Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT,
APPROVING THE SENIOR RENTAL ASSISTANCE PILOT PROGRAM, AS
SPECIFIED IN ATTACHMENT "A", ATTACHED AND INCORPORATED,
AUTHORIZING THE ALLOCATION OF $1,000,000.00 FROM GENERAL FUND TO
ASSIST ELIGIBLE LOW INCOME RESIDENTS TO MITIGATE RENTAL INCREASE;
further AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, TO COMPLETE THE ALLOCATION.
Backaround of Item:
On September 26 the City Commission approved the allocation of $1 million from
general fund to assist low-income eligible residents within the City of Miami ("City") to
mitigate rental increase.
The goal of the program is to alleviate rent increase relative to our senior resident's
fixed income.
A summary of the Senior Rental Assistance Pilot Program's Policies and Guidelines is
attached and incorporated as Attachment "A".
The City Administration recommends approving the Senior Rental Assistance Pilot
Program as specified in Attachment "A", attached and incorporated, authorizing the
allocation of $1,000,000.00 from general fund, to assist eligible low-income residents
within the City of Miami to mitigate rental increase.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE SENIOR RENTAL ASSISTANCE PILOT PROGRAM, AS MORE
PARTICULARLY SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED;
ALLOCATING $1,000,000.00 FROM THE GENERAL FUND TO ASSIST ELIGIBLE
LOW INCOME CITY OF MIAMI ("CITY") SENIOR RESIDENTS IN MITIGATING RENT
INCREASES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, on September 26, 2019, the City Commission approved the allocation of one
million dollars ($1,000,000.00) from the general fund to assist low-income eligible senior
residents within the City of Miami ("City") to mitigate rent increases; and
WHEREAS, the goal of the Senior Rental Assistance Pilot Program ("Program") is to
alleviate the burden caused by rent increases for the City's senior residents who are on a fixed
income; and
WHEREAS, a summary of the Program's policies and guidelines is attached and
incorporated as Exhibit "A"; and
WHEREAS, the City's Administration recommends approving the Program, as more
particularly specified in Exhibit "A," attached and incorporated, and the allocation of one million
dollars ($1,000,000.00) from the general fund to assist eligible low-income senior City residents
in order to mitigate rent increases;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Program, as more particularly specified in Exhibit "A", attached and
incorporated, is approved.
Section 3. The allocation of one million dollars ($1,000,000.00) from the general fund to
assist eligible low-income City senior residents in mitigating rent increases is authorized'
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in a form acceptable to the City Attorney, for said purpose.
' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
