Submittal-Commissioner Gort-Petitions
Ferreiro, Esteba:: From: Charlene Grail <c.grall@miami.edu> Sent: j, Tuesday, July 10, 2018 2:52 PM To: °+ Reyes, Manolo (Commissioner); Suarez, Francis (Mayor); Gort, Wifredo (Commissioner); Russell, Ken (Commissioner); Carollo, Joe (Commissioner); Hardemon, Keon (Commissioner) Subject: Vote NO to developing Melreese Golf Course as a soccer stadium and business complex Dear Mayor Suarez and Commissioners, I am aware of the potential plans to build a soccer stadium, luxury hotel, shopping complex, etc at Melreese Golf Course and I am writing you as your constituent to show my opposition to that plan. Here are my reasons: Melreese is one of the few large green spaces left. It provides opportunity for young people to enjoy sports and outdoor activities in a safe environment. The increased traffic due to this complex would be disastrous for people trying to get to the airport. We do not NEED another shopping complex! The ones we have are already not being used. There are plenty of hotels in that area for travelers, visitors and conventions. There are several alternative locations for the soccer stadium. I will vote NO in November, and I will no longer support my city Commissioner if he votes in favor of pursuing this business venture. I have already seen Miami suffer because of the Marlins stadium, and the American Airlines arena. Traffic is at a standstill every time there is a game. Build where there is sufficient access for any new soccer facility. Build north and west. There is a lot of land north of Doral. Thank you for your time, Charlene Grail 2500 SW 13 St. Miami. When I searched the City Commission's agenda for July 12, 1 saw no mention of a referendum item, but I did encounter this language under agenda item PA.1 4448: Note: Legislation may result from City Commission consideration of any personal appearance. PA. 1 4448 - PERSONAL APPEARANCE SPECIAL PRESENTATION BY DAVID BECKHAM AND JORGE MAS ON MAJOR LEAGUE SOCCER FRANCHISE COMPLEX AT INTERNATIONAL LINKS MELREESE COUNTRY CLUB. Until the public learns all the details about the Beckham ownership's proposal, I would encourage you and other commissioners to not make any commitment to this ownership group. Like many Miami Dade County and City of Miami taxpayers, I am always suspicious of sports franchise owners who want to make deals with municipal governments, and you should be skeptical as well. As a member of the City Commission, you probably know that the City of Miami is still paying down debt on the parking garages it built at Marlins Stadium, and even though former team owner Jeffrey Loria sold his interest in the club for over $1 billion, city and county taxpayers did not share in one cent of those profits. City taxpayers, however, will be paying down that parking garage debt for years to come. You should also remember that the old Miami Arena was not even 10 years old when both the Florida Panthers and the Miami Heat complained that they could not make enough money in such an outdated venue. So the Heat moved to the County -financed American Airlines Arena and the Panthers got the City of Sunrise to build them a new home; City of Miami taxpayers, however, got stuck paying the debt on the old abandoned Arena. Taxpayers never make money on deals with private sports franchises, even when the teams do well. During the Lebron James era of the Miami Heat, I will remind you, the County never saw its rent payments from the Heat increase, even with all those post -season, sold -out play-off games. It should never surprise anyone, however, when a private business will not act in the public interest. That's because private businesses have only one responsibility, and that is to maximize profits for their shareholders. Please keep that in mind when the Beckham ownership group promises X, Y, and Z to city taxpayers at some undetermined time in the future. In contrast to private businesses, city governments must act in the public interest. As a city resident who admires the work that you have done on the the city commission, I encourage you to share this message—which is familiar to many people who work in offices—with the Beckham ownership group: "Lack of planning on your part does not constitute an emergency on my part." Just because the Beckham group has fumbled over the past several years in its attempt to find a place to build a stadium for its Miami MLS franchise does not mean that the city commission should rush, without proper deliberation, to put a 4449 -Submittal -Commissioner Mort -Petitions 1 Submitted into the public record for item(s) 4450 -Submittal -Commissioner Gort-Petitions 4449 and 4450 on 07/12/2018. - City Clerk referendum measure on the November ballot that would give away public land to private businessmen. Regarding a referendum to convert Melreese golf course into a commercial development, there are 3 separate questions that voters will need to address on the ballot, and I am not convinced that city commissioners can sort them all out in one meeting this Thursday: 1.) Should the City of Miami's public golf course at Melreese cease to exist? 2.) Should the public park land on which Melreese golf course used to exist be converted to hotels, restaurants, office space, and a soccer stadium? 