AGUIRRE Chairperson civilian investigative panel MEMORANDUM TO: Members of the City Commission FROM: Cristina Beamud DATE: January 6, 2018 RE: Appointment of Members to the Civilian Investigative Panel CRISTINA BEAMUD Executive Director The Civilian Investigative Panel ("CIP") respectfully requests that the City Commission approve the appointment of ten nominations for membership. The City of Miami Code, Article II, Section 11.5-28 requires that the CIP appoint a nominating committee to solicit and screen applications for vacancies, interview candidates, and select nominees to submit to the CIO. The CIP, upon majority vote, must submit the nominations to the City Commission for approval and appointment. Section 11.5-28 (1)(a) requires that the ten (10) members of the Panel include two (2) members from each of the five commission districts who permanently reside in, own real property in, or work or maintain a business in that City Commission district. The Mayor is required to recommend members from the pool of nominees selected and submitted by the CIP. The CIP Nominating Committee met in November and December of 2017 in order to interview and nominate candidates for membership. The ordinance requires that the City Commission appoint, by majority vote, exclusively from the nominations submitted by the nominating committee. This year, the CIP Nominating Committee received sixteen applications for vacancies and five applications from current CIP members that seek re -appointment. On December 19, 2017, the CIP approved the following candidates. Douglas Mayer - Representative from District 1 (re -appointment) Russell Motley - Representative from District 1. AGUIRRE i> Chairperson civilian investigative panel CRISTINA BEAMUD Executive Director CIVILIAN INVESTIGATIVE PANEL RESOLUTION RESOLUTION TO NOMINATE CANDIDATES CIP RESOLUTION 17-04 A RESOLUTION OF THE CITY OF MIAMI CIVILIAN INVESTIGATIVE PANEL ("CIP"), PURSUANT TO CITY OF MIAMI CODE Article II, SECTION 11..5-28, REQUESTING APPOINTMENT OF MEMBERS TO THE CIP IN ORDER TO FILL VACANCIES AND POSITIONS THAT ARE TERM LIMITED BY SECTION 11.5-28(6) OF THE CITY CODE. WHEREAS: City Code Article II, Section 11.5.28 requires that the City Commissioners approve the appointment of members from a pool of nominees selected and submitted by the CIP. WHEREAS: The CIP nominating committee solicited and screened applications for vacancies in accordance with the requirements of the ordinance governing the nomination of candidates. WHEREAS: The CIP met and voted to approve the nominating committee's recommendations on December 19, 2017. WHEREAS: The CIP currently has two vacancies and five persons who have applied for a second term as a member of the CIP. WHEREAS: The CIP has three members who have served two, three year terms and are no longer eligible for a third term. NOW, THEREFORE BE IT RESOLVED BY THE CIVILIAN INVESTIGATIE PANEL OF THE CITY OF MIAMI: SECTION 1: That the following persons be submitted to the City Commission for approval for membership: Douglas Mayer - Representative from District 1. Russell Motley - Representative from District 1.
