NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on Thursday,
December 13, 2018 at 9:00 A.M. at City Hall, located at 3500 Pan American Drive, Miami, Florida
33133, for the purpose of granting the following:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A FOUR-FIFTHS
(4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING,
AND CONFIRMING THE CITY MANAGER'S FINDING IN ATTACHMENT "A", ATTACHED AND
INCORPORATED, THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT
PRACTICABLE OR ADVANTAGEOUS, PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID PROCEDURES;
AUTHORIZING THE ALLOCATION OF FUNDS, IN THE AMOUNT OF $743,000.00 TO THE AGENCIES
AS SPECIFIED IN ATTACHMENT "B", ATTACHED AND INCORPORATED, FOR ECONOMIC
DEVELOPMENT ACTIVITIES; WITH FUNDS ALLOCATED FROM THE SOCIAL SERVICES GAP
PROGRAM FUND, ACCOUNT NO. 00001.910101.882000; AUTHORIZING THE CITY MANAGER TO
EXECUTE AGREEMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SAID
AGENCIES, FOR SAID PURPOSE.
The Miami City Commission requests all interested parties be present or represented at the meeting
and may be heard with respect to any proposition before the City Commission in which the City
Commission may take action. Should any person desire to appeal any decision of the City
Commission with respect to any matter to be considered at this meeting, that person shall ensure
that a verbatim record of the proceedings is made including all testimony and evidence upon which
any appeal may be based (F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk at (305)

The City of Miami Department of Housing and Community Development will hold a public hearing on Thursday, December 13, 2018
at 9:00 a.m. at City Commission Chambers, 3500 Pan American Drive, Miami, FL 33133, to provide the public an opportunity to
comment on funding amendments affecting the City's Annual Action Plan for US Department of Housing & Urban Development
(HUD) programs. The proposed amendment(s) and respective description(s) can be found at:
www.miamigov.com/communitvdevelopment.
The adoption of an Ordinance or Resolution, by the City Commission, related to the proposed amendment(s), authorizes the City
Manager to draft/amend the appropriate City of Miami Annual Action Plan. Certain item(s) may be available for public comment and
review for a period of no less than 30 days. The review and comment period begins on Tuesday, November 13, 2018 and ends on
Wednesday, December 12, 2018. The proposed amendment(s) will be presented to the City Commission for approval on
Thursday, December 13, 2018. Draft copies of the agenda items will be available at the City of Miami Department of Housing and
Community Development office located at 14 NE 1 Avenue, 2 Floor, Miami, FL 33132 (HCD Address). Comments to
amendment(s) must be submitted to: nancyromani@miamigov.com, Attn: Nancy Romani, and must be received no later than
December 12, 2018. Interested individuals are encouraged to attend this Public Hearing. The meeting site is accessible to the

Incentive Strategies as recommended by the Housing and Commercial Loan Committee as required by F.S. 420.9076.
