Subject: Establish Special Revenue - Miami -Metro Homeless Assistance Program Main
Purpose of Item:
It is respectfully recommended that the Honorable Mayor and City Commission adopt
the attached resolution to create a Special Revenue Project to accept the Metro -Miami
Homeless Assistance Program (MMHAP)-Main-FY 2018 (2019-2020) Grant, awarded to
the City of Miami's Homeless Assistance Programs in the amount of $255,853.00 per
twelve months from contract execution between The United States Department of
Housing and Urban Development (HUD), through the Miami Dade Homeless Trust and
the City of Miami to provide outreach, information, referral, assessment and placement
services to homeless individuals in north Miami Dade county.
Background of Item:
On December 2018 the Miami Dade County Homeless Trust funded through HUD's
McKinney Homeless Assistance Act, renewed this contract with the City of Miami for the
provision of outreach, assessment and placements of homeless individuals and families
in Miami Dade County, thereby decreasing the need for homeless individuals to travel tc
the City of Miami services. Miami is the epicenter of homelessness in Miami -Dade
County in part because of the concentration of services and the knowledge amongst
homeless individuals of the excellence of services in housing placement and supportive
service provision. This contract requires a match of no less than 25% which is provided
by Memorandum of Agreement Grant on the amount of $135,120.00

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "2019-2020 MIAMI -
METRO HOMELESS ASSISTANCE PROGRAM — MAIN;" ACCEPTING AND
APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED TWO HUNDRED FIFTY
FIVE THOUSAND EIGHT HUNDRED FIFTY THREE DOLLARS ($255,853.00)
CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT ("HUD") THROUGH THE MIAMI-DADE
COUNTY HOMELESS TRUST ("TRUST") TO PROVIDE OUTREACH, INFORMATION,
REFERRAL, ASSESSMENT, AND PLACEMENT SERVICES TO HOMELESS
INDIVIDUALS AND FAMILIES IN MIAMI-DADE COUNTY; ALLOCATING THE CITY OF
MIAMI ("CITY") REQUIRED MATCHING FUNDS IN AN AMOUNT NOT TO EXCEED
ONE HUNDRED THIRTY FIVE THOUSAND ONE HUNDRED TWENTY DOLLARS
($135,120.00) FROM THE "2019 MEMORANDUM OF AGREEMENT GRANT" FROM
VARIOUS ACCOUNT NUMBERS; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF AND
COMPLIANCE WITH SAID GRANT AWARD FOR A TWELVE (12) MONTH PERIOD
WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL TWELVE (12) MONTH
PERIODS SUBJECT TO THE TRUST'S FUTURE ALLOCATION OF GRANT FUNDS
AND SUBJECT TO THE CITY'S AVAILABILITY AND APPROPRIATION OF
MATCHING FUNDS AND BUDGETARY APPROVAL AT TIME OF NEED.
WHEREAS, in December 2018, the United States Department of Housing and Urban
Development ("HUD") through the Miami -Dade County Homeless Trust ("Trust") awarded the
Miami Homeless Assistance Program ("Program") a grant award in the amount of Two Hundred
Fifty Five Thousand Eight Hundred Fifty Three Dollars ($255,853.00) ("Grant") for a twelve (12)
month period to provide outreach, information, referral, assessment, and placement services for
homeless individuals and families throughout Miami -Dade County ("County"); and
WHEREAS, the Trust has awarded the Program a similar grant for eleven (11)
consecutive years and the Program's current request for multiyear renewals of two (2) additional
twelve (12) month periods of the award will expedite execution and acceptance of subsequent
awards as the Trust's fiscal year differs from the City of Miami's ("City") fiscal year; and
WHEREAS, the Grant award decreases the need for homeless individuals and families
to travel to the City for services by providing funding for programs at other locations throughout
the County; and
WHEREAS, the City's required matching funds in the amount of One Hundred Thirty
Five Thousand One Hundred Twenty Dollars ($135,120.00) has been identified from the "2019
Memorandum of Agreement Grant" from various account numbers; and
WHEREAS, it is appropriate for the City Manager to 1) accept the Grant award, 2)
establish a new special revenue project for the appropriation of the Grant award, and 3)
negotiate and execute an agreement ("Agreement'), in a form acceptable to the City Attorney,
for a twelve (12) month period with the option to renew for two (2) additional twelve (12) month
periods to implement the acceptance of and compliance with the Grant award, subject to the
Trust's future allocation of Grant funds and the City's availability and appropriation of matching
funds and budgetary approval at time of need;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: "2019-2020 Miami -Metro Homeless Assistance
Program — Main"
RESOURCES: HUD through Trust $255,853.00
City's 2019 Memorandum of Agreement Grant $135,120.00
APPROPRIATIONS: Program for outreach, information, referral,
assessment and placement services for homeless
individuals and families throughout the County $390,973.00
Section 3. The City Manager is authorized' to negotiate and execute the Agreement, in a
form acceptable to the City Attorney, in order to implement the acceptance of and compliance
with said Grant award for a twelve (12) month period with the option to renew for two (2)
additional twelve (12) month periods, subject to the Trust's future allocation of Grant funds and
the City's availability and appropriation of matching funds and budgetary approval at time of
need.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
