INTER -OFFICE MEMORANDUM
TO: Emilio T. Gonzalez, Ph.D. DATE: Friday, October 12,
City Manager 2018
SUBJECT: API allocation for $50,000 — District 2 -
Rebuilding Together Miami -Dade, Inc.
FROM: Lillian Blondet REFERENCES:
Director, Office of rants
Administration
ENCLOSURES:
BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support
to its residents.
Rebuilding Together Miami -Dade, Inc. (the Organization), has worked for 25 years to provide free home repair
and modification services for vulnerable homeowners in Miami -Dade. The Organization has secured safe and
healthy housing, in addition to safety and accessibility, for homeowners with limited disposable income. The
Organization's project management team has accomplished this through taking into consideration the unique
needs of each home and resident. The allocation by District 2 will allow the Organization to provide rehab
services to residents in low-income single-family homes in West Grove.
As the Organization is familiar with the needs of the community and requirements imposed by the City, it would
be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing
these funds to the Organization will allow West Grove residents to obtain these services immediately, with no
added time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stater"., approval of a waiver of the formal requirements of competitive sealed bidding methods
as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended,
specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the
City Commission for ratification by a four-fifths vote is respectfully requested.
