HomeMy WebLinkAboutR-17-0450opCity of Miami 1 i.RR cl Legislation alldl 1 l + Resolution R-17-0450 File Number: 2874 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 9/28/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDS FROM THE SOUTH FLORIDA WORKFORCE INVESTMENT BOARD D/B/A CAREER SOURCE SOUTH FLORIDA ("SFWIB") IN A TOTAL AMOUNT NOT TO EXCEED $771,176.00 ("GRANT") FOR THE OPERATION OF THE CITY OF MIAMI ("CITY") CAREER CENTER ("CENTER") LOCATED AT THE LINDSEY HOPKINS EDUCATIONAL CENTER LOCATED AT 750 NORTHWEST 20TH STREET, MIAMI, FLORIDA; ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED "SFWIB GRANT FOR WORKFORCE INITIATIVES 2017-2018" TO ACCEPT AND APPROPRIATE THE GRANT IN AN AMOUNT NOT TO EXCEED $771,176.00; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A COST REIMBURSEMENT GRANT AGREEMENT ("AGREEMENT"), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, BASED UPON PERFORMANCE MEASURES BEING ACHIEVED BY THE CITY WITH SFWIB FOR THE PERIOD COMMENCING JULY 1, 2017 AND ENDING JUNE 30, 2018 WITH OPTIONS TO RENEW FOR TWO (2) ADDITIONAL LIKE PERIODS AT THE SAME NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR THE CENTER SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER NECESSARY DOCUMENTS, INCLUDING BUT NOT LIMITED TO AMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS TO THE AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT AWARD FOR SAID PURPOSES. WHEREAS, South Florida Workforce Investment Board d/b/a Career Source South Florida, a governmental agency and instrumentality of Miami -Dade and Monroe Counties ("SFWIB"), has previously provided funding to the City of Miami's ("City's") Career Center ("Center") located at the Lindsey Hopkins Educational Center located at 750 Northwest 20th Street, which provides an integrated menu of workforce and training services to job seekers including core/staff assisted services, intensive services to unemployed workers, and training services to eligible individuals with the goal of job placement; and WHEREAS, the Center also provides services to business clients and local companies such as conducting specialized recruitment events, listing job openings in the State's system, providing information on on-the-job and paid -work experience programs, assisting in downsizing situations, and matching job seekers to employers' needs; and WHEREAS, the Center must also provide support services such as transportation vouchers, clothing, credential validation, and work permits to eligible participants to eliminate barriers to employment and self-sufficiency; and WHEREAS, the Center met sixty-seven percent (67%) of the required performance measures which exceeds SFWIB requirements of meeting at least sixty-five percent (65%) of the program year 2016-2017 Balance Scorecard SFWIB mandated measures; and City of Miami Page 1 of 3 File ID: 2874 (Revision:) Printed On: 12/27/2017 File ID: 2874 Enactment Number: R-17-0450 WHEREAS, in order to continue City services at the Center, the Administration is requesting for the Commission to authorize the City Manager to negotiate and execute a cost reimbursement grant agreement ("Agreement"), in a form acceptable to the City Attorney, based upon performance measures and grant program requirements being achieved by the City with SFWIB for the operation of the Center for a period commencing July 1, 2017 and ending June 30, 2018 with the option to renew for two (2) additional one (1) year terms at the same not to exceed amounts and the same terms and conditions; and WHEREAS, the Administration is further requesting that the City Commission authorize the City Manager to negotiate and execute all other documents necessary including but not limited to amendments, extensions, renewals, and modifications to the Agreement, in a form acceptable to the City Attorney, to implement the acceptance of and compliance with the Grant award for said purposes; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Grant from SFWIB for the operation of the Center. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: SFWIB Grant for Workforce Initiatives 2017-2018 RESOURCES: South Florida Workforce Investment Board $771,176.00 APPROPRIATIONS: $771,176.00 Section 4. The City Manager is further authorized' to negotiate and execute an Agreement, in a form acceptable to the City Attorney, based upon performance measures and grant program requirements being achieved by the City with SFWIB for the operation of the Center for a period commencing July 1, 2017 and ending June 30, 2018 with the option to renew for two (2) additional one (1) year terms at the same not to exceed amounts and the same terms and conditions.
