In our previous report, Tat Blue Lagoon ® TraLfc and (Queuing Analysis, Technical Memorandum, dated July 23, 2018, we analyzed the impact of the proposed development including 888 residential apartment units and 294 hotel rooms. We determined that, with the proposed project driveway improvements, future driveway / NW 7th Street intersection level of service (LOS) conditions remain at superior LOS C or better in both the AM and PM peak hours. We determined that with separate left and right turn lanes exiting the project (the proposed project driveway improvements), the length of traffic queues are expected to be reduced. The reduced length of traffic queues represents an improvement to traffic conditions with the construction of 7 at Slue Lagoon. With regards to NW 7th Street as a roadway segment, we begin with an understanding of an acceptable level of service. The adopted roadway LOS along NW 7th Street is LOS E +20% (both City of Miami and Miami -Dade County). NW 7th Street exists as a four lane divided (divided by a continuous center turning lane) roadway facility and has a posted speed limit of 40 MPH. The adopted LOS E+20% capacity for NW 7th Street is 42,984 daily vehicles. As reflected in our previous report, Florida Department of Transportation (FDOT) traffic count station #87-7052 located on NW 7th Street west of NW 43rd Avenue has recorded a trend of reduced traffic volumes from 31,500 vehicles per day in 2013 to 27,500 vehicles per day in 2017. Based on the 27,500 vehicles per day in 2017 this represents a LOS C with an excess capacity of 15,484 vehicles per day. 6500 North Andrews Avenue I Ft. The projected background daily traffic on NW 7th Street in 2023 is estimated at 28,335 daily vehicles. The 7 at Slue Lagoon is estimated to generate 2,356 daily external trips. Distributed as a reasonable 55/45 directional split to east/west NW 7th Street, 7 at Slue Lagoon will increase the segment daily traffic volume to 28,769 vehicles per day resulting in a LOS C, with an excess capacity of 14,215 daily vehicles. As such, we do not believe that the traffic level of service on NW 7th Street will or reasonably can be significantly impacted by the 7 at Slue Lagoon project.
