Mr. Daniel Milian offered the following resolution and moved its adoption:
A RESOLUTION OF THE MIAMI PLANNING, ZONING AND APPEALS BOARD RECOMMENDING
APPROVAL WITH MODIFICATIONS OF AN ORDINANCE OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), AMENDING ORDINANCE NO. 10544, AS AMENDED, THE MIAMI
COMPREHENSIVE NEIGHBORHOOD PLAN OF THE CITY OF MIAMI, BY AMENDING, ADDING, AND
DELETING GOALS, OBJECTIVES, AND POLICIES OF THE ELEMENTS OF THE CITY'S
COMPREHENSIVE PLAN AS REQUIRED BY RULE CHAPTER 73-C-49 FLORIDA ADMINISTRATIVE
CODE AND SECTION 163.3191, FLORIDA STATUTES, ENTITLED "EVALUATION AND APPRAISAL
OF COMPREHENSIVE PLAN", TO INCORPORATE NECESSARY AMENDMENTS TO REFLECT
CHANGES IN STATE REQUIREMENTS AND UPDATE THE PLAN BASED ON CHANGES IN LOCAL
CONDITIONS SINCE THE LAST TIME THE PLAN WAS UPDATED BASED ON THE EVALUATION
AND APPRAISAL REPORT (EAR) OF THE CITY'S COMPREHENSIVE PLAN IN 2005; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE; PROVIDING FOR TRANSMITTALS TO
AFFECTED AGENCIES; AND PROVIDING FOR AN EFFECTIVE DATE.
Upon being seconded by Ms. Melody L. Torrens the motion passed and was adopted as
amended by a vote of 9-1:

1. Add new policy stating that: "Historically designated properties and districts shall be
protected from any changes which adversely affect the historic, architectural and or
aesthetic character".
2. Modify Goal LU -1 to remove: "through community planning" from point (1) and
incorporate an additional point (2) "encompasses community planning" as presented
below.
Goal LU -1: Maintain a land use pattern that (1) protects and enhances the quality of life
in the City's neighborhoods vit; (2) encompasses community
planning (2011/6) (3) fosters redevelopment and realization of blighted or declining
areas; (3 4) promotes and facilitates economic development and diversification, and the
growth of job opportunities and workforce development (2011/6) in the city; (4 5) fosters
the growth and development of downtown Miami inclusive of Brickell Avenue as a
regional center of domestic and international commerce, culture and entertainment; (5-6)
promotes the efficient use of land and minimizes land use conflicts while protecting and
preserving residential sections within neighborhoods; (6-7 ) protects and conserves the
city's significant natural and coastal resources; and -(7-8) protects the integrity and quality
of the City's existing neighborhoods by insuring public notice, input and appellant rights
regarding changes in existing zoning and land use regulations—(8 9) discourages the
proliferation of urban sprawl, per Section 163.3177(6)(a)9 Florida Statutes (hereinafter
abbreviated as "Fla. Stat. or T.S.") (2008/1 & 2011/52). and (6 10) recognizes and
protects agricultural, tourism and military presence as being the state's traditional
economic base. (2011/6)
