HomeMy WebLinkAboutR-19-0352City of Miami q Legislation Resolution: R-19-0352 File Number: 6500 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 9/12/2019 A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING SUPPORT FOR ALL OF THE BAHAMIAN RESIDENTS WHO HAVE SUFFERED THE DEVASTATING EFFECTS OF HURRICANE DORIAN; DIRECTING THE CITY MANAGER TO COORDINATE WITH THE STATE OF FLORIDA, THE UNITED STATES DEPARTMENT OF STATE, AND THE COMMONWEALTH OF THE BAHAMAS ("BAHAMAS"), AS APPLICABLE, TO OFFER AND TO UNDERTAKE ANY AND ALL NECESSARY EMERGENCY ASSISTANCE AND EXPERTISE NECESSARY IN THE HURRICANE RECOVERY EFFORTS WITHIN CURRENT BUDGET DEPARTMENTAL LIMITATIONS; RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS OF THE CITY MANAGER AND DESIGNATED CITY OFFICIALS IN ORDER TO UNDERTAKE, PROVIDE, AND UPDATE EMERGENCY HUMANITARIAN ASSISTANCE MEASURES, RELEVANT FINANCIAL CONTROLS, ACCOUNTING ENTRIES, AND COMPUTER SYSTEMS IN CONNECTION WITH EMERGENCY HUMANITARIAN EFFORTS FOR THE BAHAMAS IN PROGRESS OR ALREADY UNDERTAKEN IN CONNECTION WITH THE CITY OF MIAMI'S CURRENT OPERATING BUDGET FOR FISCAL YEAR 2018-2019 ("CURRENT CITY OPERATING BUDGET"); PROVIDING FOR INCORPORATION OF SUBSEQUENT AMENDMENTS RELATED THERETO INTO THE CURRENT CITY OPERATING BUDGET; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, ANY AND ALL NECESSARY EMERGENCY AGREEMENTS, MODIFICATIONS, AMENDMENTS, EXTENSIONS, AND RENEWALS IN CONNECTION HEREWITH IN ACCORDANCE WITH ALL APPLICABLE LAWS; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN AND PROVIDING FOR AN EFFECTIVE DATE. SPONSOR(S): Commissioner Ken Russell WHEREAS, on September 1, 2019, Hurricane Dorian ("Dorian") made landfall in the Commonwealth of the Bahamas ("Bahamas") as a category 5 hurricane and was the strongest hurricane in modern records to affect the northwestern Bahamas; and WHEREAS, the City of Miami ("City") is with the communities affected by Dorian in the Bahamas as they recover from Dorian's destruction and we empathize with those who are experiencing loss of property, safety, routines, and loved ones; and WHEREAS, the City has developed an expertise in dealing with recovery efforts following major storms and hurricanes over the years and is desirous of extending its breadth of knowledge and abilities to assist its friends in the Bahamas; and City of Miami Page 1 of 3 File ID: 6500 (Revision:) Printed On: 10/3/2019 File ID: 6500 Enactment Number: R-19-0352 WHEREAS, the City has established a website in order to assist the Bahamas in its recovery efforts and the City Commission encourages every resident to visit the website at www.miamigov.com/Government/BAHAMASSTRONG to learn how to help; and WHEREAS, the City has proactively initiated emergency humanitarian assistance efforts to provide immediate and necessary emergency aid to the victims of Dorian in the Bahamas; and WHEREAS, such emergency humanitarian assistance efforts to provide immediate and necessary aid to the victims of Dorian in the Bahamas are within the current budgets of the designated Departments providing such aid and assistance; and WHEREAS, pursuant to Section 2-33(e) of the Code of the City of Miami, Florida, as amended, the City Commission unanimously deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission expresses its support for all of the Bahamian residents who have suffered from the devastating effects of Dorian and directs the City Manager to coordinate with the State of Florida, the United States Department of State, and the Bahamas, as applicable, to offer and to undertake any and all necessary emergency assistance and expertise necessary, within current Departmental budget limitations, in the emergency hurricane recovery efforts. Section 3. The City Commission encourages every City resident to visit www.miamigov.com/Government/BAHAMASSTRONG to learn how to personally help in the recovery efforts. Section 4. The City Clerk is directed to transmit a copy of this resolution to Ms. Linda Diane Mackey, Consul -General of the Bahamas. Section 5. Certain necessary actions of the City Manager and designated City officials in order to undertake, provide, and update emergency humanitarian assistance measures, the relevant financial controls, accounting entries, and computer systems in connection with humanitarian efforts in progress or already undertaken for the Bahamas are ratified, approved, and confirmed and are incorporated in to the current City Operating Budget. Section 6. The City Manager is authorized' to negotiate and execute, in a form acceptable to the City Attorney, any and all emergency agreements, modifications, amendments, extensions, and renewals in connection herewith in accordance with all applicable laws. 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
