Based on the findings below, the Department of Procurement ("Procurement") hereby
recommends that the subject project be awarded to V Engineering & Consulting Corp. ("V
Engineering"). The firm has been determined to be the lowest responsive and responsible
Bidder for ITB No. 17-18-018, Mary Brickell Village Drainage and Roadway Improvements and
SW 111 Avenue Milling and Resurfacing, Project No.'s B-30637 and B-30833 ("Project").
Background
On Friday, April 27, 2018, Procurement issued ITB No. 17-18-018 under full and open
competition to obtain bids from qualified firms. The Project includes drainage and roadway
improvements, and milling and resurfacing. On Thursday, May 31, 2018, Procurement received
three (3) bids in response to the solicitation (see attached Bid Security List).
Pursuant to the solicitation, Bidders were required to have a current certified General Contractor
license issued by the State of Florida, or a County issued Certificate of Competency as a
General Engineering Contractor; and a minimum of five (5) years of experience, under its
current business name, in the construction of roadway/horizontal projects involving public right-
of-way, construction/installation/repair/replacement of drainage system pipes,
construction/repair of sidewalks and curb & gutter restoration and maintenance of vehicular
traffic. Bidders were also required to have experience as the Prime General Contractor for the
construction of at least three (3) roadway/horizontal projects completed within the past ten (10)
years. In addition, the Selected Bidder shall be required to self -perform at least 30% of the
Physical Construction Labor Work for the Project.
Findings
Procurement has completed the review of the bids following the guidelines published in the
solicitation. As reflected on the attached Bid Security List, V Engineering is the lowest
responsive and responsible Bidder for ITB 17-18-018. The City's Local Preference Ordinance is
not applicable, since V Engineering maintains a "Local Office," as defined by City Code Section
18-73. Procurement hereby recommends that the Project be awarded to V Engineering.
Contract Execution
Accordingly, Procurement hereby requests authorization to prepare for execution, a contract for
a base bid of $1,163,340.99, plus a ten percent (10%) Owner's Contingency Allowance of
$116,334.09, for a total contract amount not -to -exceed $1,279,675.08. Your signature below
indicates your approval of Procurement's recommendation.
