FROM ELDERLY MEALS TO YOUTH SERVICES IN THE PUBLIC SERVICE CATEGORY FOR FISCAL YEAR 2018-2019; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH DOCUMENT. Background of Item: On September 27, 2018, the City Commission adopted Resolution No. 18-0398 allocating Community Development Block Grant ("CDBG") program funds for program year 2018-2019 and previous year's program income in the total amount of $939,002.37 in the public services category for public services activities beginning October 1, 2018. Of that total amount, $36,535.00 was allocated to Multi Ethnic Youth Group Association, Inc. to provide elderly meals. The Department of Housing and Community Development was informed by Multi Ethnic Youth Group Association, Inc., it will provide youth services instead of elderly meals in the community. The City Administration recommends approving the change in service provided by Multi Ethnic Youth Group Association, Inc. from elderly meals to youth services in the public service category for fiscal year 2018-2019. WHEREAS, on September 27, 2018, the City Commission adopted Resolution No.18- 0398 allocating Community Development Block Grant ("CDBG") program funds for program year 2018-2019 and the previous year's program income, in the total amount of $939,002.37 in the public service category, for public service activities beginning October 1, 2018; and WHEREAS, of that total amount, $36,535.00 was allocated to Multi -Ethnic Youth Group Association, Inc., a Florida not for profit corporation ("MEYGA"), to provide elderly meals; and WHEREAS, MEYGA desires to provide youth services instead of elderly meals to the community; and WHEREAS, the City Administration recommends approving the change in services provided by MEYGA from elderly meals to youth services in the public service category for Fiscal Year (TY") 2018-2019; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this section. Section 2. The change in services provided by MEYGA from elderly meals to youth services in the public service category for FY 2018-2019 is authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, all in a form acceptable to the City Attorney, including amendments, extensions, and modifications, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
