DATE: Wednesday, City Manager November 21, 2018 SUBJECT: API Allocation of $100,000 to The Impac Fund, Inc. from the Mayor's Office — Four Fifth Waiver Lillian Blondet REFERENCES: Director, Officeof Granas Administration j ENCLOSURES BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. The Impac Fund, Inc. (Organization) works to change public policy with bipartisan action that is economically necessary, politically smart, and morally correct. The Organization brings together business and civic leaders in Florida who support policies and practices that recognize the important contributions that immigrants make the economy and communities. With that in mind, the New American Workforce program seeks to work with local businesses to assist their eligible immigrant employees with the citizenship process so they can become more valuable workers and full participants in the workplace, community and economy. In South Florida, approximated that 483,000 immigrants are currently eligible for citizenship. In sum, this program aims to help boost business workforce stability, and help businesses grow trust with an increasingly diverse consumer base. As the Organization is familiar with the needs of the community, the city, and the citizenship process, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the Organization will allow local businesses to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four-fifths vote is respectfully requested.
