and to- day to "go green" in reducing their carbon foot- print and becoming more sustainable. IP recog- nized that these efforts were mostly piecemeal and did little to actually increase community sustain- ability. The City, always known for a thriving of- fice and light industrial market, now also has a rapidly expanding residen- tial sector. In response to the grow- ing population and the need to reduce vehicle trips, the Future Land Use Map converted significant areas of industri- al property to mixed use in and around the downtown core. Doral was incor- porated in 2003, and is since gaining recognition as one of the most vision- ary and vibrant communities in south- east Florida. This process included a series of com- munity workshops aimed at building consensus and uniting residents with a shared vision for the future of Titus- ville. Iler Planning successfully pro- vided a full branding campaign for the visioning events, including a website, postcards, and logo. These public workshops allowed residents and com- munity stakeholders to address issues of direct interest to their neighbor- hoods. This graphic -oriented code focuses on incor- porating smart growth principles such as density bonuses for mixed-use development and creative architectural excel- lence, and provisions for native vegetation and water con- servation. This comprehensive document will provide Doral with an individual- ized "green print" to guide develop- ment and internal practices within the City. The methodology used for this plan incorporates sustainability into the community vision and pro- vides strategies and implementation programs that will result in substan- tial cost -savings to the City as well as its businesses and residents. Cove Master Plan Charrette - Deerfield Beach Iler Planning held a week-long consen- sus building workshop which led to a new vision for the revitalization of the Deerfield Beach Cove/beach area. Using citizen input gathered during the charrette, Iler Planning outlined a multi -phase plan designed to unify the Cove/beach area with a cohesive urban design concept, land use and zoning strategy, enhanced pedestrian connec- tions, public/private partnerships and innovative parking solutions. CRA Plan Update, City of Naples Community Redevelopment Agency (CRA) Iler Planning is currently completing the 2008 Update of the City of Naples CRA Master Plans. The plan identifies relevant projects and programs from past redevelopment efforts that have not been realized because of the regu- latory barriers and missed opportuni- ties. The plan refines those projects and programs into a feasible master vi- sioning document with an implemen- tation program of high value, high le- verage projects to guide redevelopment throughout the next 10 years. City Clerk ILER PLANNING PROJECTS Northern Sweetwater Master Plan — 2012/2013 This 750 -acre area north of Dolphin Expressway (SR 836) was annexed into the city of Sweetwater in 2011. The City engaged Her Planning to prepare a Master Plan for upgrading area roads, infrastructure and aesthetics in Northern Sweetwater, as well as a new Future Land Use Map (FLUM) and Zoning Map. The consultant initiated a community involvement program to ascertain area issues and problems. The Master Plan was developed with staff to address the specific issues raised in the public program and contained a specific 5 -year capital improvement program with financing options. The FLUM and Zoning Map were prepared consistent with the County CDMP and Zoning Code. The Master Plan, FLUM and Zoning Map were approved by the City Commission and Florida Department of Economic Opportunity (FDEO), as applicable. Florida City CRA Plan Update — 2016 /2017 The Florida City Community Redevelopment Agency (CRA) was established in 1995 covering 490 acres with technical support from Her Planning. In 2009, the CRA was expanded to 810 acres which is the current size and Her Planning prepared the CRA Plan amendment for the Agency. In late 2016 the Agency retained Her Planning to expand the existing boundaries again to respond to current conditions and future development goals. The overall plan is to add a new central CRA area located to the south between Arthur Vining Davis Parkway (SW 336th Street) and NW 2nd Street, extending west from the Miami -Dade County Busway line to Redland Road (SW 187Th Avenue). The Agency would also like to establish a second CRA area encompassing the Centro Campesino neighborhood on the southwest Florida City border and expected to be annexed soon. Finally, the Agency is planning to request a 30 -year extension of the CRA's life beyond the current 2025 termination date. The scope of work is intended to assist the CRA in revising and updating the current 2009 Redevelopment Pian to reflect current conditions and incorporate the most community -effective strategies to move forward with needed community improvements and programs and compatible private and non-profit development. The Plan will be revised in accordance with Chapter 163, Part III of the Florida Statutes which governs CRAs in Florida. Tamarac Comprehensive Plan and Code — 2014 /Current Her Planning was select by the City of Tamarac as part of the Clarion Associates Team to prepare comprehensive Plan amendments to facilitate and incentivize commercial and mixed-use development along the City's major commercial 1 I Submitted into the public record f ite (s) on �,� City Clerk corridors, primarily Commercial Boulevard and University Drive. We undertook a detailed land use analysis of corridor development and prepared a series of revisions and additions to the goals, objectives and policies of the Comprehensive Plan. The scope included extensive public meetings and a number of refinements to the amendments were made