Background of Item: The City would like to provide transportation alternatives for locals, tourists, and commuters within the Flagami neighborhood by connecting with regional transportation including the Miami Intermodal Center ("MIC"), which then provides connectivity with various County Metrobus routes, Metrorail, TriRail, Amtrak, Greyhound Bus Service, and the Miami International Airport. The Flagami Trolley will travel from the MIC to NW 37th Avenue, to NW 7th Street, to NW 57th Avenue, and serve the farthest western portion of the City. When traveling East, the Flagami Trolley will serve partial sections of SW 8th Street, West Flagler Street, and NW 7th Street to Magic City Casino and back to the MIC. The route will service the area's parks, schools, connection with the City's Little Havana Trolley, the County's Transit routes 6, 7, 8, 11, 37, 51, 57, 73, 238, the City of West Miami Shuttle, and the Coral Gables Trolley. The City will procure five (5) new trolleys at a cost of $1,750,000 to place in circulation on the Flagami Trolley route and the operation cost of $1,200,000 (excluding fuel) for a total operating cost of $2,950,000. WHEREAS, there is an Interlocal Agreement ("Agreement") between Miami - Dade County ("County") and the City of Miami ("City") which allows the City to operate trolleys in the Allapattah, Biscayne, Brickell, Coconut Grove, Coral Way, Downtown, Health District, Little Havana, Overtown, Wynwood, and Little Haiti areas; and WHEREAS, the City desires to amend the Agreement, in a form acceptable to the City Attorney, by adding a Flagami Trolley Route that would connect major arterials in the City such as Southwest 8th Street, West Flagler Street, Northwest 7th Street, Northwest and Southwest 37th Avenue, and Northwest and Southwest 57th Avenue to the existing Little Havana Trolley Route, traveling southbound from the Miami Intermodal Center ("MIC") on Northwest 37th Avenue, westbound on Northwest 7th Street near the City's territorial limits, southbound to Southwest 8th Street, eastbound through partial sections of Southwest 8th Street and West Flagler Street corridors, and northbound on 37th Avenue to the MIC ("Route"); and WHEREAS, the Flagami area has been historically underserved by transit; and WHEREAS, the Route will increase the overall efficiency of travel for all residents, tourists, and commuters within the Flagami area by connecting the area with regional transportation; and WHEREAS, the Route would operate six (6) days a week at an estimated cost of One Million Two Hundred Thousand Dollars ($1,200,000.00) per year; and WHEREAS, immediately upon implementation, the City will procure five (5) new trolleys at an estimated cost of One Million Seven Hundred Fifty Thousand Dollars ($1,750,000.00) to service the Route; and WHEREAS, the Amended Special Revenue Fund entitled "Transportation and Transit" in the amount of Twenty Two Million Four Hundred Thirty Eight Thousand Dollars ($22,438,000.00) remains unchanged except for an allocation from the Budget Reserve in the amount of Two Million Three Hundred Fifty Thousand Dollars ($2,350,000.00) for the Route, of which approximately Three Hundred Thousand Dollars ($300,000.00) is the prorated cost for three (3) months of operation, the approximate amount of One Million Seven Hundred Fifty Thousand Dollars ($1,750,000.00) is the Transfer Out into the Capital Project Fund to purchase the five (5) trolleys, and Three Hundred Thousand Dollars ($300,000.00) is the approximate amount for trolley signage; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized to take any and all steps necessary, including but not limited to, negotiating and executing an amendment to the Agreement between the County and the City, in a form acceptable to the City Attorney, to add the Route to the City's Trolley System, operating six (6) days a week, with an estimated operating cost of approximately One Million Two Hundred Thousand Dollars ($1,200,000.00) per year and a total estimated amount of funding required to implement the Route of Two Million Three Hundred Fifty Thousand Dollars ($2,350,000.00) comprising the prorated cost for three (3) months of operation at approximately Three Hundred Thousand Dollars ($300,000.00), the Transfer Out into the Capital Project Fund to purchase the five (5) trolleys at approximately One Million Seven Hundred Fifty Thousand Dollars ($1,750,000.00), and the trolley signage at approximately Three Hundred Thousand Dollars ($300,000.00), subject to the availability of funds and budgetary approval. Section 3. The City Manager is further authorized to make any and all future changes to the Route, including service to other areas, and negotiate and execute any and all other documents, including any amendments and modifications to the Agreement as may be deemed necessary, in a form acceptable to the City Attorney.
