HomeMy WebLinkAboutR-19-0081City of Miami 1 i.RR cl Legislation alldl 1 l + Resolution: R-19-0081 File Number: 5431 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 2/28/2019 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM INCOME FUNDS IN THE AMOUNT OF $150,000.00 FROM THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT TO THE AGENCIES SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO PROVIDE TECHNICAL ASSISTANCE AND BUSINESS DEVELOPMENT TRAINING TO SMALL BUSINESSES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS. WHEREAS, on November 15, 2018, pursuant to Resolution No. R-18-0504, the City Commission allocated an amount of $484,492.21 in Community Development Block Grant ("CDBG") program income funds to the Department of Housing and Community Development ("Department") for eligible housing and economic development activities; and WHEREAS, the City of Miami ("City"), through the support of the Shared Equity in Economic Development Fellowship Program ("SEED"), is seeking to generate strategies that create broad-based business ownership opportunities for low-wage workers, women, immigrants, people locked out of the job market, and communities of color; and WHEREAS, the City is working with local non-profit organizations to provide technical assistance to local business owners on business exit strategies, which will include employee ownership where possible; and WHEREAS, the City Administration recommends the transfer of CDBG program income funds to the agencies specified in Exhibit "A," attached and incorporated, to provide technical assistance and business development training to small businesses; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG program income funds in the amount of $150,000.00 from the Department to the agencies specified in Exhibit "A," attached and incorporated, to provide technical assistance and business development training to small businesses is authorized. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in a form acceptable to the City Attorney, for said purpose, subject to all Federal, State, and Local laws that regulate the use of such funds. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: Un ndez, City Attor iey 2/14/2019 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