3.) If that Melreese land is converted to commercial use, should it be put out to competitive bids, or should it be given to one privileged ownership group? If these items are to voted on in a referendum, I would suggest that they be placed on the ballots for November 2019 or 2020, after city taxpayers have had a chance to carefully digest the complex development deal that the Beckham group hurriedly released only a couple days ago to the Miami Herald. I can't find any details of this project on the agenda for the commission meeting on July 12. Just because the Beckham group has wasted the last few years bouncing from one poorly conceived publicly subsidized stadium idea to another, that does not mean City of Miami citizens must go into emergency mode to vote on a hastily worded referendum item that is certain, at this stage of the game, to benefit Beckham's billionaire owners more than City of Miami taxpayers. I have been playing golf at Melreese since the 70's and it is a wonderful place to play. It is an asset to the entire South Florida community and is utilized by both our own citizens as well as visitors to our area. Additionally, it supplies community services such as The First Tee. The money that would be realized from selling this land is a miniscule amount when considering the current and future financial needs of the City. It is, however, a splendid deal for the private enterprise offering to buy it. Both golf and soccer can and should be available in Miami. Soccer can find another place to play. Golf cannot. Please vote to preserve Melreese golf course. Subject: Please DO NOT allow Mel Reese golf course to become a private development! Dear City Officials, Please preserve and protect the Mel Reese Golf Course! If Beckham and Mas want to have a soccer stadium, let them buy privately -owned land and build it themselves, the way Joe Robbie did. The City of Miami has a nasty habit of using public parks as vacant lots for empire -building schemes. The Miami City Manager told Channel 10, "...prime real estate that pretty much makes the city zero -- to an offer by serious international investors that will generate somewhere in the neighborhood of $44 million in tax revenue," This is a fundamental misunderstanding of the reason for public parks to exist. Parks are not supposed to be profit centers, they're supposed to be recreation centers. Following the City Manager's logic, no park is safe. They could all be leased or sold to developers in order to increase tax revenue. Al Crespo, a local independent journalist who investigates City of Miami mischief, inefficiency, malfeasance and even lawbreaking, wrote a hard-hitting and interesting analysis: http://www.thecrespogram.coml We've already had one Marlins Stadium scam. It is outrageous that the City would even consider another stadium deal on public land, no matter how well it's been $ugar-coated. It's one more reason I don't trust the City of Miami. 4449 -Submittal -Commissioner Gort-Petitions 5 Submitted into the public record for item(s) 4450 -Submittal -Commissioner Gort-Petitions 4449 and 4450 on 071121201$. - City Clerk Elvis Cruz 631 NE 57 Street Miami, FL 33137 305 754 1420 ElvisCruz@mac.com 4449 -Submittal -Commissioner Gort-Petitions 6 Submitted into the public record for item(s) 4450 -Submittal -Commissioner Gort-Petitions 4449 and 4450 on 07/12/2018. - City Clerk Ferreiro, Esteban From: Sent: To: Subject: Sent from my iPhone Begin forwarded message: Chelin Duran <chelin18@comcast.net> Monday, July 9, 2018 8:21 PM Reyes, Manolo (Commissioner) Fwd: Melreese From: Irina Leibowitz cirina leibowitz c?r.hotmail.com> Date: July 9; 2018 at 2:45:28 PM EDT To: "ifiechas miamlherald.com" ciflechas(a7.rniamiherald.com>, chelin duran <chelinl $Crr eomcast.net>, Ken Russell <krusseli miam ov.com, "distriet5r miamidade, ov" <district50miarnidade.gov, Megan Tamaccio <meg_an(a.district62.corn> Subject: Melreese We dont want it! Yet our city fathers keep doing it again and again. Please don't join them! Just look at the AAA arena, and the Perez and Frost museums. All worthy institutions in their own right but why do we keep putting windowless and inward -facing uses on public park land? This makes absolutely no sense — no matter how worthy the cause. This is just plain wrong and has got to stop. We don't have enough park land as it is and to put a private money -making venture on the Melreese golf course would be a betrayal of the public trust — no matter how much they pay and how profitable it will be to the coffers of the City. Don't get me wrong — I would love to see Beckham's team come to Miami. But they can locate their stadium in any other of a number of underutilized locations in Miami. The only problem is these sites are in private hands and they would have to pay for them. But that is their problem. The city needs to stop pandering to these big ventures by handing out benefits and public land. We are doing just fine without them but if they want to come we should roll out the welcome mat just as long as we are not giving up our meager public park land, or giving up too much in tax rebates. Please don't allow this to go forward. It is a terrible idea. And as Maimi densifies over time, our limited park land will become more and more valuable and will never be able to be replaced. Giving up our park land, no matter how worthy the cause, will cause irreparable harm to the future generations of Miami. Please vote NO on this item! Marc S. Not withstanding the huge windfall that will occur to the principals of the stadium and commercial complex at the expense of the City residents. I would think the Marlin stadium deal would have been a lesson learned. Melreese is the only golf course in the City of Miami which is extraordinary for the size City that Miami is. The golf course provides a much needed recreation opportunity for City residents as well as it's service to the community through the First Tee program and numerous philanthropic events hosted at the golf course. I have run an inner city tennis program for 30 years providing more than 30,000 youngsters an opportunity to learn the game of tennis. More important is the commitment to educational advancement which is the true motivation for these inner city programs. First Tee is one of the finest youth golf programs in the country, not only for low-income youth, but also for middle class youth. The DeLuccas have implemented and administered a program that is exceptional and difficult to duplicate. Through First Tee they have contributed to improving the lives of countless youths who may not have had the opportunity to pursue a higher education. It is not always about money, but developing an educated citizenry. Finding another location for a public golf course to service the residents of Miami is far more