HomeMy WebLinkAboutR-19-0028City of Miami Legislation Resolution: R-19-0028 File Number: 5350 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 1/10/2019 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO NEGOTIATE ANY AND ALL AGREEMENTS BETWEEN THE CITY OF MIAMI, THE DNC SERVICES CORP., A DISTRICT OF COLUMBIA NOT FOR PROFIT CORPORATION, MIAMI-DADE COUNTY, THE CITY OF MIAMI BEACH, AND A YET TO BE FORMED HOST COMMITTEE, SUBJECT TO APPROVAL BY THE CITY ATTORNEY AS TO LEGAL FORM AND CORRECTNESS AND FINAL APPROVAL BY THE CITY COMMISSION, FOR THE PROVISION OF CERTAIN VENUES IN AND AROUND MIAMI-DADE COUNTY AS WELL AS OTHER 2020 DEMOCRATIC CONVENTION OBLIGATIONS ("CONVENTION") SHOULD THE PROPOSAL FOR THE GREATER MIAMI AREA AND THE BEACHES BE SELECTED FOR HOSTING OF THE CONVENTION. WHEREAS, in June 2018, a proposal was submitted in response to the Democratic National Committee's ("DNC") Request for Proposals on behalf of the Greater Miami area and the Beaches comprised of the City of Miami ("City"), the City of Miami Beach ("Beach"), and Miami -Dade County ("County") for hosting of the 2020 Democratic National Convention ("Convention") in the County with venues in both the City and the Beach; and WHEREAS, the DNC announced that the Greater Miami area and the Beaches are one of three (3) finalists for hosting of the Convention - the other finalists being Milwaukee, Wisconsin and Houston, Texas; and WHEREAS, DNC Services Corp., a District of Columbia not for profit corporation ("DNC Corp."), desires to plan and implement the Convention and is vested with the operational and financial responsibility for the same; and WHEREAS, it is anticipated that the Convention will attract upwards of 50,000 people to the County and the State of Florida, will stimulate substantial economic development and employment opportunities, and will generate considerable good will and other benefits as well; and WHEREAS, DNC Corp. is committed to achieving the maximum economic benefit possible for the City; and WHEREAS, if the proposal of the Greater Miami area and the Beaches is selected for hosting of the Convention, the City will be required to enter into an agreement with the DNC Corp., the County, the Beach, and a yet to be formed Host Committee for the provision of certain venues in and around the County as well as other Convention obligations; and WHEREAS, it is in the best interests of the City to authorize the City Manager to negotiate any and all agreements related to hosting the Convention; and City of Miami Page 1 of 2 File ID: 5350 (Revision: A) Printed On: 2/15/2019 File ID: 5350 Enactment Number: R-19-0028 WHEREAS, any and all agreements negotiated by the City Manager are subject to review and approval by the City Attorney and final review by the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized' to negotiate any and all agreements between the City, the DNC Corp., the County, the Beach, and a yet to be formed Host Committee for the provision of certain venues in and around the County as well as other Convention obligations should the proposal of the Greater Miami area and the Beaches be selected for hosting of the Convention. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i ria i . ndez, City ttor ey=2;� 1/3012019 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
