WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to address poverty based on a strategy of focusing the provision of support towards the City's residents achieving self-sufficiency; and WHEREAS, Presidio Politico Historico Cubano, Inc., a Florida not for profit corporation ("Presidio Politico"), is seeking support for the operation and maintenance of the Presidio Politico Historico Buidling and to provide assistance to former political prisoners of the Cuban Communist Regime ("Project"); and WHEREAS, the Project will educate residents and visitors about a specific period of the history of Cuba and gain general historical background of the Cuban exile community in the City; and WHEREAS, the Project will further education, critical thinking, and empathy and will shape individuals who are tolerant and reflective, thereby combining historical knowledge with self -development to promote democratic values and social justice; and WHEREAS, education and the provision of economic assistance to the needy are aspects of addressing poverty; and WHEREAS, pursuant to Section 18-72 of the Code of the City of Miami, Florida, as amended ("City Code"), the District 3 Commissioner wishes to provide grant funds from the District 3 share of the City's API in an amount not to exceed Ten Thousand Dollars ($10,000.00) ("Funds") for the Project; and WHEREAS, the City Manager is requesting authority from the City Commission to negotiate and execute any and all documents necessary, all in a form acceptable to the City Attorney, for the allocation of Funds for the Project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section Section 2. Pursuant to Section 18-72 of the City Code, the City Manager is authorized' to allocate the Funds from the District 3 share of the City's API to Presidio Politico for the Project. Section 3. The City Manager is further authorized' to execute any and all necessary documents, all in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i ria i "ndez, Cify Attomey 215/2019 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
