A RESOLUTION OF THE MIAMI CITY COMMISSION PURSUANT TO SECTION 18-72 OF
THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"),
AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE MAYOR'S SHARE OF
THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE ("API") IN A TOTAL AMOUNT NOT TO
EXCEED FIFTEEN THOUSAND DOLLARS ($15,000.00) TO PEOPLE UNITED TO LEAD THE
STRUGGLE FOR EQUALITY, INC. ("P.U.L.S.E."), A FLORIDA NOT FOR PROFIT
CORPORATION, TO SUPPORT THE P.U.L.S.E. YOUTH LEADERSHIP ACADEMY ("PYLA"),
WHICH PROVIDES LOCAL YOUTH WITH LEADERSHIP TRAINING SKILLS TO BECOME
EFFECTIVE LEADERS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR SAID PURPOSE.

AMOUNT NOT TO EXCEED FIFTEEN THOUSAND DOLLARS ($15,000.00) TO
PEOPLE UNITED TO LEAD THE STRUGGLE FOR EQUALITY, INC. ("P.U.L.S.E."), A
FLORIDA NOT FOR PROFIT CORPORATION, TO SUPPORT THE P.U.L.S.E. YOUTH
LEADERSHIP ACADEMY ("PYLA"), WHICH PROVIDES LOCAL YOUTH WITH
LEADERSHIP TRAINING SKILLS TO BECOME EFFECTIVE LEADERS; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to
address poverty based on a strategy of focusing the provision of support towards the City's
residents achieving self-sufficiency; and
WHEREAS, People United to Lead the Struggle for Equality, Inc., a Florida not for profit
corporation (T.U.L.S.E."), provides opportunities to twenty-five (25) bright and passionate
young people through an eight (8) week program known as the P.U.L.S.E. Youth Leadership
Academy where the participants learn to become more effective leaders in their schools,
churches, and communities ("Program"); and
WHEREAS, pursuant to Section 18-72 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Mayor wishes to provide grant funds from the Mayor's share of the
City's API in an amount not to exceed Fifteen Thousand Dollars ($15,000.00) ("Funds") for the
Program; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, in a form acceptable to the City
Attorney, for the allocation of Funds for the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. Pursuant to Section 18-72 of the City Code, the City Manager is authorized'
to allocate Funds from the Mayor's share of the City's API to P.U.L.S.E. in an amount not to

the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.

from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
