Backaround of Item: The Department of Human Services will receive subsidy payments from the Early Learning Coalition, State of Florida Statewide School Readiness Program in the amount of $80,000.00 to fund the children's daycare program operating in our City Daycares. This Resolution appropriates the funding and establishes a new Special Revenue Project for said purpose and further authorizes the City Manager to execute all of the documents necessary to accept the recipient funds. WHEREAS, the City of Miami's ("City") Department of Human Services ("Human Services") receives subsidized funding from the Early Learning Coalition of Miami- Dade/Monroe, Inc., a Florida Not For Profit Corporation ("Coalition"), to administer the State of Florida Statewide School Readiness Program ("Program"), which supports the daycare programs located at Eaton Park Day Care, Lemon City Day Care, and Moore Park Day Care (collectively, "Day Cares"); and WHEREAS, the City is eligible to receive subsidized funding in an estimated amount not to exceed eighty thousand dollars ($80,000.00) ("Funds") to continue providing support to the Day Cares; and WHEREAS, the Funds from the Coalition's Program must be appropriated in order to provide entrance fees for Program attendees; and WHEREAS, Human Services recommends the acceptance of the Funds from the Coalition to participate in the Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described herein: PROJECT TITLE: Early Learning Coalition Program RESOURCES: State of Florida Statewide School Readiness Provider Program $80,000.00 APPROPRIATION: Early Learning Coalition Program $80,000.00 Section 3. The City Manager is authorized' to accept and appropriate said Funds. Section 4. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including an option to renew, subject to budgetary approval at the time of need, all in forms acceptable to the City Attorney, to implement the acceptance and appropriation of said Funds and to implement measures for compliance with the terms of the subsidized funding. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: i ria i , ndez, pity Attor t ey 9/2312019 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
