OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"),
AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE MAYOR'S
SHARE OF THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE IN A TOTAL
AMOUNT NOT TO EXCEED TWENTY FIVE THOUSAND DOLLARS ($25,000.00) TO
NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLORED PEOPLE, INC.,
A FOREIGN NOT FOR PROFIT CORPORATION ("NAACP"), ON BEHALF OF THE
MIAMI-DADE BRANCH OF THE NAACP'S SUPPORT OF ITS FREEDOM FUND;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE

AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE MAYOR'S
SHARE OF THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE IN A TOTAL
AMOUNT NOT TO EXCEED TWENTY FIVE THOUSAND DOLLARS ($25,000.00) TO
NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLORED PEOPLE, INC.,
A FOREIGN NOT FOR PROFIT CORPORATION ("NAACP"), ON BEHALF OF THE
MIAMI-DADE BRANCH OF THE NAACP'S SUPPORT OF ITS FREEDOM FUND;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to
address poverty based on a strategy of focusing the provision of support towards City residents
achieving self-sufficiency; and
WHEREAS, National Association for the Advancement of Colored People, Inc., a
Foreign not for profit corporation ("NAACP"), on behalf of the Miami -Dade Branch of the
NAACP, is seeking funding in support of its Freedom Fund that will provide yearlong activities to
impoverished communities in the City including information on job training, hurricane
preparedness, clean and sanitary housing opportunities, and additional community related
activities ("Program"); and
WHEREAS, pursuant to Section 18-72 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Mayor wishes to provide grant funds from the Mayor's share of the
City's API in an amount not to exceed Twenty -Five Thousand Dollars ($25,000.00) ("Funds") for
the Program; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, all in a form acceptable to the City
Attorney, for the allocation of Funds for the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. Pursuant to Section 18-72 of the City Code, the City Manager is authorized'
to allocate Funds from the Mayor's share of the City's API to NAACP, on behalf of the Miami -
The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.

Section 3. The City Manager is further authorized' to execute any and all necessary
documents, all in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
