A Resolution of the Miami City Commission, with attachment(s), establishing a New
Special Revenue Project entitled: "2018-2019 Victims of Crime Act ("VOCK) Grant,"
consisting of an anticipated grant award from the State of Florida, Office of the Attorney
General, Division of Victim Services, in an approximate amount of $545,635.00,
including operational expenses and training costs, with matching funds in an
approximate amount of $136,408.89 to fund eight (8) full-time positions; appropriating
and allocating funds from the Police Special Revenue Fund, Account Code No.
12000.191004.513000; authorizing the City Manager to accept said grant upon receipt
of the award, allowing for any increase or decrease in grant funding; further authorizing
the City Manager to execute the agreement for acceptance of the grant award.
Background of Item:
The Victims of Crime Act ("VOCK) assistance grant program offers funding for direct
services to crime victims for use in responding to the emotional and physical needs of
crime victims, assisting victims in stabilizing their lives after their victimization, helping
victims to understand and participate in the criminal justice system, and providing
victims with a measure of safety and security. The Miami Police Department ("MPD")
submitted a grant application to the State of Florida, Office of the Attorney General,
Division of Victim Services, to fund eight full-time positions, two (2) Victims Advocate
and six (6) Victims Advocate (Witness Coordinator) positions to provide services to
crime victims. The City of Miami ("City") received notification of an award in the amount
of $545,635.00, for Fiscal Year 2018-2019. Due to the increasing population of the City
and over 3.8 million visitors annually, the Advocates' caseloads are significant. These
factors frequently impede residents' and visitors' ability to obtain necessary victim
services, increase the difficulty of MPD's response, and increase the need for eight (8)
full-time positions, two (2) Victims Advocate and six (6) Victims Advocate (Witness
Coordinator) positions. Services are defined as those efforts that respond to the
emotional and physical needs of crime victims, including assisting to stabilize their lives
after their victimization, assisting them with understanding and participating in the
criminal justice system and providing them with a measure of safety and security. Funds
from this grant will be used for the continued funding of the Victims Advocate's program
for the duration of one (1) year to coordinate services for the victims of crime. MPD will
provide the required match of approximately $136,408.89, in the form of a cash match
towards the operation of this program.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "2018-2019 VICTIMS
OF CRIME ACT ("VOCK) GRANT" CONSISTING OF AN ANTICIPATED GRANT
AWARD FROM THE STATE OF FLORIDA, OFFICE OF THE ATTORNEY GENERAL,
DIVISION OF VICTIM SERVICES IN AN APPROXIMATE AMOUNT OF $545,635.00,
INCLUDING OPERATIONAL EXPENSES AND TRAINING COSTS, WITH MATCHING
FUNDS IN AN APPROXIMATE AMOUNT OF $136,408.89 TO FUND EIGHT (8) FULL-
TIME POSITIONS; APPROPRIATING AND ALLOCATING FUNDS FROM THE
POLICE SPECIAL REVENUE FUND, ACCOUNT NO. 12000.191004.513000;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT UPON RECEIPT OF
THE AWARD, ALLOWING FOR ANY INCREASE OR DECREASE IN GRANT
FUNDING; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR ACCEPTANCE OF

WHEREAS, the Miami Police Department ("MPD") submitted a grant application to the
State of Florida, Office of the Attorney General, Division of Victim Services ("Division") to fund
eight (8) full-time positions, comprising of two (2) Victims Advocate positions and six (6) Victims
Advocate Witness Coordinator positions, to provide services to crime victims; and
WHEREAS, the City of Miami ("City") received an award notification from the Division in
the amount $545,635.00 to fund the eight (8) full-time positions, including operational expenses
and training costs, during the 2018-2019 Fiscal Year; and
WHEREAS, due to the increasing population of the City and over 3.8 million visitors
annually, the Victims Advocates' caseloads are significant; and
WHEREAS, this factor may impede a victim's ability to obtain necessary services,
increase the difficulty of MPD's response, and strengthens the need for eight (8) full-time
Victims Advocate positions; and
WHEREAS, this grant award will be used for funding MPD's Victims Advocate positions
to coordinate services for the victims of crime during 2018-2019 Fiscal Year; and
WHEREAS, the MPD will provide the required match of approximately $136,408.89, in
the form of a cash match towards the operation of this program; and
WHEREAS, it would be appropriate for the City Manager to accept said grant upon
receipt and to establish a New Special Revenue Project titled "2018-2019 Victims of Crime Act
(VOCA) Grant" for the appropriation of said award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2018-2019 Victims of Crime Act (VOCA) Grant
RESOURCES: State of Florida, Office of the Attorney
General, Division of Victim Services $524,035.00
Operational Expenses 5,600.00
Training 16,000.00
MPD Cash Match $ 136,408.89
APPROPRIATIONS: Victims Advocate Program $682,043.89
Section 3. The City Manager is authorized' to accept said grant upon receipt of the
award, allowing for any increase or decrease in grant funding.
Section 4. The City Manager is further authorized' to execute the agreement, in
substantially the attached form, for acceptance of the grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
