COMMUNITY RELATIONS BOARD
2017 ANNUAL REPORT
(PURSUANT TO CITY CODE SECTION 2-890)
Mission Statement: The Community Relations Board's mission is to foster mutual
understanding, open-mindedness, and respect of persons regardless of economic, social,
religious, ethnicity, or sexual orientation by serving as advocates for both the City of Miami and
its residents.
The City of Miami Community Relations Board (CRB) was established in 1994 by Ordinance (No.
11742) and is committed to finding ways to foster mutual understanding, tolerance, and
respect among all economic, social, religious, and ethnic groups with the City of Miami.
The CRB serves in an advisory capacity to the City Commission and has the responsibility to
recommend and provide educational and social programs, designed to eliminate discrimination
in any form and to improve community relations by enlisting the support of civic leaders and
citizens. The board consists of 13 members who are representative of the social, racial,
religious, linguistic, gender, cultural, and economic characteristics of this city. Administrative
support for the CRB is provided by the City Manager's staff and its liaison. The board meets
monthly to review and discuss issues affecting our community's ability to work, play, learn,
celebrate and engage in governance with good will toward our fellow residents.
Responses to the following questions are as follows:
1. Has the board served the purpose, which it was created?
Yes, the Community Relations Board has complied with its mission statement.
2. Is the board serving the community needs?
Yes, the board is active participants in community needs. Each month the CRB meets
in a different commission district as to address issues relative to each district.
3. Accomplishments for the year 2017:
• Continued to host several local groups to speak at our monthly board meeting to
identify issues in our community.
• Special guest appearances at our monthly general meetings.
• Kept open communication with the Mayor, City Manager's office, and all five
Commissioners to discuss the CRB and our role in the community, when meeting
in commission districts the sitting commissioner and support staff are invited to

attend in order to give residents the opportunity to be up close and personal
with their Commissioner.
• Hosted community meetings along with the City of Miami Fire Department and
Parks Department. We are currently working on restoring the Good Will
Ambassador Program and keeping constant communication with Police
Department, Deputy Chief of Police, and Commanders through our Board
Liaison.
• Kept open communication with our NET Administration, with regards to any
issues in the community.
• Continued a dialogue with community leaders to address their issues.
4. Whether there is any other board, either public or private, which would better
serve the functions of the board.
No. The board is composed of a group of citizens from all different districts in our
city. This diverse blend of individuals is committed to assist citizens in addressing
the needs of our community.
S. Whether the ordinance creating the board should be amended to better enable
the board to serve the purpose for which it was created.
We have amended the by-laws to address absences and the result of such. We have
had quorum at all meetings in 2017. We continue to communicate with Commission
and Mayor's offices in order to fill their vacanies.
6. The cost, both direct and indirect, of maintaining the board.
This year the board has an ad hoc committee to address the formation of a budget
help the board to move forward and be able to address issues that will benefit our
community. The committee uncovered that the board has $4,000 in funds. We are
developing a resolution to request funding from the Commission. The CRB has been
operated this year without the knowledge of funds.

Yes, the Community Relations Board has complied with its mission statement.
2. Is the board serving the community needs?
Yes, the board is actively participant in the needs of the community. Each month the
CRB meets in a different commission district as to address issues relative to each
district. The two meetings held in Wynwood (District Five) residents were very vocal
with the concerns about the changing dynamic of the neighborhood. The CRB
assisted the residents with reaching out to different entities to address their
concerns as it related to traffic and grants for the area that they advised us was
promised to the area by the City Commission. The proper research was done and
persons from the entities where invited. (see attached minutes those meetings) The
Overtown Community expressed concerns about the City of Miami historically
designated Chapman House which is in a state of extreme disrepair. It was found
that the property is owned by Dade County Public Schools subsequent to that
contacts have been made with the Southeast Overtown CRA, and the Black Archives

