SUBJECT: Sole Source Finding for Global Traffic
Technologies, LLC ("GTT"), Manufacturer of the
Opticom Priority Control as a Service ("PCaaS")

Market Research was conducted to determine whether Global Traffic Technologies, LLC ("GTT") a non -
local vendor, located at 7800 Third Street North, St. Paul, Minnesota 55128 is the sole source provider
of the Opticom Priority Control as a Service ("PCaaS") for the City of Miami Fire -Rescue Department
("FRD").
The FRD is in need of an Intelligent Traffic System ("ITS") that can facilitate the movement of traffic
through light controlled intersections when responding to emergency calls. The PCaaS provides a
single system allowing Priority Control of traffic lights as emergency vehicles approach the traffic light
intersections. This integrated and automated system uses Global Positioning Satellite ("GPS")
technology to detect emergency vehicles as they approach a traffic light controlled intersection and
allows the traffic light to change to green for that emergency vehicle. Once the emergency vehicle has
passed the intersection the traffic light will resume its normal operation. The Opticom Central
Management Software is proprietary and not compatible with other hardware or software. GTT's
PCaaS is currently being utilized in forty-one (41) of the fifty (50) largest cities in the U.S. GTT does not
require upfront capital investment or in-house hardware and support.
According to GTT, it is the sole source manufacturer and distributor of the PCaaS system.
Accordingly, pursuant to Section 18-92 (a) (1) of the Code of the City of Miami, it is recommended that
the requirements for competitive bidding be waived, and these findings be approved: GTT, a non -local
vendor, located at 7800 Third Street North, St. Paul, Minnesota 55128, is the sole source provider of
the PCaaS, and approving the subscription to PCaaS for the FRD, on an as needed basis, for a one (1)
year period with the option to renew annually, allocating funds from the various sources of the user
department, subject to budgetpry approval at time of need.
