HomeMy WebLinkAboutR-19-0051opCity of Miami 1 iRR .I Legislation t! lldl 1I_x Resolution: R-19-0051 File Number: 5207 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 1/24/2019 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), BY A FOUR FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDINGS, ATTACHED AND INCORPORATED AS EXHIBIT "A," THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI ("CITY"); WAIVING THE REQUIREMENTS FOR SAID PROCEDURES; ALLOCATING FUNDS FROM THE MAYOR'S SHARE OF THE CITY'S ANTI -POVERTY INITIATIVE ("API") ACCOUNT NO. 15500.101000.88200 IN AN AMOUNT NOT TO EXCEED SIXTY THOUSAND DOLLARS ($60,000.00) AND FROM THE CITY'S DEPARTMENT OF HUMAN SERVICES ACCOUNT NO. 00001.980000.882000 IN AN AMOUNT NOT TO EXCEED SIXTY THOUSAND DOLLARS ($60,000.00) FOR A TOTAL AMOUNT OF ONE HUNDRED TWENTY THOUSAND DOLLARS ($120,000.00) FOR THE ESTABLISHMENT AND FUNDING OF TWO THOUSAND FOUR HUNDRED (2,400) CHILDREN'S SAVINGS ACCOUNTS ("CSA") WITH SEED FUNDING OF A FIFTY DOLLAR ($50.00) DEPOSIT TOWARDS EACH CSA FOR INCOMING KINDERGARTEN STUDENTS ENTERING ELEMENTARY SCHOOLS WITHIN THE CITY ("FUNDS"), AS PART OF A LOCAL EFFORT FOR WHICH THE FUTURE BOUND CONSORTIUM IS BEING ESTABLISHED CONSISTING OF A PARTNERSHIP BETWEEN THE MIAMI FOUNDATION, INC., THE UNITED WAY OF MIAMI-DADE COUNTY, INC., THE MIAMI-DADE COUNTY PUBLIC SCHOOL BOARD, CATALYST MIAMI, INC., SANT LA HAITIAN NEIGHBORHOOD CENTER, THE CHILDREN'S TRUST FUND, INC., THE CHILDREN'S MOVEMENT, INC., AND THE CITY ("CONSORTIUM") FOR THE PROVISION OF FINANCIAL EDUCATION AND ASSET-BASED RESOURCES TO CITY RESIDENTS FOR INCREASED POST -SECONDARY EDUCATION, TECHNICAL SKILLS ATTAINMENT, AND IMPROVED FUTURE WORKFORCE ACCESS AND INCOME MOBILITY ("PROGRAM"), WITH THE CONSORTIUM ASSUMING FULL RESPONSIBILITY FOR THE SET-UP, ACCEPTANCE, AND MANAGEMENT OF THE FUNDS; WITH ALLOCATION OF THE FUNDS TO CATALYST MIAMI, INC., IN TRUST FOR THE CONSORTIUM, PENDING COMPLETION OF THE CONSORTIUM'S FORMATION; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, AND SUBJECT TO THE WAIVER OF ALL FEES. Suarez WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to address poverty based on a strategy of focusing the provision of support towards the City's residents achieving self-sufficiency; and City of Miami Page 1 of 3 File ID: 5207 (Revision: A) Printed On: 3/11/2019 File ID: 5207 Enactment Number: R-19-0051 WHEREAS, Children's Savings Accounts ("CSAs") are long-term investment accounts that provide incentives to help school-age children and their families build savings to help offset the cost of postsecondary education in the future; and WHEREAS, CSAs are opened with seed funding deposited when children enter kindergarten, with said deposits grown through family contributions and program incentives throughout the students' school years and are accessible upon high school graduation; and WHEREAS, according to research by Kansas University, even the smallest investment in CSAs appears to have broad, positive implications for both children and their families, with research indicating that children with less than Five Hundred Dollars ($500.00) saved in their name are three times more likely to attend and four times more likely to graduate college than those without any savings at all; and WHEREAS, on November 14, 2016, the Board of The Children's Trust Fund, Inc. approved the funding of Catalyst Miami, Inc. and the convening of public and private stakeholders to explore the possibility of developing CSAs for students in Miami -Dade County; and WHEREAS, as part of a local effort towards establishing CSAs, the Future Bound Consortium is being established consisting of a partnership between The Miami Foundation, Inc., The United Way of Miami -Dade County, Inc., the Miami -Dade County Public School Board, Catalyst Miami, Inc., Sant La Haitian Neighborhood Center, The Children's Trust Fund, Inc., The Children's Movement, Inc., and the City ("Consortium") for the provision of financial education and asset-based resources to City residents for increased post -secondary education, technical skills attainment, and improved future workforce access and income mobility ("Program"); and WHEREAS, the City wishes to provide funds from the Mayor's share of the City's API Account No. 15500.101000.88200 in an amount not to exceed Sixty Thousand Dollars ($60,000.00) and from the City's Department of Human Services Account No. 00001.980000.882000 in an amount not to exceed Sixty Thousand Dollars ($60,000.00) for a total amount of One Hundred Twenty Thousand Dollars ($120,000.00) for the establishment and funding of Two Thousand Four Hundred (2,400) CSAs with seed funding of a Fifty Dollar ($50.00) initial deposit per each student for incoming kindergarten entering elementary schools within the City ("Funds") as part of the Program; and WHEREAS, once formed, the Consortium will assume full responsibility for the set-up, acceptance, and management of the Funds and the Program, with said Program being established first in the City; and WHEREAS, pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), the City Manager has made written findings, attached and incorporated as Exhibit "A," that competitive negotiation methods and procedures are not practicable or advantageous for the City's provision of said Funds for the Program; and WHEREAS, the City Manager is requesting authority from the City Commission to negotiate and execute any and all documents necessary, in a form acceptable to the City Attorney, for said allocation of Funds for the Program; City of Miami Page 2 of 3 File ID: 5207 (Revision: A) Printed on: 3/11/2019 File ID: 5207 Enactment Number: R-19-0051 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. Pursuant to Section 18-85(a) of the City Code, by a four-fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's written findings, attached and incorporated as Exhibit "A," that competitive negotiation methods and procedures are not practicable or advantageous for the City's provision of said Funds for the Program and waiving the requirements for said procedures, are hereby ratified, approved, and confirmed. Section 3. The City Manager is authorized' to allocate Funds from the Mayor's share of the City's API Account No. 15500.101000.88200 in an amount not to exceed Sixty Thousand Dollars ($60,000.00) and from the City's Department of Human Services Account No. 00001.980000.882000 in an amount not to exceed Sixty Thousand Dollars ($60,000.00) for a total amount of One Hundred Twenty Thousand Dollars ($120,000.00) to Catalyst Miami, Inc., in trust for the Consortium, pending completion of the Consortium's formation, for the Funds necessary for the Program. Section 4. The City Manager is further authorized' to execute any and all documents necessary, in a form acceptable to the City Attorney, for said purpose, and subject to the waiver of all fees. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 iria i�t_nd- eU�zky AAttor ey 12/28/2018 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
