2018 STATE LEGISLATIVE PRIORITIES
1. MIAMI RIVER TUNNEL — INCLUDE the project in FDOT's Capital Plan.
2. BISCAYNE BAY COASTAL WATERS PROJECT — URGE the U.S. Army Corps of Engineers, the
Florida Department of Environmental Protection, and the South Florida Water Management
District to expedite and complete construction of Phase I and expedite the planning of Phase II
so that such planning occurs prior to the current scheduled date of 2021.
3. FILM TAX CREDITS — SUPPORT legislation that would extend additional tax credits to the film
industry in Florida.
4. EMERGENCY MANAGEMENT — SUPPORT funding for the City's emergency management
needs.
5. SHADE MEETINGS/EXECUTIVE SESSION - SUPPORT legislation that would amend FS § 286.11
regarding shade meetings in anticipation of imminent civil or criminal litigation or imminent
adversarial administrative proceedings. Currently, executive sessions are only held when there is
pending litigation.
6. OFF-DUTY MUNICIPAL POLICE OFFICERS — SUPPORT legislation that would create a program
to contract for employment of off-duty municipal law enforcement officers for security services
that mirrors the state statute for off-duty deputy sheriffs. F.S. § 30.2905 provides that any
employer of a deputy sheriff shall be responsible for the acts or omissions of the deputy sheriff
while performing services for that employer while off duty.
7. WORKERS COMPENSATION - CHAPTER 440 - SUPPORT amendments to Florida Statute
sections that unfairly burden the City of Miami.
8. ADVANCED COST RECOVERY CLAUSE — AMEND F.S. § 366.93 to require electric utility
companies return to ratepayers costs recovered through the statute if it never builds the units.
9. VACATING AN ARBITRATION AWARD — AMEND F.S. § 682.13 to permit Circuit Court review
from binding arbitrations involving terminations or cases involving relief of duty decisions.
