GENERAL INFORMATION: REQUEST: Pursuant to Section 23-6.2(b)(4) of the City Code of Ordinances, as amended, the Applicant is requesting a Special Certificate of Appropriateness to allow for alterations and new construction in Spring Garden Point Park on a parcel zoned CS "Civic Space Zone". The subject property is a non-contributing site within the Spring Garden Historic District, the Spring Garden Subdivision, and the Overtown Net Area. The site is located approximately on the southeast corner of NW 7 Street Road and NW North River Drive. To the south of the site is the Miami River and to the east is the Seybold Canal. BACKGROUND: On February 6, 1919, the Clerk of the Circuit Court, passed and adopted Spring Garden Subdivisions No. 1 and No. 2 in Section 2, Township 54, Range 41 in the City of Miami establishing block 12 lot 18 also known as 601 NW 7 Street Road. On June 17, 1997, the Historic and Environmental Preservation Board pursuant to Resolution No. HEPB-97-24 designated the subject property located at 601 NW 7 Street Road as part of the Spring Garden Historic District. The site was scheduled to become 64 condominiums until the Trust for Public Land purchased the site from the developer to keep the land as open space and become a future park. In 1999, with help from the State of Florida, the Trust for Public Land and Miami -Dade County entered into an agreement to transfer the land to the City of Miami as a public park. W. Pursuant to Goal LU -2, 2.3 and 2.4 of the Miami Neighborhood Comprehensive Plan the City will preserve and protect the heritage of the City of Miami through the identification, evaluation rehabilitation, adaptive reuse, restoration and public awareness of Miami's historic and archeological resources. The Applicant's request for approval for alterations and new construction is in accordance with the Comprehensive Plan, Chapter 23 of the City of Miami Code of Ordinances, the Secretary of Interior Standards, and the Preservation Office Historic Design Guidelines. ANALYSIS: The following is a review of the request pursuant to 23-6.2(b)(4) of the City Code of Ordinances, the Preservation Office Historic Design Guidelines, and the Secretary of the Interior's Standards. Analysis: The subject property is a non-contributing site located at approximately 601 NW 7 Street Road within the Spring Garden Historic District. The site is situated at the confluence of the Seybold Canal and the Miami River, both of which are listed as contributing landscape features in the Spring Garden Historic District Designation Report. The plans propose alterations and repairs to the existing seawall and the construction of a new kayak launch ramp. The total project construction cost is $1,215,080 comprising a City cost of $662,771 and a 2017 FIND grant of $552,309. The potential for providing river access from the site was recognized during its acquisition in 1999 when the justification for the acquisition in Miami -Dade Legislative Item File Number: 991195 stated: "The site has strong potential for hammock restoration, greenway connection and canoelboat launching....". Support letters for the project have been submitted by the Spring Garden Civic Association and the Trust for Public Land. Seawall Repair. The existing Seybold Canal seawall runs from north to south along the eastern property line of the site. Information provided in the application packet indicates the seawall is in poor condition and needs to be repaired to stabilize the shoreline and protect the site from sea level rise. The proposed work will consist of the repair of 297 linear feet of vertical bulkhead along the Seybold Canal. A new steel sheet pile wall will be placed within eighteen inches (18") waterward of the existing bulkhead. Both the existing bulkhead and the new sheet pile wall W. Adams 601 NW 7 Street Rd. File No. 4019 4112118 Page 4 of 6 will be topped with a 24" x 27 concrete cap. The drawings indicate the top of the new cap will be a minimum of six inches (6") higher than the existing seawall. Staff recommends approval of the repairs as a seawall currently exists in this location and the proposed work will have no negative impact on the historic character of the Spring Garden Historic District, Spring Garden Point Park, or the Seybold Canal. Further, the added height will provide increased protection for the site and its archaeology. Kayak Launch Ramp: The proposed new kayak launch ramp will be located at the southeast corner of the site at the confluence of the Seybold Canal and the Miami River. Kayaks will launch into the Miami River. The ramp will be constructed of a six-inch (6") Armorflex concrete block mat with filter fabric and will measure approximately eight feet (8) wide by sixty feet (60') long giving a total area of 480 square feet. By reworking approximately fifty-five feet (56) of the existing rip -rap slope, approximately half of the proposed kayak launch ramp will be submerged at the mean high-water line. Staff recommends approval of the proposed kayak launch ramp as it will have no negative impact on the historic character of the Spring Garden Historic District and minimal impact on Spring Garden Point Park and the Miami River. To address concerns that the proposed ramp may lead to future commercial activities within the park and/or extended opening hours, the applicant has requested the following conditions be added if the application is approved: 1) No commercial activities of any kind will be allowed in the park, seawall, or rip -rap areas. 2) The park hours will remain the same as they are currently. Archaeology The site is located in a section of the Spring Garden Historic District that has a high probability of containing significant archaeological sites, features, and artifacts. Similar confluences of the Miami River that have been tested indicate the following types of archaeological sites could occur Prehistoric areas of habitation, subsistence, and mortuary internment. 2) Seminole habitation, pioneer homesteads, and mill sites dating to the mid -nineteenth century. Other historic sites include trash pits, features, etc. associated with early twentieth-century homes. A known specific site associated with the subject property is Alligator Joe's tourist facility which dates from the late 1890's to 1911. Based on the above, all ground disturbing work shall require the issuance of a Certificate to Dig. Findings: Consistent W. Adams 601 NW 7 Street Rd. File No. 4019 4112118 Page 5 of 6 G. CONCLUSION: The application has demonstrated compliance with Chapter 23 entitled "Historic Preservation" of the City of Miami Code of Ordinances and the Secretary of the Interior's Standards. Staff finds the request complies with all applicable criteria and finds that the request for a Special Certificate of Appropriateness for alterations and new construction does not adversely affect the historic, architectural, or aesthetic character of the site or the aesthetic interest or value of the historic district subject to the following conditions as stipulated in subsection "I" entitled `Recommendation" as listed below. RECOMMENDATION: Pursuant to Section 23-6.2(b)(4) of the City of Miami Code of Ordinances as amended and the Secretary of Interior Standards, the Preservation Office recommends approval with conditions of the Special Certificate of Appropriateness. 1. The site shall be developed in accordance with the plans as prepared by Moffatt & Nichol consisting of eleven (11) sheets dated received by the Department of Planning on April 11, 2018. 2. No commercial activities of any kind will be allowed in the park, seawall, or riprap areas. 3. The park hours will remain the same as they are currently. 4. All ground disturbing work shall require the issuance of a Certificate to Dig. 5. The Applicant shall comply with all applicable requirements of Chapter 17 and Chapter 23 of the City of Miami Code of Ordinances. 6. The Applicant shall comply with the requirements of all applicable departments/agencies as part of the City of Miami building permit submittal process. Warren Adams Preservation Officer W.
