A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING AND ADOPTING THE ANNUAL BUDGET OF THE VIRGINIA KEY
BEACH PARK TRUST ("TRUST"), ATTACHED AND INCORPORATED, AS
COMPOSITE EXHIBIT "A," IN THE AMOUNT OF $300,000.00 FROM CITY OF
MIAMI OPERATING FUNDS, $1,125,000.00 FROM TRUST CARRYOVER
FUNDS, $2,000.00 FROM TRUST CASH WITH THE FISCAL AGENT, $50,000.00
IN GRANTS, $1,000,000.00 FROM THE 2020 ULTRA MUSIC FESTIVAL, AND
$770,000.00 IN ANTICIPATED REVENUE, FOR A TOTAL AMOUNT OF
$3,247,000.00, TO PROVIDE FOR THE MANAGEMENT, OPERATION,
MAINTENANCE FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2019
AND ENDING SEPTEMBER 30, 2020.
WHEREAS, the Virginia Key Beach Park Trust ("Trust") is a limited agency and
instrumentality of the City of Miami ("City") created pursuant to Ordinance No. 12003 adopted
December 14, 2000, as subsequently amended from time to time; and
WHEREAS, the Trust, in cooperation with the Department of Parks and Recreation and
other City departments, is guided by its vision to preserve the Historic Virginia Key Beach Park
property in a manner consistent with the environmental health, public use, historical importance
of the park, and the aspirations of the African American community; and
WHEREAS, Section 38-237 of the Code of the City of Miami, Florida, as amended,
provides that the Trust shall submit its annual budget for its management, operation, and
maintenance to the City Commission for approval; and
WHEREAS, the governing body of the Trust reviewed and approved the Trust's budget
for Fiscal Year 2019-2020 on September 3, 2019 in the total amount of $3,247,000.00, as more
particularly set forth in Composite Exhibit "A," attached and incorporated; and
WHEREAS, the Trust requests the approval of the budget for the Fiscal Year
commencing October 1, 2019 and ending September 30, 2020 in the amount of $300,000.00
from City operating funds, $1,125,000.00 from Trust carryover funds, $2,000.00 from Trust cash
with the Fiscal Agent, $50,000.00 in grants, $1,000,000.00 from the 2020 Ultra Music Festival,
and $770,000.00 in anticipated revenue for a total amount of $3,247,000.00, as more
particularly set forth in Composite Exhibit "A," attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this section.
Section 2. The Trust's Fiscal Year 2019-2020 budget in the amount of $300,000.00 from
City operating funds, $1,125,000.00 from Trust carryover funds, $2,000.00 from Trust cash with

ACCEPTING AND APPROVING THE PROPOSED BUDGET OF THE
MIDTOWN COMMUNITY REDEVELOPMENT AGENCY, ATTACHED /AND
INCORPORATED AS COMPOSITE EXHIBIT "A," IN THE AMOUNT OF
$8,883,704.00, FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2 9
AND ENDING SEPTEMBER 30, 2020, AS APPROVED BY THE MIDTO N
CRA'S BOARD OF COMMISSIONERS.
WHEREAS, on April 29, 2004, the Miami City Commission ("City C/mmission") adopted
Resolution No. 04-0288 authorizing the City, the County, and the Midto Miami Community

Development District ("District") (1) to undertake certain subsequent
' e ent I al measures in
accordance with the Community Redevelopment Act of 1969, as a nded under Chapter 163,
Part 111, Florida Statutes ("CRA Act") and (2) to enter into an interl al agreement requiring the
creation of the Midtown Community Redevelopment Agency town CRA") within the District
c 0 with
its

under certain conditions to be fulfilled by the District in connec n with its intent to issue special
assessment bonds for such capital improvements; and
WHEREAS, subsequently pursuant to the CRA //t, the City, the County and the District
entered into the original interlocal agreement, dated a of May 2004 ("Original Interlocal
Agreement"); and
WHEREAS, on March 1, 2005, the Boar of County Commissioners of Miami -Dade
County ("County Commission") (1) approved solution No. 213-05 ("County Authorizing

Resolution") adopting a Finding of Necessit nd finding that the Midtown Redevelopment Area

("Midtown Area") was qualified under t/henditions of the CRA Act for creation of the Midtown

CRA, and (2) delegated to the City Com ission the authority to create the Midtown CRA for the
Midtown Area; and
WHEREAS, corresondin�, on March 24, 2005, the Miami City Commission ("City
Commission") adopted Resolutli No.05-0194 to create the Midtown CRA and on May 26, 2005
adopted Resolution No. 05-03/4 authorizing the City Manager to execute the First Amendment
to the Original Interlocal AgrKement ("First Amendment") among the City, the County, the
District, and the newly cre/ed Midtown CRA; and
WHEREAS, a4f June 30, 2005, the City, the County, the District, and the Midtown
CRA entered into th90 First Amendment; and
WHEREAS,/ubsequently as of September 23, 2008, the City, the County, the District, and
the Midtown C/A entered into a Second Amendment to the Original Interlocal Agreement
("Second AVendment"); and
EREAS, the Original Interlocal Agreement as amended by the First Amendment and
the S and Amendment (collectively, "Interlocal Agreement") requires the Midtown CRA to

WHEREAS, on , 2019, the Board of Commissioners of the Midtown
Community Redevelopment Agency ("Midtown CRA Board of Commissioners") approved and
adopted the Midtown CRA's Proposed Budget for the fiscal year commencing October 1, 2019

and ending September 30, 2020 in the amount of $8,883,704.00 through Resolution No. MCRA -
R -19- , attached and incorporated as part of Composite Exhibit A; and
WHEREAS, the Board of Commissioners of the Midtown CRA requests the City
Commission to approve and adopt the Midtown CRA's proposed budget for the fiscal year
commencing October 1, 2019 and ending September 30, 2020, attached and incorporated in
Composite Exhibit A.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY 0
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resol ion are
approved by reference and incorporated as if fully set forth in this Section.
Section 2. The proposed budget of the Midtown CRA, attached and in rporated as
Composite Exhibit "A," in the amount of $8,883,704.00 for the fiscal year co mencing October
1, 2019 and ending September 30, 2020 as approved by the Midtown CR s Board of
Commissioners, is accepted and approved.
Section 3. This Resolution shall become effective immediat/y upon its adoption.'
