GENERAL The proposed 650 South Miami Avenue and Associated Photo Development ("the Project") is located in the City of Miami and is separated into two sites by South Miami Avenue (Southbound). The Associated Photo site is the smaller of the two sites and is bounded on the north by SW Miami Avenue Road and on the south by South Miami Avenue (Southbound). The larger site, 650 South Miami Avenue, is bounded on the north by South Miami Avenue (Southbound), on the east by South Miami Avenue (Northbound) and on the south by SW 7t" Street. The Project encompasses approximately 2.39 acres. The 650 South Miami Avenue site is planned to be developed with approximately 85,000 SF of retail and 550 residential units and the Associated Photo site is planned to be developed with approximately 400 residential units. The Associated Photo site as planned requires vacating SW 6th street. There are water mains, a gravity sewer main, a gas line, and power lines within the right of way that will require removal and relocation. See attached Appendix A Figure 2 depicting the relocation of the utilities along SW 6t" street. DOMESTIC AND FIRE SERVICES Miami -Dade Water and Sewer Department (MDWASD) will provide potable water and fire water services to the proposed site. See attached Appendix B for the letter of availability from MDWASD confirming the Department has sufficient potable water capacity to serve the project. MDWASD requires the relocation of the 12 -inch and 6 -inch water mains in SW 6t" street without disrupting existing services. Aside from the relocation of water mains, MDWASD did not request additional improvements to the surrounding water mains. Technical Utility Analysis Memorandum 650 South Miami Avenue and Associated Photo Memorandum City of Miami, Florida Langan Project No.: 300229401 18 June 2018- Paae 2 of 5 The 650 South Miami Avenue site will receive services on the south from the 12 -inch water main on SW 7" street and on the north from the relocated 12 -inch water main on South Miami Avenue (Southbound). The Associated Photo site will be served on the south by the 12 -inch relocated water main on South Miami Avenue (Southbound) and on the north by the relocated 12 -inch water main on SW Miami Avenue Road. See Appendix A Figure 1 for conceptual water and sanitary services plan. The fire hydrant flow test was conducted by the City of Miami Department of Fire -Rescue along SW 7" Street. Based on the results, there is adequate pressure and flow in the water main for the proposed development. No additional fire hydrant or water main improvements are required. See attached Appendix C for Fire Hydrant Flow test results. The fire hydrant located in the intersection of SW 6" Street and SW Miami Avenue Road will be relocated as part of the project. SANITARY SEWER Miami -Dade Water and Sewer Department (MDWASD) will provide sanitary sewer services to the Project. Please see Appendix B for letter of availability from MDWASD. MDWASD requires the relocation of the 12 -inch sanitary sewer main in SW 6th street without disrupting existing services. All the proposed buildings on the site shall connect to the abutting gravity sewers via service laterals. The 650 South Miami Avenue site will receive services on the south from the 12 -inch sanitary sewer main on SW 7th street and on the north from the relocated 12 -inch sanitary sewer main on South Miami Avenue (Southbound). The Associated Photo site will be served on the south by the 12 -inch relocated sanitary sewer main located on South Miami Avenue (Southbound) and on the north by the relocated 12 -inch sanitary sewer main on SW Miami Avenue Road. See Appendix A Figure 1 for conceptual water and sanitary services plan. The gravity sewer basin serving the project may not meet county criteria for conveying additional flows, including those proposed by the project. The sewer basin is currently undergoing improvements by MDWASD and will require a special connection fee from the developer to connect to the system. This fee will go towards the improvements of the general sewage conveyance system of the basin. GAS TECO Peoples Gas is the gas provider for the area of the project. TECO has confirmed that natural gas service is available in the project area. When the project is further along, TECO will require the service load calculations to provide detail plans of the underground service lines for the project. The gas line located on SW 6th street will require relocation for construction of the site. Please see attached availability letter provided by TECO in Appendix B. ATT has confirmed that service is available. When the project is further along, ATT will require more information to provide detail plans of services to the individual building of the project. Please see attached availability letter provided by ATT in Appendix B. Comcast is the internet communication service provider for the general area where the 650 South Miami Avenue and Associated Photo is located. Comcast has confirmed that internet communication is available to the serve the project. Please see attached availability letter provided by Comcast in Appendix B. POWER Florida Power and Light (FPL) is the electrical provider for the project area. FPL has confirmed that sufficient capacity is available to provide electrical services to the Project. The service will be provided in accordance with the applicable rates, rules and regulations. The transmission pole and lines located at the intersection of SW 6" street and SW Miami Avenue Road will require relocation before construction of the project. Please see Appendix B for availability letter from FPL. STORMWATER MANAGEMENT The project shall require a permit from the Miami -Dade County Department of Regulatory and Economic Resources (RER) Water Control Section. The water control section issues standard drainage permits for projects that encompass less than 2 acres and an Environmental Resource Permit (ERP) for projects that encompass more than 2 acres — because the project is divided into two sites by SW 6" street, the project will be permitted as two separate sites each under 2 acres. Therefore only a drainage report from the water control section is required. The drainage system for the project may consist of a combination of exfiltration trenches and drainage wells to fulfill storm water management requirements. The following criteria will apply to the project: • Site drainage shall be designed for a 5 -year 1 -hour event. • Stormwater quality to be 1 " over the entire site or 2.5" over the impervious area, whichever is greater. The 650 South Miami Avenue Site will require 5 wells and 300 feet of exfiltration trench and the Associated photo site will require 3 wells and 190 feet of exfiltration trench. See attached Appendix A Figure 3 for the conceptual storm drainage plan. The following assumptions were made in order to complete the preliminary stormwater management analysis: • Well discharge rate is assumed to be 500 gallons per minute per foot of head per well. • The percolation rate for the exfiltration trenches is assumed to be 1x10-5 cfs/sf-ft of head. This rate will have to be confirmed with percolation tests before beginning the detail design of the drainage a stormwater management system. FINISHED FLOOR ELEVATION The site is located within FEMA Flood Zone AE, which is defined as an area inside of the 100 - year floodplain. Ladies and Gentlemen: This letter is in response to your inquiry regarding water and sewer availability to the above -referenced property for the construction and connection of eighty-five thousand (85,000) square feet of retail and nine hundred fifty (950) apartments. According to Miami -Dade County G.I.S., this property is a Department water customer. Therefore, if a new connection is necessary, the developer shall connect to any of the followings: 1. An existing twelve (12) -inch water main (E 14310.7) in S.W. 7 Street, abutting the southern boundary of the subject property. 