The Board of the Wynwood Business Improvement District ("BID") adopted
the following Resolution at Meeting on Wednesday, April 11, 2018:
WHEREAS, on September 25, 2015, the City Commission adopted Ordinance
No. 13561, amending the Miami 21 Code, to include Appendix J: Neighborhood
Revitalization District (NRD-1);
WHEREAS, the BID, in collaboration with City of Miami's Planning
Department, initiated and created the NRD-1 to foster small and medium scale
development and promote the transition of Wynwood from an industrial
warehouse district into a diverse, mixed-use neighborhood, while maintaining its
industrial character; and
WHEREAS, the character of existing buildings in Wynwood is traditionally
one (1) and two (2) story warehouse buildings, many of which have been converted
into commercial uses for art galleries, retail and other stores and services that have
contributed and continue to contribute significantly to the revitalization of
Wynwood; and
WHEREAS, in furtherance of development of otherwise neglected, small
vacant land sites and to facilitate small-scale additions to existing 1 and 2 story
buildings in the NRD-1 boundaries, the BID requested that the Planning
Department prepare a set of amendments to allow more flexibility for small-scale
development to satisfy parking requirements through the Wynwood Parking Trust
Fund ("Small -Scale NRD-1 Amendments") ; and
WHEREAS, the BID has the authority and duty, under Section 2-132 of the
City Code, "to plan and propose to the city and the city commission, within the
area, land use and zoning policies, public improvements ... which in the opinion
of the BID board will aid in the economic growth of the area"; and
WHEREAS, the BID has reviewed the Small -Scale NRD-1 Amendments and
provided significant input and recommendations to the Planning Department at
several public meetings and workshops, from December 2017 to April 2018,
involving input from various stakeholders, developers, and staff; and

WHEREAS, the item was deferred from the April 4, 2018 Planning Zoning
and Appeals Board ("PZAB") to ensure that the BID's recommendations are fully
reviewed and incorporated by the Planning Department into the Resolution; and
WHEREAS, the BID's Planning & Zoning Committee recommended approval
of the Small -Scale NRD-1 Amendments to the BID Board; and
WHEREAS, the BID Board has determined the Small Scale NRD-1
Amendments are in the best interest of the BID and overall planning for economic
growth in the area.
NOW THEREFORE, the BID Board makes a motion to recommend APPROVAL of
proposed amendments to the Miami 21 Zoning Code, Appendix J, NRD-1,
Sections 3.1, 5.1 and 5.2, in the attached form, and further states:
1. Request that the Planning Department place the attached
Resolution on the agenda for the May 16th PZAB Meeting; and
2. Directs the BID Executive Director to request the Mayor
and/or Commissioner sponsor the Small -Scale NRD-1 Amendments as an
ordinance to be placed on the May 24, 2018 City Commission agenda for
first reading.
3. The BID will commence evaluation of appropriate
adjustments to the schedule of fees and charges for parking space waivers
paid to the Wynwood Parking Trust Fund, pursuant to Chapter 35 of the City
Code, Sections 35-229 et seq, prior to end of the fiscal year.
