This letter is in response to the letter dated September 18, 2017, notifying the Department of the
extension of time for the adoption of the proposed amendments (Transportation Element which
is scheduled to be adopted no later than February 1, 2018), DEO 16-1 ER to the City of Miami
Comprehensive Plan pursuant to Section 163.3184(4), Florida Statutes.
The Department acknowledges receipt of City's extension notification. The extended adoption
date for amendments other than the Transportation Element is November 28, 2018. The
Department reminds the City that all citizens who commented on the amendment need to be
notified of the extension.
If the proposed amendment is adopted, please submit the amendments to the Florida Department
of Economic Opportunity, Bureau of Community Planning, Plan Processing Team within 10
working days of adoption pursuant to Section 163.3184(4), Florida Statutes.

RE: Notification of extension of time for adoption of the Transportation Element to the Miami
Comprehensive Plan (MCNP) as part of the City of Miami's EAR -based amendments (16-1ER)
Dear Mr. Eubanks,
In a letter from you dated August 28, 2017, you acknowledged the City of Miami's proposal to bifurcate
adoption of its EAR -based amendments, with the deadline for adopting the Transportation Element by
November 23, 2017 and the remaining amendments by November 28, 2018.
Due to Hurricane Irma and its associated impacts, the City requires additional time to schedule the final
hearing for the adoption of the Transportation Element. Please accept this modification of the time
extension for only the Transportation Element to February I, 2018.
The Department of Planning and Zoning remains on schedule for adoption and transmittal of the
remaining amendments for no later than November 28, 2018.
Thank you for your continued patience as we work to improve the MCNP through the EAR process.

RE: Notification of bifurcated adoption of EAR -based amendments to the Miami
Comprehensive Neighborhood Plan (MCNP) and notification of extended date forfinal adoption
Dear Mr. Eubanks,
On June 5, 2017, the City of Miami notified the DEQ of the need for an extension of time to respond to
the ORC Report. In this notification, the City notified the DEO that it was extending the time 140 days,
until November 28, 2017, which was acknowledged by your office on June 5, 2017.
Please accept this notification of two changes related to the EAR -based amendments to the MCNP:
1) The City of Miami will be adopting the EAR -based amendments to the MCNP with two
ordinances by the City Commission: the first of which will adopt the EAR -amended
Transportation Element and the second of which will adopt the rest of the MCNP. The
Transportation Element and its attendant data and analysis are well settled; the City is ready to
implement this Element. Therefore, the City will adopt the element imminently. The data
necessary to address other issues in the ORC report are still being collected for analysis; thus,
the EAR -based amendments for the remaining elements are still unfinished.
2) The City of Miami must extend the time available to complete the EAR -based amendments with
an adoption date of no later than November 28, 2018 for the remaining elements.

RE: Request for extension of time for the City of Miami's response to the ORC report on its
Evaluation and Appraisal Report, 16-1ER
Dear Mr. Eubanks,
In accordance with the requirements of section 163.3191, Florida Statutes and the "Evaluation and
Appraisal Notification Schedule 2012.2018", the City of Miami notified the Department of Economic
Opportunity (DEO) of its need to undergo modifications to the Miami Neighborhood Comprehensive
Plan (MCNP) on November 1, 2015. Modifications to the MCNP were transmitted to the DEQ and were
determined complete on November 15, 2016. The Objections, Recommendations and Comments Report
(ORC Report) was sent to the City of Miami on January 12, 2017,
The City of Miami has worked diligently to respond to the ORC Report. However, local circumstances
have complicated our efforts to complete the data and analysis necessary to amend the plan prior to
final adoption. For this reason, I respectfully request an additional 140 days, the final date of which will
be November 28, 2017. This will be a total of 320 days from the date of the writing of the ORC Report,
