LOCATED AT THE LINDSEY HOPKINS EDUCATIONAL CENTER LOCATED AT 750
NORTHWEST 20TH STREET, MIAMI, FLORIDA; ESTABLISHING A NEW SPECIAL
REVENUE PROJECT ENTITLED "SFWIB GRANT FOR WORKFORCE INITIATIVES
2017-2018" TO ACCEPT AND APPROPRIATE THE GRANT IN AN AMOUNT NOT TO
EXCEED $771,176.00; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A COST REIMBURSEMENT GRANT AGREEMENT
("AGREEMENT"), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, BASED
UPON PERFORMANCE MEASURES BEING ACHIEVED BY THE CITY WITH SFWIB
FOR THE PERIOD COMMENCING JULY 1, 2017 AND ENDING JUNE 30, 2018 WITH
OPTIONS TO RENEW FOR TWO (2) ADDITIONAL LIKE PERIODS AT THE SAME
NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR
THE CENTER SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ALL OTHER NECESSARY DOCUMENTS, INCLUDING BUT NOT LIMITED TO
AMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS TO THE
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT
AWARD FOR SAID PURPOSES.
Background of Item:
Considering the employment indicators in the City of Miami, the City in 2013 opened a
career center at the Lindsey Hopkins Technical Education Center located at 750 NW
20th Street, 4th Floor to have direct access to job opportunities as well as maintain our
current economic advantage in the government, tourism, and educational sectors. To
develop this workforce within City limits, the City of Miami is taking a proactive role to
advance low income, dislocated, and public benefit recipients on the path to self-
sufficiency by providing comprehensive workforce services at this Center.
The Center is funded by South Florida Workforce Investment Board ("SFWIB") to
provide services to job seekers and local businesses. The SFWIB funding is utilized for
program and administration expenditures related to the provision of workforce services
as well as for training and supportive services for program participants. In February
2014, South Florida Workforce Investment Board changed its name to CareerSource
South Florida.
In program year 2016-2017 ending June 30th, 2017, the CareerSource South Florida
City of Miami Career center ("Center") met over 68% of the required performance
measures.

WHEREAS, South Florida Workforce Investment Board d/b/a Career Source South
Florida, a governmental agency and instrumentality of Miami -Dade and Monroe Counties
("SFWIB"), has previously provided funding to the City of Miami's ("City's") Career Center
("Center") located at the Lindsey Hopkins Educational Center located at 750 Northwest 20th
Street, which provides an integrated menu of workforce and training services to job seekers
including core/staff assisted services, intensive services to unemployed workers, and training
services to eligible individuals with the goal of job placement; and
WHEREAS, the Center also provides services to business clients and local companies
such as conducting specialized recruitment events, listing job openings in the State's system,
providing information on on-the-job and paid -work experience programs, assisting in downsizing
situations, and matching job seekers to employers' needs; and
WHEREAS, the Center must also provide support services such as transportation
vouchers, clothing, credential validation, and work permits to eligible participants to eliminate
barriers to employment and self-sufficiency; and
WHEREAS, the Center met sixty-seven percent (67%) of the required performance
measures which exceeds SFWIB requirements of meeting at least sixty-five percent (65%) of
the program year 2016-2017 Balance Scorecard SFWIB mandated measures; and
WHEREAS, in order to continue City services at the Center, the Administration is
requesting for the Commission to authorize the City Manager to negotiate and execute a cost
reimbursement grant agreement ("Agreement"), in a form acceptable to the City Attorney, based
upon performance measures and grant program requirements being achieved by the City with
SFWIB for the operation of the Center for a period commencing July 1, 2017 and ending June
30, 2018 with the option to renew for two (2) additional one (1) year terms at the same not to
exceed amounts and the same terms and conditions; and
WHEREAS, the Administration is further requesting that the City Commission authorize
the City Manager to negotiate and execute all other documents necessary including but not
limited to amendments, extensions, renewals, and modifications to the Agreement, in a form
acceptable to the City Attorney, to implement the acceptance of and compliance with the Grant
award for said purposes;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the Grant from SFWIB for the
operation of the Center.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 4. The City Manager is further authorized' to negotiate and execute an
Agreement, in a form acceptable to the City Attorney, based upon performance measures and
grant program requirements being achieved by the City with SFWIB for the operation of the
Center for a period commencing July 1, 2017 and ending June 30, 2018 with the option to
renew for two (2) additional one (1) year terms at the same not to exceed amounts and the
same terms and conditions.
Section 5. The City Manager is further authorized' to negotiate and execute all other