difficult than finding a location for a sports complex and development that benefits the rich. I ask that you do not support this proposal submitted by Beckhem and Mas. There is no going back once you build on this property. Thank you for your consideration. From my tone you can guess that I am against this project. Actually, I don't think another stadium in this city is good on any case. Loosing more green space is to be highly questioned. I can see the attraction in terms of financial considerations by the city. A third party develops the stadium, builds the city a park and the City gets revenue. But the City looses so much green space. I am not thrilled about the golf course, but at least it's a green space. Ideally, Mel Reese would be replaced with a genuine large park. But that is probably too much to ask for. Unfortunately I have witnessed over my life time and time again greedy developers and business persons take every imaginable piece of property and developing it for their own profit without regard for anything else. This has led to overcrowding, unbearable traffic, congestion and less and less green space. The proposed development of the Mel Reese golf course is the epidemy of what I am talking about. The proposal to take public green space that has served the people of Miami and an important children's program for my entire life and turn it over to private developers is unconscionable. Imagine, if the rich developers get their way that the city of Miami, a major vacation destination will not have 1 public golf course for Miami residents and tourists to enjoy. What will that cost the city in reputation and tourist dollars? I thought we learned our lesson with the Marlins stadium and the subsequent recall of the mayor that let that happen. Apparently not if the commission is considering the soccer stadium proposal. The rendering that was released recently is insulting in that the developers want you and the public to believe they are making concessions but we all know that over the years what little public use is being dangled before you will be redeveloped into commercial space over time to the point where there will be no public use and green space left. Please know that I have never written a commissioner before on a matter such as this. That's how passionately I feel about what is being proposed in closing a golf course that is an important part of Miami so rich developers can get richer. I imagine a great majority of the people in Miami — Dade County feel the same as I do. Let the rich developers buy their own land and not use public land. While I understand that a soccer stadium is something the city of Miami would like, I believe that to compromise our green space for it is wrong. This is especially so because of the fact that it's not only a soccer stadium but other commercial buildings which I believe we do not need. We have enough building in the city to last a lifetime, and our infrastructure will be affected, along with traffic and other issues. As it is, we as a city full of fans of different sports do not fill the stadiums that we currently have. To build another one would be a travesty, especially if any soccer team does not make it here, and then we have another empty stadium taking up space that was green and used by our children and our veterans. As an early childhood educator and the wife of a veteran/military husband, the uses of this park are not only near and dear to me, but also beneficial and necessary. I am neither a soccer or football fan, but I am a fan of parks and our greenery in the city. I do support soccer being in Miami, as it is such an international support that would benefit us, but I do not believe that this is the site for it. The fact that we are the city with the least amount of green really disturbs me, so I hope that you will consider my humble opinion and vote no on this issue. The proposed secret sweetheart deal to build a soccer stadium/entertainment complex on public land (Melreese golf course) embodies a deal that stinks like rotten fish: billionaires asking for welfare; using an open public green space for private development; dubious accounting on the benefits to the city; 99 -year leases below market value; more congestion and traffic and many more reason why this project should never have the support of anyone with a goal of a better Miami. This same soccer group attempted to grab public land first near the port of Miami, then in Overtown and now again at Melreese. While we all would love to have professional sports teams play in Miami they must find their own sites, build them with no public money and run these businesses as private enterprises. Unless the MLS soccer franchise is willing to have the public as true ownership partners (and ditto for The Marlins, The Heat and The Dolphins) then no public money or land should ever be given to these types of organizations. It has given me the opportunity to see the community fostered by the sport and children benefitting from access to golf at this public facility. When the Marlins Stadium was approved, the site plan included the addition of a soccer stadium. Beckham attempted to choose that site but there was a greedy holdout who refused to sell his property seeking outrageously high compensation. It is my understanding this man runs a daycare center there. The City did not intervene. The Marlins Stadium site already has huge parking lots built, and is accessible to highways and public transportation. Eminent Domain exists for a reason. The City can buy the property for its fair market value. Be politically brave and use eminent domain to complete the world class stadium complex that was envisioned for Little Havana. Allow Beckham to pay for it. Give the daycare center affordable space in the parking garage retail. Architecturally, this time get it right. Give the soccer stadium an outward facing design that will trigger economic improvement in the neighborhood around it. The Marlins failed us on that front with their inward facing design, but this