Purpose of Item:
Authorizing the acceptance of United States Department of Housing and Urban
Development ("HUD") entitlement grant funds in the total amount of $20,762,531.00 for
the following programs in the following amounts- (1) $5,389,694.00 for the community
development block grant ("CDBG") program, (2) $3,297,681.00 for the Home
Investment Partnerships ("HOME") program, (3) $11,628,915.00 for the housing
opportunities for Persons with AIDS ("HOPWA") program, and (4) $446,241.00 for the
Emergency Solutions Grants ("ESG") program for program year 2019-2020; further
authorizing the City Manager to negotiate and execute any and all documents, in a form
acceptable to the city attorney, as may be necessary to accept said HUD entitlement
grant funds.
Background of Item:
The United States Department of Housing and Urban Development ("HUD") provides to
the City of Miami ("City") entitlement grants annually for Community Development Block
Grant ("CDBG"), Home Investment Partnerships ("HOME"), Housing Opportunities for
Persons with AIDS ("HOPWA"), and Emergency Solutions Grants ("ESG").
On May 1, 2019, HUD announced funds to be granted to the City under said programs
for fiscal year 2019-2020 as stated herein- (1) $5,389,694 to the CDBG Program, (2)
$3,297,681 to the HOME Program (3) $11,628,915 to the HOPWA Program, and (4)
$446,241 to the ESG Program.
The City Administration recommends accepting HUD entitlement grant funds in the total
amount of $20,762,531.00 for the stated programs for Program Year 2019-2020.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ACCEPTANCE OF UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ("HUD") ENTITLEMENT GRANT FUNDS, IN THE TOTAL AMOUNT
OF $20,762,531.00 FOR THE FOLLOWING PROGRAMS IN THE FOLLOWING
AMOUNTS: (1) $5,389,694.00 FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") PROGRAM, (2) $3,297,681.00 FOR THE HOME INVESTMENT
PARTNERSHIPS ("HOME") PROGRAM, (3) $11,628,915.00 FOR THE HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM, AND (4)
$446,241.00 FOR THE EMERGENCY SOLUTIONS GRANTS ("ESG") PROGRAM
FOR PROGRAM YEAR 2019-2020; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY TO ACCEPT
SAID HUD ENTITLEMENT GRANT FUNDS.
WHEREAS, the United States Department of Housing and Urban Development ("HUD")
provides to the City of Miami ("City") entitlement grants annually for the City's Community
Development Block Grant ("CDBG") program, Home Investment Partnerships ("HOME")
program, Housing Opportunities for Persons with AIDS ("HOPWA") program, and Emergency
Solutions Grants ("ESG") program; and
WHEREAS, on May 1, 2019, HUD announced it will grant funds to the City under said
programs for Program Year 2019-2020 in the following amounts: (1) $5,389,694.00 for the
CDBG program, (2) $3,297,681.00 for the HOME program, (3) $11,628,915.00 for the HOPWA
program, and (4) $446,241.00 for the ESG program; and
WHEREAS, the City Administration recommends accepting HUD entitlement grant
funds, in the total amount of $20,762,531.00, for the stated programs for Program Year 2019-
2020;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of entitlement grant funds from HUD in the total amount of
$20,762,531.00 for the following programs in the following amounts for Program Year 2019-
2020 is authorized: (1) $5,389,694.00 for the CDBG program, (2) $3,297,681.00 for the HOME
program, (3) $11,628,915.00 for the HOPWA program, and (4) $446,241.00 for the ESG
program.
Section 3. The City Manager is authorized' to negotiate and execute any and all
documents, all in a form acceptable to the City Attorney, as may be necessary to accept said
HUD entitlement grant funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to, those prescribed by applicable City
Charter and City Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
