A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
POLICY TO CLARIFY HOW MATTERS MAY BE SPONSORED OR CO-
SPONSORED BY AN ELECTED OFFICIAL(S) AND REQUIRING THAT ANY
SUCH SPONSORSHIPS OR CO -SPONSORSHIPS BE SUBMITTED IN
WRITING TO THE AGENDA OFFICE; FURTHER DIRECTING THE CITY
ADMINISTRATION TO AMEND SECTION 2-33(C)(1) OF THE CODE OF THE
CITY OF MIAMI, FLORIDA, AS AMENDED, TO CODIFY THIS POLICY.
WHEREAS, the order of business and rule of procedure are set forth in Section 2-33 of
the Code of the City of Miami, Florida, as amended ("City Code"); and
WHEREAS, presently, there is no rule of procedure related to who may sponsor or co-
sponsor a legislative item and how such a sponsorship or co-sponsorship should occur; and
WHEREAS, the City Commission finds it to be in the best interests of the residents and
stakeholders of the City of Miami to establish a policy for the sponsorship and co-sponsorship of
legislative items;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission hereby establishes the policy that an
elected official may sponsor or co-sponsor any legislative item they choose with such
request for sponsorship or co-sponsorship submitted in writing to the Agenda Office in
accordance with City Commission Agenda deadlines.
Section 3. The Miami City Commission directs the City Administration to amend
Chapter 2, Article II, Section 2-33(c)(1) and Section 2-33(c)(7) of the City Code, titled
"Administration/Mayor and City Commission/Order of Business and Rules of Procedure,"
to provide how matters may be sponsored and co-sponsored by elected officials and
further provide that such request for sponsorship or co-sponsorship must be submitted in
writing to the Agenda Office in accordance with City Commission Agenda deadlines.
Section 4. The City Commission further directs the City Manager to amend all
applicable City Administrative Policy Manuals to comport with the provisions of this Resolution.

Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

' If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