is a chance to correct that mistake. The location to build a stadium off NW 37th Ave, and 42nd Ave and off 836/East West Expressway would pose a huge traffic jam to the residents that live in and around these local streets, not to mention the jams at the expressway. This would interfere with Airport traffic as well. 3. Why would someone want to take away something that is loved by so many people? Some don't seem to understand why the First Tee is so special. Not only it gives great golf education, but it also gives us many opportunities. Earlier this school year, the First Tee held a talent show. They know that I like playing golf as a hobby, yet music is my passion and they completely support it. That's what I love about them. It's an organization with many ideas. That's what makes it so special, its not only golf, its the whole package. I would see all the golfers come together and they would show their hidden talents: singers, musicians, comedians, dancers, and magicians. Something else I admire is how they help us grow as human beings. Every time I go, I am reminded of how much they care. We are taught to be better people. They teach us how to respect one another, be responsible, and show sportsmanship as well as being confident in one -self and having right judgement. I think that by watching the news we can infer that there are kids who lack these qualities. Luckily, we have organizations like these who remind us to be better. For instance, The First Tee gives us the opportunity to help our community. At the beginning of the year I went to a tournament that they held for kids with disabilities. The smiles on the kids faces was the best thing you could have seen. The camp that they have shows that as well. Happy kids having the time of their life. Do you really want that taken away? After hurricane Irma The First Tee went to a golf course to help clean. Someone else wouldn't have cared. The hurricane also made some damages to our course. Everyone helped. People would be walking with trash bags gathering leaves and branches to throw away. Melreese is their home. Its our home. Like I said they care. Everyone does. No one wants their home taken away. Before I finish I want everyone to look around the room. You see all these people in orange. They took the time to be here because they care. There are other golf courses in Miami, but you won't find another one with people as passionate and caring as these. Thank you. There is not a lot of green space in the City. Taking any of it away in order to develop it is a bad idea in my opinion. This and other city properties cannot solely be seen as assets to be exploited, used to derive the most revenue possible. If there are under performing city properties that are not green space look at those properties first, please. If the city wants to help out a local private enterprise with city land because of the larger benefits to the citizens, and increase revenue, it certainly should not be done in a no -bid situation. There is no other group bidding to develop Melreese because it is a golf course and was always seen that way by the community. To change courses and open it up to development just because a private entity wants a site for their use is a betrayal of trust the citizens placed in you all when we elected you. There is already enough mistrust between the citizens of Miami and their elected leaders, please don't add to it on July 12. I think this location would not be a good location for all the traffic that would come with the proposal. The obvious one is game days when there would 12,000 more cars and 18-20,000 more people in the area. I use 37th Avenue to get to the airport so I know this area. Plus there would be office traffic so the neighborhood would be dealing with the issue on a daily basis. I am a soccer fan and have attended Strikers games both as a kid and an adult. I thoroughly enjoyed the Miami FC games last season. I will support a soccer team, but I am totally opposed to this proposal. I believe there is a market for soccer in Miami but this is not the way to get a stadium built. I see that retail space is a part of this proposal. The city doesn't need more retail space. I am sure you all are away of the challenges that industry is facing. How much of the space that was created in the Marlins parking garages is leased? Why would the city allow its property to host more thereby increasing the competition for the existing private landlords that are struggling and paying taxes to the city. Please consider your responsibility to these businesses. I know this new space would be controlled by a private entity by that is a dodge. If the stadium gets built at this location it will totally ruin the neighborhood and the property values in the area. No one will want to live where there is a stadium so close causing traffic nightmares not to mention the noise. Also, the City already destroyed the trees that were located at the old Grapeland Heights Park when it put in Blackbeard's Beach and the baseball fields. Now you proposed to plow down the remaining trees and cover the rolling greens with concrete. I know this golf course is used because I drive by there every weekend and I always see golfers, rain or shine. Not to mention the programs for underprivileged kids. Another point is that this area would be affected tremendously by the traffic generated by the stadium. Already when they close down just one street due to construction to 836 it becomes a nightmare. Please vote against building the stadium. Thank you very much, Liesbeth Boots 2333 Brickell Ave, apt 2103 Miami, FL 33129 4449 -Submittal -Commissioner Gort-Petitions 75 Submitted into the public record for item(s) 4450 -Submittal -Commissioner Gort-Petitions 4449 and 4450 on 07/12/2018. - City Clerk $10z 0 r inr Petition: SAVE OUR NEIGHBORHOOD We, the undersigned and neighbors of City of Miami, call on Mayor of Miami, Francis Suarez, and City of Miami Commissioner for District 1, Willie Gort, to protect our neighborhood against any development.
