District Impacted: All
Type: Resolution
Subject: Accept Grant - Americorps Financial Literacy Program
Purpose of Item:
A resolution of the City of Miami, with attachments, authorizing the City Manager to
accept a grant ("Grant") award in the amount of $147,441 from the Corporation for
National and Community Services ("CNCS") to the City of Miami's ("City") Department
of Grants Administration ("Department"), for the AmeriCorps Financial Literacy Program
("Program"); and, authorizing the City's in-kind services match in the total amount of
$181,338, for a total program cost of $328,779. To carry -out the AmeriCorps Financial
Literacy Program a new special revenue project entitled: "AmeriCorps Financial Literacy
2018-2019 Program" will be established. The City Manager will be authorized to
execute the grant agreement and all necessary documents, applications, renewals,
extensions, reimbursements, modifications, to implement the acceptance of the grant
award for the period commencing August 1, 2018 through July 31, 2019.
Background of Item:
In Miami, nearly 28% of people live below the poverty levels versus 18% countywide.
As of 2014, 28% of City residents were unbanked with no savings or checking account;
26% had accounts, but still relied on check cashing or payday loans; and, 67% of Miami
households were one financial emergency away from falling into poverty. Currently,
Miami's students are not receiving financial literacy education, which has resulted in
poor financial choice, debt, or poor credit. The proposed AmeriCorps program will
address the above identified community problem by placing 20 half time AmeriCorps
members at 4 Miami -Dade College campuses to provide one-to-one financial literacy
coaching resulting in 150 program participants being served by the end of one program
year.
This program aims to assist young adults and adults through the development of
budgeting skills; such as, assessing their personal needs and goals, creation of a
personal budget, review of spending habits, and working towards financial stability.
