D City Manager FROM: Annie Perez, CPPO CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: November 20, 2018 SUBJECT: Emergency purchases related to Hurricane Irma REFERENCES: Director Department of Procurement ENCLOSURES: The Department of Procurement is respectfully requesting your approval for emergency purchases made during the activation of the City's Emergency Operating Center (EOC) for Hurricane Irma. In September of 2017 in the aftermath of Hurricane Irma, and during the EOC activation, the City had to procure as an emergency, catering services for City employees working at the EOC and out in the field. The Police Department made several calls to local catering companies and due to the lack of electricity and food supplies, it was very difficult to find an operable catering company with enough food supplies to provide hundreds of meals a day. The company the City selected, Lean Culinary Services LLC d/b/a DeliverLean, had both electricity and access to plentiful food supplies to meet the City's needs. Additionally, during this EOC activation and immediately after Hurricane Irma, other emergency purchases were made for supplies, food and beverages, public safety equipment and required immediate repairs to City owned facilities impacted and damaged by Hurricane Irma. Per the emergency procurement procedures as defined in Section 18-90 of the City Code, authorization to waive the competitive bid process, albeit it is a retroactive authorization, is requested for these emergency purchases made during the EOC Activation and post Hurricane Irma. Upon your approval, and pursuant to Section 18-90 of the City Code, an item will be prepared for ratification of these emergency procurements for the December 13, 2018 City Commission meeting.
