Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE GRANT
FUNDS FROM THE MIAMI FOUNDATION UNDER THE ADVANCING CITIES
PROGRAM IN AN AMOUNT OF $466,977, AND ESTABLISH A NEW SPECIAL
REVENUE PROJECT ENTITLES ADVANCING CITIES GRANT PROGRAM TO THE
DEPARTMENT OF HUMAN SERVICES. FUNDS ARE TO BE USED IN SUPPORTING
THE CITY'S EFFORTS RELATED TO ADDING NEW GRANT FUNDED STAFF,
WORKFORCE PLACEMENTS, DATA GATHERING, WRAP-AROUND SERVICES
FOR JOB CANDIDATES AND ASSISTING WITH SMALL BUSINESS PROCUREMENT
ACTIVITIES. FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A
GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY
AMENDMENTS, MODIFICATIONS AND EXTENSIONS THERETO, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO ACCEPT THE GRANT AND
IMPLEMENT THE PROGRAM.
Backaround of Item:
As part of the Advancing Cities (3 -year) grant awarded and received by the Miami
Foundation, the City of Miami will receive a total amount of $466,977 over a (3) period
to accomplish the following:
- Hire (1) full-time Workforce Navigator who will work closely with the City's Opportunity
Center staff to generate Living Wages job opportunities.
- Hire (1) part-time Small Business Advocate who will assist in the implementation of the
new tracking and data management system and work closely with the City's small
business assistance and export center and small business resource community
providers and procurement departments.
- Purchase and implementation of the Salesforce platform for tracking and retention
purposes.
- Grant will allows participants to receive wrap-around services that will improve their
success towards obtaining new job opportunities to include childcare subsidies,
transportation passes, and OJT (On -The -Job Training).

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE GRANT
FUNDS FROM THE MIAMI FOUNDATION UNDER THE ADVANCING CITIES
PROGRAM IN A TOTAL AMOUNT OF $466,977.00 TO ESTABLISH A SPECIAL
REVENUE PROJECT TITLED "ADVANCING CITIES GRANT PROGRAM" TO
SUPPORT THE CITY OF MIAMI'S EFFORTS TO INCREASE WORKFORCE
PLACEMENTS, IMPLEMENT A DATA MANAGEMENT SYSTEM, PROVIDE
SUPPORT SERVICES FOR PROGRAM CANDIDATES, AND ASSIST SMALL
BUSINESSES WITH PROCUREMENT ACTIVITIES; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, AND ANY AMENDMENTS, MODIFICATIONS, AND EXTENSIONS
THERETO, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO
ACCEPT THE GRANT AND IMPLEMENT THE PROGRAM.
WHEREAS, the City of Miami ("City") created the Department of Human Services
("Department") to improve residents' self-sufficiency and connections to various City services;
and
WHEREAS, the Department's objective is to provide support services to City residents
based on the principles outlined in the Quality of Life Strategy which focuses on improving the
safety and sustainable opportunities in the City; and
WHEREAS, the Assets, Capital, Community, Education, Savings and Success Miami
("ACCESS Miami") Initiative unites City resources with similar resources available from public,
private, and non-profit organizations to offer tools and education that enables City residents and
small businesses to improve their quality of life; and
WHEREAS, the mission of the Miami Foundation under the Advancing Cities grant is to
fund projects focused on training residents and small businesses to be more resilient to chronic
financial stresses such as the lack of lucrative jobs, insufficient profit from local business, and
procurement opportunities; and
WHEREAS, the Miami Foundation has awarded the City a three (3) year grant in an
amount not to exceed $466,977.00 to hire one (1) a full-time Workforce Navigator who will work
closely with the City's Opportunity Center staff to generate sustainable job opportunities and
one (1) part-time Small Business Advocate who will assist in the implementation of a data
management system and work closely with the City's small businesses to identify and obtain
resources from community providers; and
WHEREAS, the grant funds will also allow participants to receive support services such
as childcare subsidies, transportation passes, and On -The -Job ("OTJ") training which are
intended to improve the likelihood of success in attaining new job opportunities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept grant funds in an amount not to
exceed $466,977.00 from the Miami Foundation to fund a new special revenue program titled
"Advancing Cities Grant Program."
Section 3. The following new Special Revenue Fund is established and resources are
appropriated as described below:
PROJECT TITLE: Advancing Cities Grant Program
RESOURCES: The Miami Foundation $466,977.00
APPROPRIATIONS: Advancing Cities Grant Program $466,977.00
Section 4. The City Manager is further authorized' to execute a grant agreement, in
substantially the attached form, and any amendments, modifications, and extensions thereto, all
in a form acceptable to the City Attorney, in order to accept grant funds and implement the
Advancing Cities Grant Program.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