for the use of the Chapman House. A presentation was made by the CRB Chair in
December to the City of Miami Historic and Environmental Preservation Board to
address these concerns. Chapman House is pending on the HEPB agenda
3. Accomplishments for the year 2018:

a. Action Item — requests a list of proposed covenants and overlays for business owners
and homeowners for the Board to support. That's the only way you could make people
do something. Covenants and overlays, and then Code.
b. Action Item — work with America Medina - Executive Director of the Wynwood HOA to
obtain a proposed list of covenants and overlays for business owners and homeowners.
e. Chairwoman McGill:
a. Recommends a sidebar between Member Owens and America Medina of the Home
Owner's Association.
b. Requests Cynthia to express to the residents: the fact that people show up here is
evidence enough to me that there are some issues that definitely need to be addressed.
c® Businesses are not investing back into the community. The residents, especially the older
ones, are being swallowed up by commercialism.

f. Arnold Melgar:
a. Traffic - speeding on 5th Avenue. Need consistent enforcement of school zones.
b. Realistically officers are in the area on the 1st and the 151h of the month. Requests
officers give out tickets throughout the week instead of twice a month.
c. Preservation of parks in the neighborhood.
g. Chairwoman McGill:
a. Action Item — create a letter to the School Board Representative for District 2 and
Superintendent regarding speeding in the school zones, and request a meeting. Include
the contact information of Arnold Melgar so the School Board Representative and the
Superintendent can reach out to him.
b. Requests the contact information for the Police Commander in the area to notify for next
meeting
h. Member Owens:
a. School zone - traffic feeder patterns that surround the school zones.
b. Action item - when there is quorum, offer a resolution by the Board for the City to
petition the County to recalculate the engineering on the green time.
c. Recommends audience to petition their city and county commissioners for the
recalculation. Sometimes a bottle neck is needed for the enterprise — related to the
impact fees.

a. 32nd Street and 2nd Ave — requests a speedbump. East/ West bound of the intersection.
Speed of cars getting worse, especially after midnight and weekends.
j. Mr. Bornstein:
a. May not actually put a speed bump on NW 2nd because it is a major street, but all of the
side streets between 301h and 34th, 35th. Put speed bumps on NW 1st Ave or a 4 way
stop.
k. Chairwoman McGill:
a. Requests the next meeting to have someone from the Commissioner's Office attend.
I. Staff: Translate all English conversation into Spanish; obtains Spanish commentary
m. Translation/ Concept:
a. When the speaker first moved into the neighborhood, it was a forgotten neighborhood,
nobody wanted to come to visit. Now it is a glorious neighborhood that everybody wants
be in, but all the shops and everything that were brought in are not things that they
could go to. Not affordable. Now they are constantly getting bombarded with cards by
people asking them to sell their property. Harassment. Before it was a forgotten
neighborhood but there were some things that they could do. What are they going to do
at their age selling their property? Where are they going to go?
b. The buyers are pressuring the property owners to sell.
c. Someone who lived 50 years in their home should not feel pressured
d. Police had to be called in the past on a couple of developers by the manner of which the
homeowners are harassed.
e. For old / poor folks in Wynwood there are not many options of things to do or places to
go. The most important part is the fact that house prices go up and so do taxes. The
feeling is guillotine hanging around their neck. At 83 years old these are not the
conditions they wants to be living in.
n. Mr. Bornstein:
a. What someone does with their property is out of your control. You do not have the right
to tell someone what they can do with their property the same way someone does not
have the right to say what you could do with yours.

