Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "BJA FY 19 Edward Byrne Memorial Justice Assistance
Grant (JAG) Program," authorizing the City Manager to accept a grant award, in
substantially the attached form, from the U.S. Department of Justice, Office of Justice
Programs, Bureau of Justice Assistance, in the amount of $283,688, to provide funding
to include equipment purchases, technical assistance and training for the Miami Police
Department (MPD); further authorizing the City Manager to designate the Chief of
Police to execute any and all other necessary documents, in a form acceptable to the
City Attorney, in order to implement the acceptance and administration of said grant
award. This award does not require any local match.
Backaround of Item:
In response to the JAG 2019 local solicitation announcement, the City of Miami
submitted a grant application to the U.S. Department of Justice, Office of Justice
Programs and was awarded $283,688. This JAG award will provide funding to include
equipment purchases, technical assistance and training or funded initiatives such as
drug and gang task forces, domestic violence programs, information sharing that aimed
at reducing crime and/or enhancing public/officer safety.
With these improved capabilities, the police departments will be better prepared to
respond to current crime trends, resolve crimes and ensure public safety.
This grant is awarded for a period of four (4) years, beginning October 1, 2018, through
September 30, 2022. This award does not require any local match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "BJA FY 19
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM;"
AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS,
BUREAU OF JUSTICE ("GRANTOR") ASSISTANCE, IN THE AMOUNT OF
$283,688.00, WITH NO REQUIRED LOCAL MATCH, TO PROVIDE FUNDING TO
INCLUDE EQUIPMENT PURCHASES, TECHNICAL ASSISTANCE, AND TRAINING
FOR THE MIAMI POLICE DEPARTMENT; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM,
WITH THE GRANTOR; FURTHER AUTHORIZING THE CITY MANAGER TO
DESIGNATE THE CHIEF OF POLICE TO EXECUTE ANY AND ALL OTHER
NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF SAID GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$283,688.00 ("Grant") to provide funding for equipment purchases, technical assistance, and
training or funded initiatives, such as drug and gang task forces, domestic violence programs,
and information sharing for the Miami Police Department ("MPD"); and
WHEREAS, the Grant will be used to support criminal justice initiatives that will expand
and improve the operations of MPD by enabling it to provide better services to the City's
residents, businesses, and visitors; and
WHEREAS, this Grant does not require any local match; and
WHEREAS, the Grant is awarded for a period of four (4) years, beginning October 1,
2018 and ending September 30, 2022;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: Bureau of Justice Assistance ("BJA") FY 19
Edward Byrne Memorial Justice Assistance Grant Program
RESOURCES: Department of Justice/Office of Justice Programs,
Bureau of Justice Assistance $283,688.00
APPROPRIATION: Support Criminal Justice Initiatives of the
Department of Police $283,688.00
Section 3. The City Manager is authorized' to accept the Grant from the from the United
States Department of Justice, Office of Justice Programs, BJA ("Grantor") in the amount of
$283,688.00 to provide funding to include equipment purchases, technical assistance, and
training for the MPD.
Section 4. The City Manager is authorized' to execute the Grant Agreement, in
substantially the attached form, with the Grantor.
Section 5. The City Manager is further authorized' to designate the Chief of Police to
execute any and all other necessary documents, all in a form acceptable to the City Attorney, for
the acceptance of the Grant.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
