On Thursday, March 8, 2018, Procurement issued ITB No. 17-18-019 under full and open
competition to obtain bids from qualified firms. The Project includes the City of Miami's ("City")
roadway improvements and Miami -Dade County's ("County") water main improvements. On
Wednesday, April 11, 2018, Procurement received six (6) bids in response to the solicitation
(see attached Bid Security List).
Pursuant to the solicitation, Bidders were required to have a current certified General Contractor
license issued by the State of Florida, or a County issued Certificate of Competency as a
General Engineering Contractor; and a minimum of five (5) years of experience, under its
current business name, in the construction of roadway/horizontal projects involving public right-
of-way, construction/installation/repair/replacement of drainage system or water main pipes, and
maintenance of vehicular traffic. Bidders were also required to have experience as the Prime
General Contractor for the construction of at least three (3) roadway/horizontal projects
completed within the past ten (10) years. In addition, the Selected Bidder was required to self -
perform at least thirty percent (30%) of the Physical Construction Labor Work for the Project.
Findings
Procurement completed the review of the bids following the guidelines published in the
solicitation. As reflected on the attached Bid Security List, JVA Engineering Contractor, Inc.
("JVA") was the apparent lowest Bidder for ITB 17-18-019. V Engineering, the third lowest
Bidder, however, maintains a "Local Office," as defined in City Code Section 18-73.
Additionally, V Engineering's bid was within fifteen percent (15%) of JVA's bid. After conducting
a Best and Final Offer ("BAFO") process as required by the City's Local Preference Ordinance,
V Engineering became the lowest responsive and responsible Bidder for ITB 17-18-019.
Procurement hereby recommends that the Project be awarded to V Engineering,
Contract Execution
Accordingly, Procurement hereby requests authorization to prepare for execution, a contract for
bid of $1,573,500.00 (see attached), plus an Owner's contingency of $89,582.82, for a total
contract amount not -to -exceed $1,663,082.82. Your signature below indicates your approval of
Procurement's recommendation.