a. You do have a right with covenants and overlays. Get a list together of covenants and
overlays to give to the Board for support.
p. Chairwoman McGill:
a. Reminds everyone to leave their contact information and to bring more people.
q. Carmen: Vice President of the Wynwood Historical Homeowners Association
a. Tired of seeing little kids playing baseball with people around them selling drugs and
smoking their weed.
b. Park is making a mistake. The park ranger leaves the gate open to a point where people
could put their head through the entrance.
c. People and drive the wrong on a one way street.
Chairwoman McGill:
a. Action Item — request the Police Commander for the area and Parks attends the next
meeting.
b. Recommends Ms. Carmen to get the number of the city vehicle driving the wrong way
down the street and report it.
America Medina: Executive Director of the Wynwood HOA
a. A recreational vehicle (RV) was parked on a local (3211) street. It took 4 weeks to get it
out of there. Put information in the Mayor's twitter to get it out of there. The process
they are supposed to be following is not working.
b. Discriminatory behavior towards the community, not race, not culture, but the way it is
provided services. The park does not have the program food distribution like in Liberty
City and Little Haiti.
c. Needs the City to invest money into the park.
d. We do what we are told to, supposed to do, but we have to do it over and over, then get
to a point to blast it somewhere before something gets done.
t. Chairwoman McGill:
a. This is not done by the City, it is done by the State representative for the area.
b. Action Item — Request the new state representative for the area and someone from the
mayor's office to attend the meeting next month.
c. Recommends to put the budget issue in writing. Sometimes the mic gets bit intimidating
and you may forget.
d. Action item — staff, send a notice to all the Board members about the budget hearing.
u. Staff:
a. The first City Budget hearing is September 13 at 5pm, City Hall.
b. Show up to address specific concerns that has to do with money.
v. Member Puzo:
a. Sometimes us Board members for the community want to get something done there is a
lot of red tape.
b. Recommends Ms. Medina to keep doing what you are doing and voicing your opinion
here. Coming to these meetings is extremely important. It gives us one avenue. But
there multiple avenues. Social media in this case it helped you out. If it works, it works.
c. Commends Ms. Medina for her actions.
w. Ms. Medina:
a. The May 22 commission meeting approved a rezoning in the community. A deal was
made for $1,010,000. $10,000 to the Liberty City softball team. The other $1M to the
homeowners to help them with their repairs from 33rd and 34th Streets to 2"d and 3rd
Avenue.
b. Has not heard anything on how the funds will be allocated.
c. Must develop some type of process where homeowners could apply.

a. For people who need assistance with their roof — structural.
b. It is still in the process. They have to determine how much each person will get.
c. Recommends to ask the District 5 Commissioner when he comes.

a. The rezoning: A lot of times we would not even be notified. The rezoning was a last
minute notification. Started to gather signatures, go sick and couldn't finish.
b. Look at the shops in Midtown and look at the shops Wynwood. There are no Wynwood
kids working in those shops.
Ms. Medina:
a. Been a part of the Wynwood community since 1972. Resolutions are not followed
through. Midtown - there was a resolution at least 10% of the people that live in the
community to be hired. Never happened.
Mr. Melgar:
a. It did start that way. I remember being hired there. It's consistency. It's both ends. We
could sit here and say the City isn't doing this, but a lot of times the residents don't
follow through either.
b. We're at a stage, a point where a lot of this progression is gonna happen if we like it or
not. Instead of staying on what happened, we need to focus on what's going to happen.

a. Member of a family with 4 generations to live in Wynwood — At one time, 6 generations.
b. Strong history of going to meetings: HOA, with mayor, commissioners, there are pictures
of the commissioners in their home. The ball keeps on falling. Because we don't have the
money other people have, it doesn't go anywhere.
c. Wants people to know we are still here, we know things are going to change. We are not
ignorant
d. Wants commissioners to know we are still here. Appreciate that the Board came into
their home to listen to their problems, and made it a lot easier for us.
e. It's hard to get everyone in a car. Some are sick, some are disabled

a. Asks everyone to come to the next meeting and bring someone.
bb. Member Owens:
a. Requests City Commission Mayor and to do something to reaffirm that they care about
the human condition in this area, this community.
b. It's almost as if its property vs. human beings.

