These meetings occurred after the print deadline for the September 121' City of Miami Commission meeting. While meeting with our commissioners and department heads, they expresses their desire to add additional items to our upcoming legislative priorities list. The City Manager's Office respectfully request that the fallowing item be substituted in the September 12"' City Commission meeting. The item is Fila Number: 6084 which is an item adopting the City of Miami's Legislative Priorities for the year 2020. The enclosed Resolution and Exhibit shall substitute the Resolution and Exhibit included in the September 12, 2019 City Commission Agenda for File Number 6084. SUPPORT legislation to require A/C units in Florida. SUPPORT legislation to keep Sadoski fund Intact. REQUEST funding for Housing Pilot Programs to assist with homeownership. 2. CDBG - INCREASE the percentage of CDBG spending for Public Service Activities from 15% to 25%. 3. PREEMPTION — OPPOSE Legislation that would preempt local governments.. Protect Home -Rule. 4. TRANSPORTATION — REQUEST funding for additional Trolleys and Routes. 5. EMERGENCY MANAGEMENT— SUPPORT a funding increase for the City's emergency management needs. 6. MIAMI FOREVER BOND -- REQUEST matching funds for qualifying Miami Forever Bond projects. 7. POLICE & FIRE- SUPPORT legislation to lift restrictions on drone usage for evidence collection. SUPPORT legislation restricting the purchase and possession of firearms by individuals who have been "adjudicated mentally defective" or have been "committed to a mental Institution" F.S.S. 790.065. REQUEST Changes to Section 30.2905 Florida Statutes to include Municipalities. REQUEST funding for equipment and vehicle upgrades. REQUEST funding for South Florida Task Force 2. S. HUMAN SERVICES — SUPPORT legislation & funding for Homeless/Mental Illness Prevention Programs. SUPPORT legislation opting out of 1% Food and Beverage Tax contribution to the Homeless Trust or to seek reimbursement for those funds collected by the Homeless Trust. SUPPORT legislation to require EKG screenings be mandated for all students during annual pediatric wellness and physical examinations. 9. PARKS & RECREATION -- SUPPORT changes to F.5.5, 402,302 to Include municipal after school programs. 10. WATER PROJECTS— SUPPORT funding for potential water projects city-wide. 11. FUNDING REQUESTS — SUPPORT funding for Miami Saywalk. SUPPORT funding for senior meals in the City of Miami. (Ex. LHANC, Allapattah Community Action, Southwest Social Services, Catholic Charities, and Central Mater Elderly Services) SUPPORT funding for Public Works, Capital Improvement, and Parks projects to increase quality of life and safety. SUPPORT funding for Cuban/HispaniC District. (Ex. Cuban Museum) 12. SCHOOL SAFETY — SUPPORT Miami Dade County Public Schools in their efforts to secure additional funds for school safety initiatives. 13. RESILIENCY— SUPPORT legislation and funding for projects that will keep Miami resilient. 14. VETERAN AFFAIRS —SUPPORT legislation to reduce the burden on Veterans and Active Military Personnel. 15. BUILDING DEPT FUND — SUPPORT legislation to widen the scope of how the City's Building Restricted Funds can be utilized as long as it helps support the Building Department's functions. 16. PUBLIC RECORDS —SUPPORT legislation to make one office the custodian and distributor of all public record requests. A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), URGING GOVERNOR RON DESANTIS AND THE MEMBERS OF THE FLORIDA LEGISLATURE AND THE FLORIDA CONGRESSIONAL DELEGATION TO SUPPORT THE ISSUES ADOPTED AS THE LEGISLATIVE PRIORITIES FOR THE CITY OF MIAMI DURING THE 2020 LEGISLATIVE SESSION; DIRECTING THE CITY MANAGER TO TRANSMIT A COPY OF THIS RESOLUTION TO THE APPROPRIATE ELECTED OFFICIALS. WHEREAS, municipal self-determination and local self-government are constantly under pressure from a variety of public and private interests; and WHEREAS, resiliency is important to all communities across South Florida and immediate action, as described in the Greater Miami Resiliency Report, is necessary to preserve every Floridians' quality of life; and WHEREAS, Florida's municipalities are dependent on other governmental entities for financial stability and support; and WHEREAS, the City of Miami ("City") has identified its 2020 legislative priorities and requests the support of the Florida Legislature regarding these priorities; and WHEREAS, Governor Ron DeSantis and Florida's House and Senate leaders have an opportunity to address the concerns of the City and other municipalities during the upcorning 2020 legislative session; and WHEREAS, the Florida Congressional Delegation, likewise has an opportunity to address the concerns of the residents of the City during the 116" and 117t" Sessions of the United States Congress; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Resolution. Section 2. The Miami City Commission urges Governor Ron DeSantis and the members of the Florida Legislature to support the issues adopted as the legislative priorities for the City, attached and incorporated as Exhibit "A", during the 2020 legislative session. Section 3. The Miami City Commission further urges Florida Congressional Delegation to support the issues adopted as the legislative priorities for the City, attached and incorporated as Exhibit "A", during the 11611 and 117tr' Sessions of the United States Congress. Section 4. The Miami City Commission hereby directs the City Clerk to transmit a copy of this Resolution to Governor Ron DeSantis, Speaker of the House, Jose R. Oliva, Senate President, Bill Galvano, the Members of the Miami -Dade County Legislative Delegation, and the Florida Congressional Delegation. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.
