AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM INCOME FUNDS, IN THE AMOUNT OF $150,000.00 FROM
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT TO THE
AGENCIES SPECIFIED IN ATTACHMENT "A", TO PROVIDE TECHNICAL
ASSISTANCE AND BUSINESS DEVELOPMENT TRAINING TO SMALL
BUSINESSES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND
MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL FEDERAL, STATE,
AND LOCAL LAWS THAT REGULATE THE USE OF SUCH DOCUMENT.
Background of Item:
On November 15, 2018 pursuant to Resolution No. R-18-0504 the Miami City
Commission allocated an amount of $484,492.21 in CDBG program income funds to the
Department of Housing and Community Development for eligible housing and economic
development activities.
The City of Miami ("City") through the support of Shared Equity in Economic
Development Fellowship Program ("SEED") is seeking to generate strategies that
create broad-based business ownership opportunities for low -wages workers, women,
immigrants, people locked out of the job market, and community of color.
The City is working with the attached local non -profits to provide technical assistance to
local business owners on business exit strategies which will include employee
ownership where possible.
The City Administration recommends the transfer of CDBG program income funds, from
Department of Housing and Community Development to the agencies specified in
attachment "A", to provide technical assistance and business development training to
small businesses.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM INCOME FUNDS IN THE AMOUNT OF $150,000.00 FROM THE
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT TO THE
AGENCIES SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO
PROVIDE TECHNICAL ASSISTANCE AND BUSINESS DEVELOPMENT TRAINING
TO SMALL BUSINESSES; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN A FORM

WHEREAS, the City of Miami ("City"), through the support of the Shared Equity in
Economic Development Fellowship Program ("SEED"), is seeking to generate strategies that
create broad-based business ownership opportunities for low-wage workers, women,
immigrants, people locked out of the job market, and communities of color; and
WHEREAS, the City is working with local non-profit organizations to provide technical
assistance to local business owners on business exit strategies, which will include employee
ownership where possible; and
WHEREAS, the City Administration recommends the transfer of CDBG program income
funds to the agencies specified in Exhibit "A," attached and incorporated, to provide technical
assistance and business development training to small businesses;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG program income funds in the amount of $150,000.00
from the Department to the agencies specified in Exhibit "A," attached and incorporated, to
provide technical assistance and business development training to small businesses is
authorized.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in a form
acceptable to the City Attorney, for said purpose, subject to all Federal, State, and Local laws
that regulate the use of such funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
