The Centners launched an Opportunity Zone fund that will support the Teachers Village project at 3350 Biscayne Blvd. Opportunity Zones are a new federal program where people can defer their capital gains by investing in economically distressed neighborhoods. David Centner said he'll personally invest $40 million into this Opportunity Zone fund, and has more investors lined up to commit additional funds. A Miami native, Centner moved to the Northeast to start tech companies in the 1990s. In 2018, Centner and his wife sold Highway Toll Administration LLC, which specializes in electronic toll collection technology, to Platinum Equity. Centner and his wife have returned to Miami, and he's found the city looks very different from when he left about 25 years ago. "My heart has always been in Miami," Centner said. "My wife and I wanted to show appreciation to Miami doing right by me and try to give back ... We are parlaying the [Highway Toll Administration] transaction proceeds into underserved and under developed areas." In September 2018, Centner's 3350 Biscayne LLC acquired a 37,000 -square -foot site at Biscayne Boulevard and Northeast 34th Street for $11.5 million. He has partnered with New Jersey -based RBH Group to build Teachers Village there. RBH Group previously built a Teachers Village in Newark, New Jersey with affordable housing for teachers and educational programs for them provided through Rutgers University. Ron Beit, CEO of RBH Group, said he'd like to construct a similar project in Miami. That recreational area will be enclosed by concrete walls and is located between two commercial uses. The second recreational area will be located on the rooftop of the existing building. The rooftop recreational area will be shaded by canopies, which serve the dual function of providing shade and absorbing noise. The rooftop deck is located behind a solid parapet wall and a 58" high guardrail with plexiglass panels.