a. Recommends group to get press involved in their plight, especially the Spanish radio
stations

a. Mr. Bornstein - issues: lighting, security and the enforcement

a. Drove around the neighborhood with former Commander of the area.
b. Had meetings and substantial discussion on enforcement.
c. Absentee landlords - People bought property in this neighborhood thinking the land will
increase in value overtime.
d. They're not willing to spend any money to keep the property up to keep It up to what
should be a community standard - grass being cut, fence being broken, windows being
broken.
e. Trying to put a group together to understand the community to differentiate
1. Those whos property needs maintenance and they can't physically afford to do
the work and
2. An absentee landlord that is unwilling to invest any money. Inviting crime into
the neighborhood.
f. Commissions a neighborhood study - rent vs own. Initial meeting with major
stakeholders.
g. Starting the Wynwood Neighborhood Enhancement Association — purpose for everyone
to join, give feedback, anything to bring together
h. 11t organize a neighborhood clean-up effort
i. The more we give back to the community, the more the community will respect the
grounds. Invites to drive around to express each other's concerns
j. Lighting - the streets light are dim or non-existent
o. Mr. Carswell:
a. Wants to clarify on the point on the $1M10K.
b. Once it's approved, - not a check for $1M. Though it was 2M, 1 for Liberty City, 1 for
here. It's not, it's a total of $1M10.
c. Once the covenant is approved by the city and you close, it's a half million. That could be
a 2 year process that has not been done.
p. Mr. Bornstein:
a. It's a half million at that time, then 2 other milestones. $250k for the permit and $250k at
completion
q. Ms. Medina:
a. In commission meeting they said, construction could not begin until that was done

Mayor's Office Counsel:
a. The property in order to be constructed there needed to be changes to the Zoning .
b. A document needed to be submitted so they wouldn't go too high — declaration of
restricted covenants.
c. As soon as the document is signed, which is being negotiated with the City now, that 15`
500k goes to the redevelopment trust.
At that point it's out of our (the City's) hands, and it goes to a city entity. The
commissioners get involved and talk about investing in the neighborhood

a. The traffic on NW 5`h. Now that NW 2"d is so lively and people are always if you are trying
to get home from work can't get through there.
b. The person from the school board is not here so we're going to move on in reference to
that
c. Police, I really need them here.
d. Action Item - For the Mayor's office and the commissioner's office to transmit to the
concerns that the residents have 1) in the Policing in that area.
e. They had every opportunity to be here, no I'm not ok with that. There was a lot of weed
smoking in my notes. Who spoke about that?

Smoking Weed in the police's face, during baseball. Kids with backpacks at the end of the
parks because there are benches there. They are dealing drugs in your face.
Drugs in the park it has to stop. That's something we shouldn't have to deal with. Its
already in the streets, it shouldn't have to come to the park
x. Chairwoman McGill:
a. You are the park manager over here? Have you witnessed any of that? [Yeah] And the
police are doing nothing? Apparently they're not. And I know they can't watch it 24 hours
a day, but they have the means and the resources.

c. 1) Do a field review to see what's going on; 2) goes 2 or 3 times during peak hour, analyze
how the intersections behaving; 3) if there is any opportunity to increase green time, we
do it.
d. If anyone has an issue with timing of the light, the best you can do is call 311. Service
Requests on a daily basis.
e. Citizens that call they give information of what's going on, where they are experiencing,
we go to the intersection or the area. If there is opportunity for improvement then yes.

a. Response Time - an RV recreational vehicle was parked on 32nd street. Person did not live
in the community.

it was holding a night party in there selling drugs, taking women in.
c.. Took pictures, video, pictures of the license plate. Response time - no one came out to
do anything about it. Reported to the NET office and the Police dept.