based on community comments. Clarion Associates is responsible for the Land Development Code amendments. The project is in its final stages and should be completed in 4-6 months. Doral Comprehensive Plan Update — 2011 /2012 In 2011 the City retained Her Planning to make a number of amendments and updates to the adopted Comprehensive Plan in one (1) compete amendment package including designation of the Doral Design Core along with related policies, addition of new Green Element and various revisions to the goals, objectives and policies (GOPs). The Green Element was based the City's Green Master Plan, also prepared by Her Planning, which won 2 statewide planning awards for innovation and excellence in 2009. A series of community meetings were held on various aspects of the amendments, several including the City Council. Selected elements in the Data, Inventory and Analysis (DIA) were revised and updated during this process. The various amendments were compiled into a single package by the consultant and staff, and submitted for the public hearing process. The final amendment was approved by City Council and the Florida DEO. Project was completed on time and within budget. Doral Comprehensive Plan Update — 2015 /2016 The goal of this project was the review and assessment of every goal, objective and policy for current relevance and to make revisions and additions where necessary. Her Planning was selected to assist with this project. The Data, Inventory and Analysis (DIA) Report was also updated with available information. Comprehensive revisions were made to every element. The CIE was amended with policies and capital improvements from the latest report. Doral's Green Code — 2014 Based on the City's award-winning Green Master Plan, Doral in 2014 requested Iler Planning to prepare appropriate code amendments to implement the green development recommendations in the Master Plan. Following several community workshops, the consultant prepared a Code amendment ordinance addressing a wide -range of sustainable best development practices including: ■ Green building incentives ■ Florida -friendly landscape standards ■ Green roofs ■ Green accessory structures ■ Healthy street design ■ Walkable community features The Green Code Ordinance was approved by the LPA and adopted by the City Council. Project was completed on time and within budget. Florida City Planning and Zoning Services — 2012 /Current Iler Planning has served the City of Florida City as its planning and zoning consultant for the past 5 years and a number of years prior to that. We administer all aspects of the City's Comprehensive Plan and Land Development Code, plus special studies as needed. The work involves preparation of application reports, resolutions and ordinances for Comprehensive Plan amendments, re -zonings, variances, site plans and plats, and meetings with applicants. The consultant also prepares any City sponsored Comprehensive Plan amendment and Code revisions ordinances. Presentations are made monthly to the City P&Z Board (LPA) and City Commission. All work tasks for this engagement have been completed on time and within budget. Cutler Bay Development Review — 2015/Current In 2015, Iler Planning was selected to perform the review of Comprehensive Plan amendments, rezoning, variances, site plan, plats submitted to the town on an as needed basis; also, special planning studies directed by the staff. Since that time the firm has been assigned review responsibilities for a residential plat, M Submitted into the public record for item(s) on `1 H City Clerk installation of an educational facility at the Cutler Ridge Mall and a complex mixed-use development on Old Cutler Road. The review process included applicant meetings and ongoing coordination and preparation of staff reports, resolutions and ordinances. Presentations have been made to the Planning Board and Town Council for these applications. All reviews have been completed on time and within budget. Cutler Bay Green Master Plan — 2017 Iler Planning has been recently selected by the Town of Cutler Bay to prepare a Green Master Plan for the community. In 2009, the Town achieved `Silver" certification from the FGBC for implementing over 40 green practices designed to reduce energy consumption and conserve local natural resources. Cutler Bay was recertified this year by the FGBC and maintained its `Silver' certification with 100 of a possible 296 green points achieved (33.4%). The Town would like to move to the next higher FBBC recertification level (Gold) in the future. To do this, the consultant is helping the town bring all current green practices together, along with a number of new ones, into a comprehensive green implementation program. The Green Master Plan (GMP) process uses a strategic planning model designed to inventory the green needs and resources available, solicit a wide -range of community input and lay out an action plan to maintain and expand the town's green initiatives consistent with the community vision. The primary goal of the project is to lay groundwork for the town to achieve the FCBG "Gold" level certification at the next 5 -year recertification cycle in 2021. The project is due for completion in 6 months. Doral Zoning Services — 2014/Current Jorge Vera, Zoning Associate with Iler Planning, has served on a consulting basis to the city to provide reviews of administrative plans. He reviews and processes zoning hearing applications; prepares amendments to City Land Development Regulations; and creates new land development ordinances to reflect policies set by the city commission. In addition, Jorge reviews and approves administrative site plans and building plans to be consistent with city's Comprehensive Plan and Land Development Regulations. 4
