SUBJECT: Waiver of Competitive Bidding Per Section 18-
85(a) of the City Code, for Installation of a Solar
Circle/Ring
REFERENCES: N/A
ENCLOSURES:
The City of Miami ("City") in conjunction with District 3, and. the Bayfront Park Management Trust wishes to establish a
Renewable Energy Program ("Program") and install a Solar Circle/Ring in the Bayfront Park Amphitheatre and possibly other
Parks of the City. The installation of the Solar Ring/Circle will pique the curiosity of the City's residents and visitors of all
ages, encouraging discussion about sustainability and inspiring them to learn more about the benefits of solar energy.
The City of Miami will partner with Florida Power & Light ("FPL") Company to acquire the most aesthetic and functional
Solar Circle/Ring available. FPL will construct, remodel, repair, and will improve its public electric utility, utilizing its own
personnel and at its sole cost, through the installation of the Solar Circle/Ring. These installations of the Solar Circle/Ring will
allow the City to promote awareness, understanding, and adoption of renewable energy to its residents and visitors of all ages.
RECO.M,MENDATIQN -
In consideration of the above mentioned, and pursuant to Section 18-85 (a), as amended, it is respectfully recommended that
you, as the City Manager, waive competitive sealed bidding methods, via this written finding and reasons herein. Said waiver
shall need to be ratified, confirmed, and approved by the Commission, by a four-fifths (4/5ths) affirmative vote, during an
advertised public hearing.
