ENCLOSURES (1)
The Certification and Declaration of Results (herein referred to as "Exhibit") for agenda
item RE. 11 scheduled to be heard at the September 13, 2018 City Commission Meeting is
being substituted. Agenda item RE. 11 is a resolution of the Miami City Commission
officially acknowledging the City Clerk's Certification of the Canvass and Declaration of
the Results for the City of Miami's special election held on August 28, 2018.
At the time the agenda went to print, the Office of the City Clerk had not yet received all
of the information from the Miami -Dade Elections Department necessary to complete the
Exhibit for item RE. 11. With this in mind, a placeholder Exhibit was included with the
resolution that went to print with the agenda. Enclosed with this memo is the finalized
Exhibit pertaining to item RE. 11.
This document will be submitted into the record as a substitution during the discussion
for item RE. 11.

I. Todd B. Hannon, City Clerk of the City of Miami. Florida, do hereby certify that all
necessary legal steps were taken in connection with the conduct of the City of Miami
Special Election held on August 28. 2018 including. though not limited to, the following:
I. On WeU`nesday, Aup-ust 8, 2018:
A. Commencing at approximately 10:00 a.m., the Miami -Dade County
Supervisor of Elections (hereinafter referred to as "Supervisor of Elections")
conducted a logic and accuracv test of the touch screen and optical scan voting
systems to be used for vote -by -mail, early voting and precinct ballots for the
August 28, 2018 City of Miami Special Election.
B. The Supervisor of Elections compared the test results with the predetermined
totals for the tabulating devices selected for the logic and accuracy test and
pursuant to the requirements established in Section 10 1.5612, Florida Statutes,
observed the performance and results of all required tests and verified the
correctness of the programs and equipment.
1I. On Mondav, August 13, 2018 through Tuesday, August 28, 2018:
A. Commencing at approximately 10:00 a.m. on Monday, August 13, 2018, the
Supervisor of Elections conducted the pre -count logic and accuracy test of the
optical scan voting s}'stem used for vote -by -mail, provisional and overseas
ballots, and verified the correctness of the programs and equipment.
Additionally. the Miami -Dade Elections Department began the process of
opening vote -by -mail ballots in addition to the duplication of damaged vote -
by -mail ballots. This task was carried out on an as -needed basis until Tuesday.
August 28, 2018.
B. Commencing at approximately 10:00 a.m. on Monday, August 13, 2018,
Miami -Dade County's Canvassing Board (hereinafter referred to as
"Canvassing Board") met to canvass presumed invalid vote -by -mail ballots.
This task was carried out on an as -needed basis until "fucsday..August 28.

results for the August 28, 2018 City of Miami Special Election.
V. I further certify and declare that the results of the City of Miami Special Election
held on August 28, 2018 are as follows:

preliminary election results was finalized and the Supervisor of Elections

City of Miami Special Election.
IV. On Tuesday, September 4, 2018:
A. On Tuesday, September 4, 2018 the Canvassing Board met at approximately
10:00 a.m. to finalize the election results. After the completion of this task, the
Supervisor of Elections presented me with the certified OFFICIAL election
results for the August 28, 2018 City of Miami Special Election.

Proposed Jungle Island hotel and lease extension on City -owned Watson Island
Shall Miami's Charter be amended extending Jungle Island's Lease for an additional 39 -years, plus 15 -
year option, waiving competitive bidding, allowing at developer's expense and option, construction of
hotel and attractions with maximum 300 rooms and 130 -foot height, in exchange for:
• Additional annual rent for the hotel of $250,000.00 increasing to $1,220,000.00 or 5.0% of hotel gross
sales, whichever greater;
• Contribution of $700,000.00 to the adjacent City park and $750,000.00 for affordable housing?
