Subject: Establish Special Revenue Project - 2017-18 VOCA Grant
Purpose of Item:
A Resolution of the Miami City Commission, with attachments, establishing a New
Special Revenue Project entitled: "2017-2018 Victims of Crime Act ("VOCK) grant,"
consisting of an anticipated grant award from the State of Florida, Office of the Attorney
General, Division of Victim Services, in an approximate amount of $85,158.20, including
operational expenses and training costs, with matching funds in an approximate amount
of $21,289.55 to fund two (2) full-time positions; appropriating and allocating funds from
the Police General Fund Account Code No. 12000.191602.513000; authorizing the City
Manager to accept said grant upon receipt of the award, and to execute the necessary
documents, in a form acceptable to the city attorney, for said purpose.
Background of Item:
The Victims of Crime Act ("VOCK) assistance grant program offers funding for direct
services to crime victims for use in responding to the emotional and physical needs of
crime victims, assisting victims in stabilizing their lives after their victimization, helping
victims to understand and participate in the criminal justice system, and providing
victims with a measure of safety and security. The Miami Police Department ("MPD")
submitted a grant application to the State of Florida, Office of the Attorney General,
Division of Victim Services, to fund two (2) full-time Victims Advocate positions to
provide services to crime victims. The City of Miami ("City") received notification of an
award in the amount of $85,368.20, for Fiscal Year 2017-2018. Due to the increasing
population of the City and over 3.8 million visitors annually, the Advocates' caseloads
are significant. These factors frequently impede residents' and visitors' ability to obtain
necessary victim services, increase the difficulty of MPD's response, and increase the
need for two (2) full-time Victims Advocate positions. Services are defined as those
efforts that respond to the emotional and physical needs of crime victims, including
assisting to stabilize their lives after their victimization, assisting them with
understanding and participating in the criminal justice system and providing them with a
measure of safety and security. Funds from this grant will be used for the continued
funding of the Victims Advocate's program for the duration of one (1) year to coordinate
services for the victims of crime. MPD will provide the required match of approximately
$21,342.05, in the form of in-kind services towards the operation of this program.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED "2017-2018
VICTIMS OF CRIME ACT ('VOCA') GRANT", CONSISTING OF AN ANTICIPATED
GRANT AWARD FROM THE STATE OF FLORIDA, OFFICE OF THE ATTORNEY
GENERAL, DIVISION OF VICTIM SERVICES, IN AN APPROXIMATE AMOUNT OF
$85,368.20, INCLUDING OPERATIONAL EXPENSES AND TRAINING COSTS, WITH
MATCHING FUNDS IN AN APPROXIMATE AMOUNT OF $21,342.05, TO FUND TWO
(2) FULL—TIME POSITIONS; APPROPRIATING AND ALLOCATING FUNDS FROM
THE POLICE GENERAL FUND, ACCOUNT NO. 12000.191602.513000;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT UPON RECEIPT OF
THE AWARD, ALLOWING FOR ANY INCREASE OR DECREASE IN GRANT
FUNDING; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, the Victims of Crime Act ("VOCA") assistance grant program offers funding

WHEREAS, the Miami Police Department ("MPD") submitted a grant application to the
State of Florida, Office of the Attorney General, Division of Victim Services to fund two (2) full-
time Victim Advocate positions to provide services to crime victims; and
WHEREAS, the City of Miami ("City") received an award notification from the Division of
Victim Services in the amount of $85,368.20 to fund two (2) full—time Victim Advocate positions,
including operational expenses and training costs, during the 2017-2018 Fiscal Year; and
WHEREAS, due to the increasing population of the City and over 3.8 million visitors
annually, the Victim Advocates' caseload is significant; and
WHEREAS, this factor may impede a victim's ability to obtain necessary services,
increase the difficulty of MPD's response, and strengthens the need for two (2) full-time Victim
Advocate positions; and
WHEREAS, services are defined as those efforts that respond to the emotional and
physical needs of crime victims, including assisting to stabilize their lives after their victimization,
assisting them with understanding and participating in the criminal justice system, and providing
them with a measure of safety and security: and
WHEREAS, this grant award will be used for funding MPD's Victim Advocate positions to
coordinate services for the victims of crime during the 2017-2018 Fiscal Year; and
WHEREAS, the MPD will provide the required match of approximately $21,342.05, in the
form of in-kind services towards the operation of this program; and
WHEREAS, it would be appropriate for the City Manager to accept said grant upon
receipt and to establish a new special revenue project entitled "2017-2018 Victims of Crime Act
(VOCA') Grant" for the appropriation of said award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to accept said grant upon receipt of the
award, allowing for any increase or decrease in grant funding.
Section 4. The City Manager is further authorized' to execute the necessary documents,
in a form acceptable to the City Attorney, for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
