AUTHORIZING THE CITY MANAGER TO GRANT SOUTHEAST
OVERTOWN/PARKWEST COMMUNITY REDEVELOPMENT AGENCY ("SEOPW
CRA"), AN EXTENSION OF TIME TO COMPLETE CONSTRUCTION, ON THE
PROPERTIES LOCATED AT 244 NW 16th STREET, 1900 NW 2ND COURT, 1624
NW 1ST COURT, AND 1611 NW 3RD AVENUE, MIAMI FLORIDA, AS LEGALLY
DESCRIBED IN EXHIBIT "A", ATTACHED AND INCORPORATED, FOR THE
CONSTRUCTION OF AFFORDABLE HOUSING PROJECTS; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, INCLUDING
AMENDMENTS, RENEWALS, EXTENSIONS, AND MODIFICATIONS, AS MAY BE
NECESSARY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT
REGULATE THE USE OF SUCH DOCUMENT.
Background of Item:
On October 9, 2014, pursuant to Resolution No. 14-0391 the City Commission
authorized the conveyance to Southeast Overtown/Parkwest Community
Redevelopment Agency ("SEOPW CRA"), with parcel reverter provisions, of the City of
Miami owned parcels of land located at 244 NW 16th St, 1900 NW 2nd Ct, 1624 NW 1 st
Ct, Miami, and 1611 NW 3RD Avenue, Miami, Florida, for the construction of affordable
housing projects.
To date, SEOPW CRA has expended a considerable amount of funds for architecture
and engineering on each of the projects, however, none of the projects have been
completed.
SEOPW CRA has informed the City that they will be unable to complete construction
within the specified timeframe.
The affordable housing to be provided in the community is still needed.
The City Administration recommends granting SEOPW CRA an extension of time to
complete construction by January, 2022.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO GRANT THE SOUTHEAST
OVERTOWN/PARKWEST COMMUNITY REDEVELOPMENT AGENCY ("SEOPW
CRA") AN EXTENSION OF TIME TO COMPLETE CONSTRUCTION ON THE
PROPERTIES LOCATED AT 244 NORTHWEST 16TH STREET, 1900 NORTHWEST
2ND COURT, 1624 NORTHWEST 1 ST COURT, AND 1611 NORTHWEST 3RD
AVENUE, MIAMI, FLORIDA, AS LEGALLY DESCRIBED IN EXHIBIT "A," ATTACHED
AND INCORPORATED, FOR THE CONSTRUCTION OF AFFORDABLE HOUSING
PROJECTS, CONTINGENT UPON AUTHORIZATION FROM THE BOARD OF
COMMISSIONERS OF THE SEOPW CRA; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, INCLUDING BUT NOT LIMITED TO AMENDMENTS, EXTENSIONS,
AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, on October 9, 2014, pursuant to Resolution No. R-14-0391, the City
Commission authorized the conveyance of the City of Miami ("City") owned parcels of land
located at 244 Northwest 16th Street, 1900 Northwest 2nd Court, 1624 Northwest 1St Court, and
1611 Northwest 3rd Avenue, Miami, Florida (collectively, "Property"), with parcel reverter
provisions, to the Southeast Overtown/Parkwest Community Redevelopment Agency ("SEOPW
CRA") for the construction of affordable housing projects; and
WHEREAS, to date, the SEOPW CRA has expended a considerable amount of funds for
architecture and engineering on each of the projects; however, for various reasons, none of the
projects have been completed; and
WHEREAS, the SEOPW CRA has informed the City that they will be unable to complete
construction within the specified timeframe; and
WHEREAS, the affordable housing to be provided in the community is still needed; and
WHEREAS, the City Administration recommends granting the SEOPW CRA an
extension of time to complete construction by January 31, 2022 ("Extension of Time"); and
WHEREAS, the City Commission's authorization of the Extension of Time is contingent
upon the Board of Commissioners of the SEOPW CRA authorizing the Extension of Time;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to grant the SEOPW CRA an Extension of
Time to complete construction on the Property, as legally described in Exhibit "A," attached and
incorporated, for construction of affordable housing projects, contingent upon the Board of
Commissioners of the SEOPW CRA's authorization.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including but not limited to amendments, extensions, and modifications,
in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
