SUBJECT: Waiver of Competitive Bidding Per Section 18-
85(a) of the City Code, for Installation of Solar
Facilities

ENCLOSURES:
The City of Miami ("City") in conjunction with District 4, wishes to establish a program for the installation of solar facilities
and renewable energy generating equipment to be placed in various District 4 parks and other locations, in order to transition
to clean, renewable energy needed for the future of our planet.
The City of Miami will partner with Florida Power & Light ("FPL") Company to acquire the most aesthetic and functional
solar canopies, carports, and trees available, which are currently considered one of the better solutions for future energy needs.
FPL will construct, remodel, repair, and will improve its public electric utility, utilizing its own personnel and at its sole cost,
through the installation of the solar facilities. These installations will allow the City to promote awareness, understanding, and
adoption of renewable energy to its residents and visitors.
RECOMMENDATION
In light of the above mentioned, and pursuant to Section 18-85, as amended, it is respectfully recommended that you, as the
City Manager, waive competitive sealed bidding methods, via this written finding and reasons herein. Said waiver shall need
to he ratified, confirmed, and approved by the Commission, by a four-fifths (4/5ths) affirmative vote, during an advertised
public hearing.
