Ki in, Director D artment o Parks and Recreation DATE: January 24, 2018 SUBJECT: Authorizing an Agreement with Liberty City Optimist Club of Florida, Inc. REFERENCES: ENCLOSURES: FILE: The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4f5ths affirmative vote, after an advertised public hearing, ratifying, approving and confirming the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for educational and park services and activities described below. The long history of cooperation between the Liberty City Optimist Club of Florida Inc., a State of Florida not -for profit corporation, and the City of Miami, combined with the organization's professional ties with the Liberty City community, make it not practicable or advantageous for the City to seek other vendors to provide the same service that the Liberty City Optimist Club of Florida, Inc. has been successfully provided in the Liberty City community for twenty - nine years. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing a Program Partnership Agreement, with the Liberty City Optimists for the provision of after-school literacy, social skills building classes, physical fitness, and recreational sports, for at risk youth for at -risk youth at Hadley Park. During the previous years, Liberty City Optimist Club of Florida, Inc. has demonstrated its qualifications and capacity to serve the City of Miami through the following: 1. The After School program assists over 100 children monthly through the provision of after school literacy, social skills building classes, physical fitness, and recreational sports activities. 2. The provision of family involvement activities offers program participants additional support and wrap around services. 3_ During the summer over 100 youth receive, educational, social and recreational programming services daily. For the reasons stated above, as required by Section 18-86(a)(3)(c) of the Code of the City of Miami, the Department of Parks and Recreation (1) recommends that an agreement for the 2018-2038 contract term will be awarded to the Liberty City Optimist Club of Florida, Inc. which is qualified and has been providing said services described above for many years, and (2) finds that competitive negotiated methods are not practicable or advantageous for obtaining a provider of said after school literacy, social skills building classes, physical fitness, and recreational sports activities and services in Hadley Park. If these recommendations and findings meet your approval, please indicate by signing below.