a. D-4 similar issues with boats, tractor trailer in residential neighborhoods, occasions
where his driveway and neighbors is blocked — partially or fully
b. My mother is partially handicapped and if I'm out of town or she needs to go to the
hospital, she can't get out of my driveway.
c. There's a fundamental disconnect if I call the police non-emergency—the police can't be
as responsive as I hope they'd be. If I call NET then they have to post 24 hour notice.
d. At the point of taking one of my trucks and dragging it down the street. Frustrated. No
one has the right to block my driveway
e. Suggests communications plan through Next Door, the Net offices, through these
meetings, that people are aware of their rights.
f. What they can do if someone blocks their driveway or parks improperly in front of their
homes or on their neighborhood.
g. This invites RVs, drug use, tractor trailer, and people to park whatever they want
wherever they want. People block driveways, then everyone will block driveways. Just
thinks it's not clear what the homeowners can do about it.

The blocking of the driveway is a police issue. The driveway cannot be blocked at all. If
the car is in operating condition and has a valid registration we cannot do anything

d. Another problem — how the code is written. If parked in a residential area, puts a notice
on it. If they move a block down, a new notice is put on it.
e. A time frame obligated by before taking action to call and the NRO to say come to tow
this. Have 24 hour coverage, night coverage. Helps with some issues. Commercial
vehicles — the majority would be after 6 - 7pm. Before had to rearrange a schedule for
that day, then monitor that for a few days. Change of operation hours able to address
after hours better and faster.

a. More concerned about blocking driveways. Folk park around the corner so you can't
drive down the street. No painted lines on the street. People think they can park
wherever they want.
b. Causes a problem, a problem all over the city. Part of it is there are no painted lines on
the street. People think they could par wherever they want. City spent millions of dollars
on new curbs that are being destroyed.
c. Take care of the swale, somebody the parks on the swale. Fundamental disconnect
between behavior and what the rules are. Does see responsiveness regarding commercial
vehicles. Thanks

a. District 1 — (talking to Yori Bornstein) mentioned studies within the neighborhood.
b.1) Where did you pull the information from?
c. 2) Is it a specific area, or the neighborhood in general — when the whole Wynwood area
or different streets?
d.3) Are you looking for landlord based things, Is it lots, commercial buildings itself?
e. 4) In Allapattah a lot of the buildings that were abandoned by the landlord were torn
down by the City, an empty lot. What can enforcement do with the visual aspect?

a. Area is between 291h & 36`h St and North Miami and NW 6`hAvenue
b. Residential component. People are cutting the grass. Fence of an abandoned lot
vandalized illegal units on almost all of the properties.
c. Research: Ownership is less that 15 — 20%. Neighborhood shows that. Tennant is not
going to maintain a property that is not theirs. Does not have ownership pride.
d. Action Item - find fine line between helping someone in the community and an absentee
landlord that's just buying time.
e. Suggests Absentee landlords get fined and have fines accrue

a. Issue is a 10 years problem. Flippers buy the property sell it for more, leave it abandoned.
Garbage goes in it.
b. Residents and homeowners blamed for the garbage. A big problem.

a. This Wynwood Neighborhood Enhancement is about. To hold public officials accountable,
show accomplishments and give the neighborhood more voice.

c. When called, it's a guy from some other place who doesn't care. Holding onto a big

d. Limited in how far we could go. Once we fine a property, take a property to court there
and fines start running, there is nothing we could do.
e. Unsafe structure issue. That's Building department - their own rules. They actually have
to pay for it in the end.
f. There are some properties with super high grasses.
g. If it is lot is locked and has a fence, cannot break the lock and go into the lot and cut it.
Lots that were cut are open and had no fences.

b. This gentleman hit on the real problem in the City of Miami, especially neighborhoods

c. It is not Code Enforcement — gets a lot of heat for things they have no control over.

e. Finds properties were cited a number of times.
f. A property on 7th Ave and 62nd Street had no roof on it for 25 years. Trees were growing
through the top of the roof.
g. Code cited, nothing could be done. Went to unsafe structure meeting.
h. Problem is the City is not enforcing what the unsafe departments say

b. Been behind the Mayor's Office ever since I've been this seat. Mr. Carswell is first person
