Alfonso, City Manager FROM: Annie Perez, CPPO Procurement Director RECOMMENDATION: CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: August 23, 2017 FILE: SUBJECT: Recommendation of Award for SW 71St Avenue from SW 81h Street to SW 40 Street Roadway Improvements — Project No. B-50405 REFERENCES: Invitation to Bid ("ITB") No. 16-17-026 ENCLOSURES: Bid Security List Based on the findings below, the Department of Procurement ("Procurement") hereby recommends that the referenced Project be awarded to R&G Engineering, Inc. ("R&G"), who has been determined to be the lowest responsive and responsible Bidder, for Invitation to Bid ("ITB") No. 16-17-026 — SW 7151 Avenue from SW 811 Street to SW 4tn Street Roadway Improvements — D4 — Project No. B-50405 (the "Project"). BACKGROUND: On April 14, 2017, Procurement issued a solicitation under full and open competition to obtain bids from qualified firms. On May 17, 2017, Procurement received eight (8) bids in response to the solicitation (see attached Bid Security List). Pursuant to the solicitation, Bidders were required to have: i) a current certified General Contractor License from the State of Florida; Q[ a Miami -Dade Certificate of Competency as a General Engineering Contractor; af�d a minimum of five (5) years` experience under its current business name. Bidders were also required to have experience as the Prime General Contractor for at least five (5) roadway/horizontal projects completed within the past five (5) years. In addition, the Selected Bidder shall be required to self -perform at least thirty percent (30%0) of the physical construction work for the Project. FINDINGS: Procurement has completed the review of the bids following the guidelines published in the solicitation. As reflected on the attached Bid Security List, R&G was the lowest Bidder for the Project. The local preference ordinance is not applicable since none of the other Bidders whose bids are within fifteen percent (15%) of R&Gs bid maintain a "local office", as defined in Section 18-73 of the City of Miami Code. After determining that R&G is a responsible Bidder, who meets the minimum requirements specified in the solicitation, Procurement and the Office of Capital Improvements ("OCI") reviewed and compared R&G's bid to the design consultant's construction cost estimate, and determined that R&G's bid is acceptable. Moreover, Procurement, OCI and Miami -Dade County Water and Sewer Department negotiated and secured a pre -award reduction of $9,150.60 from R&G's original bid for a final Bid PR17231 amount of $586,158.19, plus a ten percent (10%) contingency, for a total contract amount not to exceed $644,774,01. Based on the above findings, Procurement hereby recommends that the Project be awarded to R&G. CONTRACT EXECUTION: Accordingly, Procurement hereby requests authorization to prepare for execution, a contract in the amount of R&G's total Bid of $586,158.19, plus a ten percent (10%) owner contingency, for a total Agreement amount not to exceed $644,774.01.