2. An existing twelve (12) -inch water main (E 817-1) in South Miami Avenue, abutting the eastern boundary of the subject property. 3. An existing twelve (12) -inch water main (E 817-1) in S.W. 6 Street, within the proposed area of development. If the Fire Department requires a fire hydrant, a fire line, and/or the developer requires service in S.W. 1 Avenue, thence the developer shall connect to the aforementioned existing twelve (12) inch water main in S.W. 1 Avenue west of South Miami Avenue and extend the same (12) inch water main southwesterly in S.W. 1 Avenue as required to feed the hydrant, fire line, and/or provide service to the property. If the Fire Department requires a fire hydrant, a fire line, and/or the developer requires service in S.W. Miami Avenue Road, thence the developer shall connect to the aforementioned existing twelve (12) inch water main in S.W. 6 Street at S.W. Miami Avenue Road and extend the same (12) inch water main northeasterly in S.W. Miami Avenue Road as required to feed the hydrant, fire line, and/or provide service to the property, interconnecting to an existing six (6) -inch water main (E 7729-1) at that location. Any public water main extension within the property shall be twelve (12) -inch minimum diameter. If two (2) or more fire hydrants and/or fire lines are to be connected to a public water main, then the water system shall be looped with two (2) P.O.C. According to Miami -Dade County G.I.S., this property is a Department sewer customer. As ;per the engineer's concept connection plan, the developer may connect as follows: 1. An existing eight (8) -inch gravity sewer (ES 2850-1) in South Miami Avenue, abutting the eastern boundary of the subject property. 2. An existing twenty-four (24) -inch gravity sewer (ES 8614-3) in S.W. Miami Avenue Road, abutting the northwestern boundary of the subject property. If unity of title does not apply, then any gravity sewer within the property shall be public and eight (8) - inch minimum diameter. The County hereby represents and the developer acknowledges that the gravity sewer basin that will serve the developer's property, at the present time may not meet County criteria for conveying additional flows, including those of the proposed development within the developer's property as specified above. The County intends to construct the necessary improvements, and has adopted a special connection charge to pay for the construction of necessary improvements in accordance with County Ordinance No. 12-36. The developer acknowledges and agrees that it shall pay to the County said special connection charge in the amount of three dollars and ninety cents ($3.90) per average daily gallon for the proposed development to be connected to the County's sewer system, due prior to the issuance of a Verification Form. Said payment shall be a condition precedent to any obligation on the part of the County to provide service to the property. Per the engineer's concept site plan, part of S.W. 6 Street is proposed to be vacated. There are water and gravity sewer mains within the property, either in existing dedicated right-of-ways or easements, which need to be removed and relocated if in conflict with the proposed development. Easements associated with mains to be removed and relocated shall be closed and vacated before starting construction in the easement areas. In case of right-of-ways to be closed and vacated within the property, mains shall be removed and relocated, if needed, before closing/vacating them. Fire hydrants associated with mains to be removed and relocated shall be relocated as per Fire Department recommendations. Cutting and plugging of existing water and gravity sewer mains shall be done by the Department's forces at owner's expense. Services to existing customers cannot be interrupted. Construction connection charges and connection charges shall be determined once the developer enters into an agreement for water and sewer service, provided the Department is able to offer those services at the time of the developer's request. Information concerning the estimated cost of facilities must be obtained from a consulting engineer. All costs of engineering and construction will be the responsibility of the developer. Easements must be provided covering any on-site facilities that will be owned and operated by the Department. Please be advised that the right to connect the referenced property to the Department's sewer system is subject to the terms, covenants and conditions set forth in court orders, judgments, consent orders, consent decrees and the like entered into between the County and the United States, the State of Florida and/or any other governmental entity, including but not limited to, the Consent Decree entered on April 9, 2014, in the United States of America State of Florida and State of Florida Department of Environmental Protectiony. Water and Sewer LOA (18-361901) The purpose of this LOA is to confirm water availability/capacity and that there is capacity at the receiving sanitary sewer pump station at this time. Therefore, no gravity sewer capacity analysis was performed. At the time this project applies for an agreement, the necessary analysis will be performed. Please be advised that upgrades to the sewer system might be required depending on the results of the analysis. This letter is for informational purposes only and conditions remain in effect for thirty (30) days from the date of this letter. Nothing contained in this letter provides the developer with any vested rights to receive water and/or sewer service. The availability of water and/or sewer service is subject to the approval of all applicable governmental agencies having jurisdiction over these matters. When development plans for the subject property are finalized, and upon the developer's request, we will be pleased to prepare an agreement for service, provided the Department is able to offer those services at the time of the developer's request. The agreement will detail requirements for off-site and on-site facilities, if any, points of connection, connection charges, capacity reservation and all other terms and conditions necessary for service in accordance with the Department's rules and regulations.
