Subject: Execute Agreement - Project SEARCH Miami
Purpose of Item:
A Resolution authorizing the City Manager to enter into a Cooperative Agreement, in
substantially the attached form, to continue to implement Project SEARCH Miami. This
program is a one year school to work transition program to be hosted at the City of
Miami on an annual basis for youth with disabilities ages 18 - 22 whose goal is
competitive employment.
Background of Item:
The Department of Parks and Recreation recommends that the City of Miami execute a
Cooperative Agreement with the School Board of Miami Dade County, Department of
Exceptional Student Education to continue the coordination and implementation of
Project SEARCH Miami, for the 2018-2021 school years.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A COOPERATIVE
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY
OF MIAMI ("CITY") AND THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA
("SCHOOL BOARD") FOR THE PURPOSE OF CONTINUING THE NATIONALLY
ACCLAIMED PROJECT SEARCH PROGRAM AT THE CITY, WHICH PROVIDES
MARKETABLE JOB TRAINING AND SOCIAL SKILLS FOR STUDENTS WITH
DISABILITIES TO ACHIEVE THE GOAL OF SUSTAINABLE EMPLOYMENT;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, AMENDMENTS, EXTENSIONS, AND
MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR
SAID PURPOSE, FOR THE PERIOD COMMENCING JULY 1, 2018 THROUGH JUNE
30, 2021.
WHEREAS, the City of Miami ("City") through the Department of Parks and Recreation
("Parks") will continue to implement the nationally acclaimed "Project SEARCH" program that
teaches marketable job training and social skills for youth with disabilities at several City
locations; and
WHEREAS, Project SEARCH is a unique business -led transition program designed for
students with disabilities pursuing a Special Diploma and is targeted for students who intend to
seek employment upon graduation and who will benefit from career exploration: aln
WHEREAS, the cornerstone of the one (1) school year program is immersion into local
government, via the City's Administration, where students learn employability and job skills,
while participating in a variety of worksite rotations, which may lead to competitive employment
for the students; and
WHEREAS, individualized job development and placement occurs based on the
students' experiences, strengths, and skills; and
WHEREAS, the City Manager and Parks are requesting authorization to execute a
Cooperative Agreement, in substantially the attached form, between the City and the School
Board of Miami Dade County, Florida ("School Board") setting forth the in-kind contributions of
each agency, for the successful implementation of Project SEARCH, for the period from July 1,
2018 to June 30, 2021; and
WHEREAS, the City Manager is further requesting authorization to negotiate and
execute any and all necessary documents, amendments, extensions, and modifications, all in a
form acceptable to the City Attorney, for said purpose;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference incorporated as if fully set forth in this section.
Section 2. The City Manager is authorized' to execute a Cooperative Agreement, in
substantially the attached form, between the City and the School Board, for the purpose of
continuing the nationally acclaimed Project SEARCH Program at the City for the period
commencing July 1, 2018 through June 30, 2021.
Section 3. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, amendments, extensions, and modifications, all in a form acceptable to
the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subjected to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 if the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
